According to Lieutenant Colonel Tran Van Cong, Deputy Head of Traffic Police Team No. 4, Giai Phong Street is one of the main routes in Hanoi with an especially high traffic density at any time of the day, from peak to low season, it is always crowded with people and vehicles. In particular, in the area in front of Bach Mai Hospital, because people come here every day for medical examination and treatment, there is a situation where many vehicles stop and park in front of the hospital gate, causing traffic congestion and the risk of traffic accidents. Traffic density on Giai Phong Street is always very high. Traffic Police Team No. 4 assessed this as one of the hot spots in the area, so the unit has specific plans, closely following the traffic situation every hour and every day on the route to deploy patrols and handle violations. "Currently, the functional sectors have put up signs prohibiting vehicles from parking and installing surveillance cameras to issue fines in this area. Therefore, drivers need to strictly comply with traffic safety laws to avoid being fined and also to ensure safety for themselves and other road users," Lieutenant Colonel Cong advised. In the photo are some vehicles violating parking regulations recorded by CAND Newspaper reporters on March 17. Violations were quickly penalized by the traffic police team. Officers of Traffic Police Team No. 4 have propagated and explained to vehicle owners that stopping and parking vehicles in violation of regulations causes traffic disorder and safety, potentially causing traffic jams and accidents in Hanoi. Along with mobile patrol teams in the area, the traffic police force also closely monitors traffic in the area through a 24/7 "magic eye system". Violations will be recorded for offline punishment. Lieutenant Colonel Tran Van Cong also informed that currently, there are some drivers who know that the area has a camera system to monitor and fine them, so they always try to avoid it with many clever tricks such as "using leaves, paper, mud, cement, tape... or intentionally damaging part of the license plate". This is an act that shows a lack of awareness and traffic culture. During patrols, the traffic police will carefully check any suspicious cases and handle them strictly. According to Decree 168/2024 of the Government regulating administrative penalties for violations of road traffic order and safety, the act of covering a car's license plate will be fined from 20 to 26 million VND, and the violator will have 6 points deducted from his/her driving license. Compared to Decree 100/2019, this fine has increased 25 times (the previous fine was from 800 thousand to 1 million VND). A taxi driver was fined by the traffic police.
