In the 2024-2025 school year, the Department of Education and Training of Bac Lieu province directed that the collection of tuition fees of schools must comply with the Resolution of the Provincial People's Council issued at the thematic meeting in August 2024, stipulating tuition fees for public preschools and general education institutions in the province.
At the same time, this agency also directed to avoid overcharging in public educational institutions. For funds other than tuition fees, heads of units must direct the collection, disbursement, management and use in accordance with regulations.
The Department of Education and Training of Bac Lieu province has made adjustments, schools are not allowed to force students to buy/make uniforms against regulations in any form. At the same time, with the revenue to purchase and directly serve students' study and living, educational institutions need to agree on policies and models with parents so that parents can choose and decide on appropriate forms of purchase.
Meanwhile, the Department of Education and Training of Ho Chi Minh City also issued a document with specific instructions on fees collected at the beginning of the 2024-2025 school year to avoid overcharging. In particular, the department requires schools not to change names or create any content outside the list of fees specified in the document.
Regarding fees other than tuition fees, the Ho Chi Minh City Department of Education and Training emphasized that the collection rates stipulated in Resolution No. 13/2024/NQ-HDND are the maximum collection rates. Based on the actual situation of the educational institution and the needs of the students, the school needs to agree with the parents on the specific collection rate. This collection rate must not exceed the collection rate in Resolution 13 and must not be 15% higher than the collection rate implemented in the 2023-2024 school year.
At the same time, in the 2024-2025 school year, Ho Chi Minh City will reduce tuition fees for students of all levels and exempt tuition fees for 5-year-old children.
Ho Chi Minh City also strictly prohibits the use of the name of the parent-teacher association to collect fees outside of regulations. The Ho Chi Minh City Department of Education and Training requires that all fees must be fully and publicly announced in writing to parents, students, and pupils. Fees collected by the parent-teacher association must strictly comply with Circular 55 of the Ministry of Education and Training.
In Quang Tri , the Provincial People's Committee also issued a document directing the Department of Education and Training and the People's Committees of districts, towns and cities on the implementation of collections in educational institutions for the 2024-2025 school year.
The Provincial People's Committee requested educational institutions in the province to strictly implement Resolution No. 58/2024/NQ-HDND of the Provincial People's Council stipulating tuition fees for public educational institutions that have not yet ensured regular expenditures and classifying regions to apply tuition fees in Quang Tri province from the 2024-2025 school year.
The province also requires localities and units to strengthen collection management and end overcharging in all forms at educational institutions.
Meanwhile, in preparation for the new school year 2024 - 2025, in order to strengthen the management of revenue and expenditure, the Hanoi Department of Education and Training informed that for the operating expenses of the parent-teacher association, schools shall comply with the provisions of Circular No. 55/2011/TT-BGDDT dated November 22, 2011 of the Ministry of Education and Training promulgating the charter of the parent-teacher association.
In addition to the revenues directly serving the activities of the parent-teacher association, the Department of Education and Training clearly notes that there are 7 amounts of money that schools or parent-teacher associations of schools are not allowed to collect from parents.

The collection and expenditure of funds by the parents' representative committee must ensure the principles of transparency and democracy. After spending, the financial settlement must be publicly reported at the class-wide parent-teacher meetings and the school-wide parent-teacher meetings; there is no regulation on the average level of financial support for parents.
