On May 28, information from the Investigation Police Agency of Hung Yen City Police (Hung Yen) said that this unit has issued a decision to prosecute the case and prosecute the accused against Nguyen Viet H., Tran Viet Ch., Tran Van Kh., Vu Truong A. (all 16 years old); Nguyen Van Ph., Pham Van M., Nguyen Dang H., Tran Cong L. (all 17 years old); Doan Hoang Ninh, Nguyen Quoc Khanh, Vu Thanh Dat, Nguyen Khanh Minh (all 18 years old); Nguyen Duc Manh (19 years old), Le Van An and Nguyen Viet Anh (all 21 years old, all residing in Hung Yen province) to investigate the crime of disturbing public order.
Previously, on April 18, the Investigation Police Agency of Hung Yen City Police received a report that at about 9:54 p.m. on April 16, at Km 31+920, National Highway 39 (in An Tao Ward, Hung Yen City), a traffic accident occurred between a motorbike without a license plate driven by Nguyen Van Ph. carrying Pham Van M. and a car with license plate 89A - 191.02 driven by Mr. Nguyen Van Tuan (43 years old, residing in Son La province, temporarily residing in Bao Khe commune, Hung Yen City).
As a result, Ph. and M. suffered injuries and were taken to Hung Ha General Hospital (Hung Yen City) for first aid. Tuan's car and Ph.'s motorbike were damaged.
Group of teenagers summoned to the investigation agency
Based on the collected documents, evidence and statements of the subjects, the investigation agency determined that at around 9:00 p.m. on April 16, a group of young men riding motorbikes including Nguyen Van Ph., Doan Hoang Ninh, Vu Truong A. and Pham Van D. carrying Pham Van M. and Nguyen Quoc Khanh; Vu Thanh Dat carrying Tran Hao N. invited each other to go to Hung Yen city to play.
At this time, Dat prepared a crate of glass beer bottles, divided them among the people sitting in the back of the car with the intention of using the beer bottles to throw if there was a collision with another group.
When arriving at the Suoi slope area (in Bao Khe commune, Hung Yen city), Ph.'s group collided with a group of young men riding motorbikes in the same direction, including: Vu Viet Th., Nguyen Dang H. carrying Tran Cong L.; Nguyen Viet H. carrying Tran Viet Ch.; Tran Huu H.; Tran Van Kh. carrying a young man named Truong (address unknown) and Nguyen Van Th.
At this time, Ph.'s group overtook and threw beer bottles at Vu Viet Th.'s group and then fled towards Nguyen Van Linh Street, Cho Gao roundabout. During the chase, the two groups of young men drove their motorbikes at high speed, weaving, swerving, and throwing beer bottles at each other, causing disorder and affecting traffic safety.

Arriving at the Hung Yen City Square, Ph.'s group saw a group of young men riding motorbikes, and they continued to throw beer bottles. Seeing this, the group of young men, including Nguyen Viet Anh carrying Nguyen Khanh Minh; Nguyen Duc Manh carrying Le Van An, immediately chased Ph.'s group on many roads.
The subjects continued to drive at high speed, weaving, swerving, revving, honking loudly and throwing beer bottles and bricks at each other. When they reached the area in front of gas station No. 77 (in An Tao Ward, Hung Yen City), Ph.'s motorbike carrying M. crashed into the back of a car driven by Nguyen Van Tuan going in the same direction. After that, Ph. and M. fell onto the road, while the others continued to chase each other towards Kim Dong District (Hung Yen) and then went home.
The Hung Yen City Police Department summoned the group of teenagers to the headquarters for questioning and temporarily detained their vehicles for handling according to regulations. At the investigation agency, these people all admitted their violations.
In addition to the decision to prosecute the above defendants, the police agency also issued a decision to administratively sanction Vu Viet Th. and Tran Huu H. for disturbing public order in the form of a warning; and prepared a file to propose applying educational measures at the commune, ward, and town level to Pham Van D. and Tran Hao N.
Hung Yen City Police Department is completing the case file for processing according to regulations.
