Beware of the risk of prolonged rain and hydroelectric dam discharge

Due to the influence of the northern edge of the tropical convergence zone, combined with high-altitude wind convergence, from last night (July 17) to today (July 18), Hanoi continues to have scattered showers, some places with heavy rain accompanied by thunderstorms, whirlwinds, lightning, and strong gusts of wind.

According to the assessment of the Hydrometeorological Station of the Northern Delta region, the total rainfall is generally from 30 - 50mm, in some places higher than 70mm. Then, on the day and night of July 19, the rain in Hanoi decreased in area and volume, generally 10 - 20mm.

In the remaining areas of the North and North Central regions, today (July 18), there will be scattered showers and thunderstorms, with some places experiencing heavy to very heavy rain with rainfall ranging from 15 - 30mm, and some places experiencing more than 50mm.

As rain continues to fall in the northern provinces, the two hydroelectric reservoirs of Hoa Binh and Tuyen Quang are still discharging floodwater, with Hoa Binh reservoir opening two bottom discharge gates and Tuyen Quang reservoir opening one bottom discharge gate.

The Hydrometeorological Agency warned that heavy rains for many days combined with the opening of the Hoa Binh and Tuyen Quang hydropower reservoirs' bottom discharge gates could cause water levels in rivers, including the Red River, to rise; at the same time, it could cause a high risk of landslides and flooding along rivers, streams, and mountainous areas.

To ensure the safety of lives and property of people living along the Red, Da and Duong rivers during the days when the two hydroelectric reservoirs of Hoa Binh and Tuyen Quang open their bottom spillways, the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Hanoi City has issued a document requesting districts, towns and cities to proactively respond.

The key task is to immediately notify authorities at all levels, people, organizations operating on rivers and riverbanks; aquaculture facilities on rivers, water transport vehicles; ferry terminals; projects under construction; gathering, transit, and sand and gravel exploitation activities about flood discharge information from hydroelectric reservoirs to proactively take preventive measures to ensure safety for people and property...
