(BLC) - In 2024, the world, domestic and provincial situations had many impacts on the ideological work of the Provincial Party Committee. With the will and determination of the entire Provincial Party Committee's Propaganda Department, with the slogan "Pioneer - Focus - Persuasion", the entire department successfully completed the 2024 tasks with 10 outstanding marks.
Closely following the province's political tasks, the leadership of the Provincial Party Committee and the guidance and direction of the Central Committee, the Provincial Party Committee's Propaganda Department has developed a work program for 2024 with a focus on continuing to implement the Resolution of the 14th Provincial Party Congress, Conclusion No. 224-KL/TU of the Provincial Party Committee on continuing to implement the Project "Improving the effectiveness and quality of ideological work of the Provincial Party Committee". The whole sector has effectively and synchronously deployed the task of advising the Party Committee on Party building in terms of politics, ideology, ethics and propaganda tasks with 10 marks.
Firstly, effectively propagating and educating Marxism-Leninism, Ho Chi Minh thought, the Party's guidelines and policies, and the State's laws and policies associated with important political events and anniversaries of the province and the country, such as: the 94th anniversary of the founding of the Communist Party of Vietnam; the 115th anniversary of the founding of the province, the 75th anniversary of the founding of the Provincial Party Committee, the 20th anniversary of the separation and establishment of the province; the 70th anniversary of the Dien Bien Phu Victory and many important events associated with emulation movements of all levels, sectors and localities, creating a joyful and exciting atmosphere among the people.
Second, improve the quality of theoretical research, summarize practices, advise the Provincial Party Committee on the preliminary and summary of the Party's eight directives and resolutions; objectively evaluate the implementation from the practices of each locality and the province, thereby contributing to providing important scientific and practical arguments for planning policies, strategies, and development orientations of the province.
Comrade Le Duc Duc - Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda Department introduced to the delegates the Complete Set of Lai Chau Provincial Party Committee Documents and the Set of Historical Events Chronicle of Lai Chau Provincial Party Committee 1949-2020 at the Launching Ceremony of the 2 book sets (January 5, 2024).
Third, innovate and improve the quality of dissemination and study of resolutions. With the motto: "All directives, resolutions, conclusions and regulations of the Party are disseminated and implemented within the month, no document is left for more than 3 months", the whole sector has advised to disseminate and implement 50 new documents of the Central and the province and action plans and programs of the Party Committees at all levels with 13,369 conferences, over 867,200 attendees, the rate of Party members reached 97%.
Fourth, effectively advise on the concretization of Directive No. 35-CT/TW in accordance with the province's reality; proactively deploy the tasks of the Document Subcommittee, the Working Group of the Document Subcommittee of the 15th Provincial Party Congress, term 2025-2030; organize training courses on drafting documents for Party congresses at all levels for 150 district and commune-level cadres; the district-level propaganda department advises on organizing effective training courses suitable to the situation. This is a new and difficult task and promptly meets the requirements and tasks set forth.
Fifth, participating in contributing many important opinions in building, perfecting, and appraising contents in the ideological and cultural fields. The Provincial Party Committee's Propaganda Department has performed well its duties as a member of 18 provincial steering committees. The propaganda system at all levels closely follows the functions and tasks of appraisal, examination, and giving opinions on many contents of the Party Committee and government. Thereby, promoting the role and affirming the position of the Propaganda sector in advising on Party building in terms of politics, ideology, and ethics.
Sixth, effectively implement Conclusion No. 01-KL/TW on studying and following Uncle Ho in conjunction with the Central's regulations on setting examples in a focused, specific and appropriate manner. Successfully organize the Award for composing and promoting literary, artistic and journalistic works on the theme "Studying and following Ho Chi Minh's ideology, morality and style" for the period 2021 - 2025 (phase 2); Online quiz contest "Learning about studying and following Ho Chi Minh's ideology, morality and style"; organize a delegation of outstanding delegates to Hanoi to report to Uncle Ho... creating a widespread influence and response among cadres, party members and people.
Seventh, effectively organizing scientific conferences and seminars, such as: Seminar "Building and developing Vietnamese culture and people to meet the requirements of sustainable national development in Lai Chau province"; Seminar "Improving the quality of political theory education in Lai Chau province at present - Issues arising in the coming time"; discussion on giving opinions on the Project to summarize 10 years of implementing Conclusion No. 100-KL/TW and exchanging professional knowledge on investigation work, grasping public opinion... have improved the quality of scientific research, solving problems arising from practice in the propaganda work of the Provincial Party Committee.

Eighth, complete and issue major historical works of the Provincial Party Committee and Party Committees. The highlight is the completion and launch of the complete set of Lai Chau Provincial Party Committee Documents (18 volumes) and the set of Historical Events of Lai Chau Provincial Party Committee 1949-2020. These are two major works to celebrate the 20th anniversary of the separation and establishment of the province. During the year, 11 sectors and localities built Party Committee history and traditional history.
Ninth, promote digital transformation, apply information technology in propaganda work. From the Provincial Party Committee's Propaganda Department, it has spread strongly to the whole industry in applying information technology, digital transformation in implementing tasks such as: propaganda, sociological investigation, grasping public opinion, digitizing databases, lectures of reporters, political theory lecturers. Promote the strengths of social networking platforms to serve propaganda work to ensure timeliness, accuracy and effectiveness.
Tenth, inspect, supervise, and survey the fields of propaganda. The new point is that the Provincial Party Committee's Propaganda Department has established a working group with the Standing Committees of the District Party Committee and City Party Committee on the leadership and direction of the implementation of propaganda tasks according to the Resolution of the 14th Provincial Party Congress to grasp the situation of task implementation at the grassroots level. During the year, the Department has conducted 3 inspections and 2 surveys. The Propaganda Departments at all levels have conducted 20 inspections, supervisions, and surveys in the field of propaganda.
In 2025, the Propaganda sector of the Provincial Party Committee is facing an urgent task, which is to consolidate the organizational apparatus under the direction of the Central Committee. With the action theme of "Solidarity - Proactiveness - Creativity - Efficiency", the whole sector determines to unify thoughts and actions, closely following the direction of the Central Committee, the province and Party committees at all levels to consolidate the organizational apparatus, ensuring that the new apparatus operates effectively, efficiently and smoothly. Focus on advising on the successful organization of Party congresses at all levels, the 15th Provincial Party Congress for the 2025-2030 term. Strengthen the grasp of the ideological situation and public opinion among cadres, party members and people before important political events, especially before the Party congresses at all levels; promptly fight against wrong and hostile views; promote the position, role and responsibility of the Propaganda sector in implementing political tasks in each locality and unit; Promote the application of information technology and digital transformation in the industry's operations, associated with innovation in the content and methods of propaganda work.
The Propaganda Department of the Provincial Party Committee is facing new opportunities. The merger will help the new organization and apparatus operate effectively and efficiently, creating conditions for cadres, civil servants and public employees of the entire sector to join hands and unite to successfully carry out the political tasks of the Party Committees at all levels, contributing to the cause of building Lai Chau province to develop greenly, quickly and sustainably, and together with the whole country, entering a new era, the era of national growth.
