Ho Chi Minh City issues plan to build 355km metro, start construction of line 2 in December 2025

Ho Chi Minh City has issued a plan to build 355km of urban railway in the next 10 years. Of which, metro line 2 will start construction at the end of 2025, and the next lines will start construction in phase 2027.


On March 26, the Ho Chi Minh City People's Committee issued a Plan to implement Resolution No. 188 of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network in Hanoi and Ho Chi Minh City.

Accordingly, to build 355km of urban railway in the next 10 years, the Ho Chi Minh City People's Committee has issued 7 key tasks.

This includes drafting documents to specify some provisions of Resolution 188; capital mobilization and investment capital arrangement; investment preparation, project implementation preparation; urban development according to the TOD model; railway industry development, technology transfer and construction materials and dumping sites.

The city also assigned tasks to each relevant department; requiring the subjects participating in the project to identify this as an important political task, requiring time, intelligence and resources to be focused on implementation. Each unit needs to be proactive, actively coordinate with a high sense of responsibility, for the common task, contributing to the development of the city.

On this basis, specialized agencies, investors, units under the City People's Committee and localities where the metro project passes through are responsible for organizing and arranging appropriate apparatus and personnel to implement the plan...

For metro line 2, from now until April 2025, departments and agencies will complete procedures to convert capital sources from ODA to public investment. After that, the city will organize bidding and start the project in December 2025.

At the same time, for the remaining 6 urban railway lines, the feasibility study report will also be prepared, appraised and approved; compensation, support and resettlement projects will be prepared, appraised and approved; and the projects will be started in 2027. Site clearance for these projects will be carried out from 2025 to 2027.

The Ho Chi Minh City Department of Transport and Public Works will develop a project to train and foster cadres, civil servants and public employees to serve the development of the city's urban railway network in the 2025-2030 period, with a vision to 2050.

Mobilizing about 40.2 billion USD to invest in 355km

According to the plan, Ho Chi Minh City needs to mobilize about 40.2 billion USD to invest in 355km in 10 years. To do this, Resolution 188 of the National Assembly also has mechanisms to help Ho Chi Minh City mobilize all resources, including capital from the central budget, local budget, revenue from urban development according to the TOD model, bond issuance, etc.

Regarding capital mobilization and investment capital arrangement, the City People's Committee will arrange a medium-term public investment plan, annually supplementing the central budget with targeted capital for the local budget ( VND 209,500 billion for Ho Chi Minh City - about USD 8.38 billion ).

At the same time, the city will supplement revenue sources, save annual central budget expenditures (if any) and other legal capital sources; develop plans to mobilize official development assistance (ODA) capital and foreign preferential loans to implement projects; arrange balance and medium-term and annual public investment plans for local budget capital; develop plans to issue local government bonds to allocate capital for urban railway projects...

In particular, the Ho Chi Minh City People's Committee requested to review and adjust the planning of the area surrounding the railway station, adjust the planning indicators (if necessary); transfer the planning land use indicators between projects and works in the TOD area to implement the land exploitation project according to the TOD model.

The leaders of the City People's Committee are assigned by field to supervise, inspect and urge units to implement the plan on schedule and with quality. Departments, branches, sectors, People's Committees of districts and Thu Duc City must seriously implement, if adjustments are needed, they must report to the City People's Committee to ensure the overall progress.

The Department of Transport and Public Works will act as the standing agency to monitor and urge the implementation of the plan. At the same time, Ho Chi Minh City will study and reorganize the urban railway system investment management model, establish a Council to appraise route plans, TOD planning, and appraise feasibility study reports of urban railway projects.

In addition, the City will establish an Appraisal Team to select investors, contractors for EPC packages, foreign consulting contractors, and at the same time organize a preliminary review of the implementation of the Resolution after 2 years of implementation.
