According to a report by the Ministry of Transport, three expressway projects managed by the Ministry of Transport will start construction in 2024, including the Dau Giay - Tan Phu; Cho Moi - Bac Kan; and Lo Te - Rach Soi expressways.
There will be 14 expressway projects started in 2024.
Cho Moi - Bac Kan Expressway (Bac Kan) is 28.8 km long, starting point connecting Thai Nguyen - Cho Moi road, in Thanh Thinh commune, Cho Moi district; ending point intersecting with National Highway 3B, connecting Bac Kan - Ba Be lake road project, Bac Kan city, Bac Kan province.
The project has a scale of 4 lanes, a 22 m wide roadbed, a 20.5 m wide road surface, a design speed of 80 km/h, and some favorable terrain sections have a speed of 100 km/h. The preliminary total investment of the project is about 5,750 billion VND from the budget, of which the construction cost is more than 4,140 billion VND, site clearance is 490 billion VND, the remaining is consulting and contingency costs.
Cho Moi - Bac Kan Expressway will connect Hanoi - Thai Nguyen and Thai Nguyen - Cho Moi routes to create a synchronous traffic network, promote socio-economic development, and ensure national security and defense in this area.
Dau Giay - Tan Phu Expressway (Dong Nai) is about 60 km long, with a design speed of 100 km/h. The Government has approved the investment policy under the PPP method, with a total investment of VND 8,365 billion.
This is a component project within the overall Dau Giay - Lien Khuong expressway, which is over 200 km long, to connect Ho Chi Minh City with the Central Highlands provinces. The two remaining component projects on this route, Tan Phu - Bao Loc and Bao Loc - Lien Khuong, have also been proposed for investment by Lam Dong province.
The Dau Giay - Tan Phu route will connect the current Ho Chi Minh City - Long Thanh - Dau Giay expressway, helping to reduce traffic congestion and ensure traffic safety on National Highway 20. The route will also contribute to promoting the socio-economic development of Dong Nai province in particular and the Southeast region in general.
The Cao Lanh - Lo Te (Can Tho) Expressway is part of the project to upgrade the western axis of the Mekong Delta from Cao Lanh (Dong Thap) to Rach Soi (Kien Giang). Of which, the Lo Te - Rach Soi (Kien Giang) section has a total investment of 750 billion VND. The 51.5 km long route, currently with 4 lanes, will be upgraded to expressway standards.
In particular, in 2024, investment procedures will be completed to start construction of 11 expressway projects assigned to localities as the managing agencies.
Design perspective of Dong Dang - Tra Linh highway
The 93 km Dong Dang - Tra Linh Expressway (Lang Son, Cao Bang) will start construction on January 1, 2024, with the first phase having a total investment of VND 14,300 billion under the form of public-private partnership (PPP). The starting point of the route is at the Tan Thanh border gate intersection, Van Lang district, Lang Son province; the end point is at the National Highway 3 intersection, Chi Thao commune, Quang Hoa district, Cao Bang province.
In phase one, the expressway is designed at 80 km/h, with a road surface width of 17 m; in difficult terrain, the road surface width is 13.5 m. The route will have 7 intersections, 4 rest stops, 7 toll stations, and a synchronous intelligent transportation system (ITS). The project is expected to be completed in 2026, with a payback period of 24 years and 10 months.
Currently, the distance from Hanoi to Cao Bang is 280 km, taking 5 - 6 hours by car. After the Huu Nghi - Chi Lang and Dong Dang - Tra Linh expressways are completed, connecting to the Bac Giang - Lang Son expressway, the travel time from Hanoi to Cao Bang will be shortened to 2.5 - 3 hours.
The Lang Son - Huu Nghi border gate expressway, 60 km long, including the connecting route to Tan Thanh border gate, managed by Lang Son province, is completing its feasibility study report.
The 67 km long Tan Phu - Bao Loc Expressway, managed by Lam Dong province, is submitting its feasibility study report to the interdisciplinary appraisal council.
The 74 km Bao Loc - Lien Khuong Expressway, managed by Lam Dong province, is completing its feasibility study report.
The Ninh Binh - Hai Phong Expressway, 26 km long, through Ninh Binh, with Ninh Binh province as the managing agency, is currently preparing an investment policy.
The Ninh Binh - Hai Phong Expressway, 61 km long, through Nam Dinh and Thai Binh, is preparing for investment approval.
The 129 km long Gia Nghia - Chon Thanh Expressway, managed by Binh Phuoc province, is preparing to approve the investment policy.
The 60km-long Ho Chi Minh City - Chon Thanh Expressway, managed by Binh Duong province, is preparing to submit an investment proposal.
The 65 km long Ho Chi Minh City - Moc Bai Expressway, managed by the Ho Chi Minh City People's Committee, is preparing to approve the investment policy.
The Hoa Binh - Moc Chau Expressway, 34 km long, through Hoa Binh, with the People's Committee of Hoa Binh province as the managing agency, is preparing to approve the feasibility study.
The Ho Chi Minh City Ring Road 4 Expressway Project is 199 km long, consisting of 5 independent projects, managed by 5 localities. Of which, the project through Binh Duong has approved the investment policy, 4 projects are preparing the investment policy. It is expected that the section through Binh Duong province will start construction first, followed by the other provinces.
In addition, the Ministry of Transport also strives to approve the investment policy for the high-speed railway project on the North-South axis; speed up the preparation for investment in important national railway routes such as: Ho Chi Minh City - Can Tho, Bien Hoa - Vung Tau, Long Thanh - Thu Thiem, Lao Cai - Hanoi - Hai Phong.
