Xuan Truong focuses on solutions to ensure traffic safety and order.

Xuan Truong District has a diverse traffic network including both roads and inland waterways; as an area with many important traffic hubs of the province, the task of ensuring traffic order and safety (ATGT) is always directed by the District People's Committee to functional units, organizations and communes and towns in the area to focus on implementing solutions to control and reduce traffic accidents (TNGT) on all three criteria: number of cases, number of deaths, number of injuries.

With the goal of curbing and reducing traffic accidents, the District People's Committee, the District Traffic Safety Committee, all levels, functional sectors and mass organizations have focused on implementing many synchronous and effective solutions to ensure traffic safety and order in the area. The work of propagating and educating the law on traffic safety and order has been coordinated by all levels, sectors, organizations and participating units with rich content, diverse and practical forms to raise awareness and sense of compliance with the law on traffic safety and order of traffic participants.

The district focuses on directing units and localities to effectively manage and protect road safety corridors according to Decision No. 32/2021/QD-UBND dated July 29, 2021 and Decision No. 39/2021/QD-UBND dated September 20, 2021 of the Provincial People's Committee. When building the site for auctioning new residential land use rights of localities; developing a plan to handle land granted without authority, changing land use purposes, the district has directed relevant agencies, communes and towns to check and compare relevant planning documents to determine land for roads, land for road safety corridors according to Decree 11/2010/ND-CP of the Government. Along with that, the district has requested investors to carry out procedures for approving locations, designs and connection plans, and granting construction permits for connection to routes for concentrated residential construction projects and non-state investment and business projects in the area. The restoration of order in traffic safety corridors, clearing encroachments on roadsides, sidewalks, pruning trees, and removing advertising signs that obstruct visibility has been resolutely implemented by the District People's Committee and the District Traffic Safety Committee and localities. In the Xuan Truong town area, in 2024, through peak clearance periods, the authorities collected 81 advertising signs; 172 ornamental plant pots and styrofoam boxes for growing vegetables; cut 30 steps up and down the sidewalk, 3 temporary shelters, 5 spontaneous planters... pruned 135 roadside trees, and cleared 3 ornamental pot production sites. Organized a commitment signing for 125 households requesting not to use, encroach on the sidewalk or violate traffic safety corridors on routes 489C, 489, 481 and inner-town roads...

In communes in the district, they have simultaneously launched a campaign to clear the road, sign commitments with households not to encroach on traffic safety corridors and sidewalks on the roads with the following acts: erecting advertising signs, making mobile roofs, leaving materials and supplies encroaching on the roadside, using the roadway and sidewalk for business and trading as spontaneous market places... The police in communes and towns have increased patrols and inspections to promptly detect, prevent and strictly handle cases of intentional re-encroachment of sidewalks and roads to gather and trade goods, setting up funeral and wedding tents encroaching on the roadway, positions where passenger cars and trucks stop and park illegally, potentially causing traffic safety risks. Focus on thoroughly handling long-term violations such as: Hanh Thien market area in Xuan Hong commune, Cat Tuong pagoda intersection in Tho Nghiep commune; Hai Vinh Garment Company gate area - Tra Lu commune...; Organize a commitment signing with households along traffic routes about not encroaching on traffic safety corridors and protecting road traffic infrastructure.

The District People's Committee has directed the Economic, Infrastructure and Urban Affairs Department to paint speed bumps at all connection points from branch roads to national highways, provincial roads and district roads with a total of nearly 180 locations, covering an area of ​​over 569 square meters; adding 5 signs; 100 meters of corrugated iron guardrails to ensure traffic safety on roads in the district. Communes and towns in the area have invested in painting 698 square meters of speed bumps; adding 27 signs on commune main roads.

Regarding inland waterways, the District People's Committee has received inland waterway port management records from the Department of Transport; Organized the announcement of inland waterway port operations in the district according to decentralization. In the district, there are 28 licensed inland waterway ports (16 inland waterway ports are still in operation, 12 inland waterway ports have expired) and 9 licensed cross-river passenger ports (7 cross-river ports have valid operating licenses; 1 cross-river port (port number 6) has not been granted an extension of its inland waterway port operation license due to problems with land procedures, 1 port (Lieu Dong - Kem port) has stopped operating. The District People's Committee assigned the District Economic, Infrastructure and Urban Department to coordinate with the People's Committees of communes and towns to review and compile statistics on the operating conditions of inland waterway ports in the area, synthesize reports to the District People's Committee for direction and resolution. Resolutely suspend operations of ports without operating licenses or expired licenses.

The district seriously and effectively implemented synchronous solutions to ensure traffic safety for students according to Directive No. 31/CT-TTg dated December 21, 2023 of the Prime Minister such as: Promoting propaganda and dissemination of legal knowledge on traffic safety order, traffic accident prevention for students at educational institutions, organizing 21 thematic talks at schools and 2 "We with traffic safety" contests; Organizing the signing of commitments with 31,965 students to strictly comply with traffic safety regulations when participating in traffic and parents not to let their children drive vehicles when they are not qualified; building and maintaining the operation of 41 traffic safety school gate models; establishing special working groups to organize patrols, round up and handle violations of traffic safety order in the evenings, making records to handle 116 cases of student violations, 235 cases of vehicle handover...; Mobilize forces to organize traffic flow and set up checkpoints to regulate traffic at the beginning and end of school hours at school gates...

Promoting the results and experiences gained in ensuring traffic safety and order in recent times, the authorities at all levels and functional branches of the district continue to propose and implement effective solutions to improve the quality of ensuring traffic safety and order and curb traffic accidents in the area.
