Fine of over 140 million VND after concrete floor collapse incident at cultural center

Quang Binh Department of Construction Inspectorate fined two units and individuals more than 140 million VND related to the concrete floor collapse incident at the Tuyen Hoa District Cultural Center, October 15.

The Management Board of Investment, Construction and Land Fund Development Project of Tuyen Hoa district was fined 50 million VND for lack of inspection and management leading to unsafe construction works. The direct contractor, Quang Truong Consulting and Construction Company Limited, was fined 75 million VND for construction methods not suitable to the scale and nature of the work, leading to the incident.

The project's chief supervisor, Mr. Vo Trong Hoa, from the Project Management Board for Investment, Construction and Land Development of Tuyen Hoa District, was fined 17.5 million VND for not supervising the construction according to regulations.

Mr. Pham Quoc Anh, Deputy Director of the Department of Construction of Quang Binh province, said that the third floor concrete floor collapsed because the formwork and scaffolding system did not meet quality standards. "Many columns were welded together head-on, and some columns were jacked too high, not ensuring a rigid connection between the jack and the column. When bearing a large load, some columns became unstable, leading to a loss of load-bearing capacity and causing the entire formwork and column system to collapse," Mr. Anh said.

At around 11am on September 17, more than 30 workers had just finished pouring concrete on the roof of the third floor of the Tuyen Hoa District Cultural Center when the scaffolding began to shake. Feeling unsafe, the group of workers who were cleaning up the machinery to prepare for a lunch break immediately shouted and escaped outside. A moment later, the entire concrete floor in front of the lobby of the building collapsed, the steel pile system supporting the floor and the scaffolding broke and bent. Two workers suffered minor injuries.

The Tuyen Hoa District Cultural Center was started in December 2022 with a total cost of 50 billion VND from the central budget, with the People's Committee of Tuyen Hoa District as the investor. According to the design, the project is 3 stories high, with a construction area of ​​over 1,500 m2, including a 400-seat auditorium, functional rooms and auxiliary items. The construction unit is a joint venture of Quang Truong Construction Company Limited and Duc Thang Construction Company Limited.
