The report on the implementation of the National Target Program on New Rural Construction from 2021 to 2023 of Yen Dinh district clearly stated: Yen Dinh is the first district in the North Central region to be recognized by the Prime Minister as meeting the New Rural Construction standards (in 2015). Continuing to improve the quality of the criteria for building new rural areas, the district has overcome difficulties and had many positive changes. Up to now, the district has 7 communes recognized as advanced new rural communes, ranking 8th out of 27 districts, towns and cities; 2 model new rural communes ranked 4th in the province. The quality of communes recognized as meeting the standards of new rural areas, advanced new rural areas, and model new rural areas has been improved. Regarding the construction of advanced new rural districts, the district has achieved 5/9 criteria, 28/38 component indicators.
The district has 32 products recognized as 3-star OCOP products, in the top 5 of the province. The rate of people satisfied with the construction of new rural areas in standard communes is 99%. The total capital mobilized for new rural construction in 3 years reached 2,642,412 billion VND. Average income per capita increased from 46.5 million VND/person in 2020 to 66.85 million VND/person in 2023.
The district's annual target of reducing the rate of poor and near-poor households has always been achieved and exceeded the assigned plan. At the beginning of 2021, the district had 617 poor households, by the end of 2023, it had decreased to 471 households, accounting for 0.97%. The movement of planting flowers to replace weeds along the roads has been expanded, the whole district has 65km of flower roads, green trees...
The implementation of new rural construction has contributed to improving and enhancing the quality of life for the majority of rural people. The awareness of cadres, party members and people of all walks of life about the role of the subject in new rural construction is increasingly deepened, creating consensus and positive response from the people.

At the working session, the members of the monitoring delegation discussed and clarified the results that Yen Dinh district has achieved, and pointed out the shortcomings and limitations, analyzed the difficulties and obstacles. In particular, the monitoring delegation suggested that the district pay attention to implementing the criteria on clean water; promote the development of chain production and apply digital transformation to promote and consume agricultural products; review the criteria to evaluate the substance and have specific and practical solutions; strengthen the exploitation of resources and control of investment capital for new rural construction; improve the effectiveness of leadership, direction, and information and propaganda on new rural construction; pay attention to supporting communes and people to build more production models with high economic efficiency. At the same time, it is necessary to promptly commend and reward typical individuals and collectives with many contributions to new rural construction to create a spreading effect...

The district leaders analyzed, explained and clarified some of the contents raised by the delegation members, and at the same time hoped to continue receiving the attention and support of the province, departments, and branches in removing difficulties in implementing difficult criteria in building new rural areas in the district.
Based on the report of Yen Dinh district and the opinions of the members of the monitoring delegation, Standing Vice Chairman of the Provincial People's Council Le Tien Lam highly appreciated the results that Yen Dinh district has achieved in deploying and implementing the National Target Program on New Rural Construction, period 2021-2023. In particular, the district has promoted the tradition of solidarity and unity within the Party, promoted grassroots democracy and has always been a leading unit of the province in many aspects.
The Standing Vice Chairman of the Provincial People's Council suggested that in the coming time, the district continue to closely follow the goals, programs, plans, mobilize the entire political system and all the people to join hands in building the new rural areas. Propose key solutions to overcome difficulties and obstacles, and at the same time promote propaganda of good, creative ways and new models to create motivation and spread. Promote production, build product brands, especially OCOP products; mobilize and effectively use resources for building the new rural areas and review mechanisms and policies to apply to building the new rural areas appropriately and effectively.
Along with that, it is necessary to pay attention to environmental protection, creating clean and beautiful rural landscapes... so that the new rural construction program can be implemented in a practical and sustainable manner.
