In the latest document issued by the Ministry of Education and Training guiding the implementation of quality management tasks for the 2024-2025 school year, for the 2025 high school graduation exam, the Ministry requires strengthening management functions, attaching the responsibility of directing and managing the organization of the exam to the Provincial People's Committee and the Department of Education and Training in directing the organization of the exam at the local level.

Departments of Education and Training need to develop and organize the serious and timely implementation of regulations and requirements in the directive documents guiding the organization of exams at grassroots levels; organize comments on draft legal documents, regulations on high school graduation exams from 2025, documents guiding the organization of exams and proactively assess the impact at the local level.

In particular, the Ministry of Education and Training requires the Departments of Education and Training to continue training teachers to develop exam questions and contribute exam questions/test papers to the exam question library in an open manner to serve the organization of the high school graduation exam from 2025.

In order to equip teachers with the ability to create questions, according to Prof. Dr. Huynh Van Chuong - Director of the Department of Quality Management of the Ministry of Education and Training, the Ministry has been training teachers nationwide; at the same time, it supports the work of creating test questions and regular and periodic assessments in schools.

Regarding changes in the way high school graduation exams are built from 2025, Mr. Chuong said: According to the announced exam format structure, there are some changes in multiple-choice exams such as: Adding 2 new multiple-choice answer formats in addition to the multiple-choice question format for 4 answers with 1 correct answer; the scoring method has some changes in the new multiple-choice question format. These changes help to better classify students and reduce the probability of guessing when taking the test. This contributes to a more accurate assessment of the ability of candidates and differentiates exam scores.

The high school graduation exam from 2025 is designed to assess capacity, ensuring inheritance from the 2006 General Education Program, while also ensuring the roadmap for implementing the 2018 General Education Program, taking into account that students only study the new program for 3 years of high school, not completing the full 12 years according to the 2018 General Education Program. At the same time, the exam closely follows the program and avoids using materials in textbooks.

This is to overcome the situation where students only memorize lessons or memorize available materials mechanically; at the same time, it ensures fairness when students study different textbooks. The exam is classified according to levels, meeting the exam requirements with many goals. In particular, students are required to apply the knowledge and skills they have learned to real life, in the provided context.

In order to facilitate students and teachers in teaching, learning, and reviewing for the high school graduation exam, the Ministry of Education and Training has implemented many synchronous solutions. Accordingly, the structure and format of the exam questions were announced by the Ministry of Education and Training from March 2024, helping students and teachers have the entire 12th grade school year (2024-2025 school year) to review and approach the new exam structure and format. In the coming time, we will focus on building, piloting widely, and publishing reference exam questions that can be used stably for many years.

On the eve of the 2024-2025 school year, for secondary schools, the Ministry of Education and Training noted that when creating test questions, it is necessary to closely follow the structure and format to evaluate students. The teaching and learning process and test design must comply with and implement the correct procedures, from determining the correct purpose of the questions, choosing the appropriate context for students to apply the knowledge they have learned when dealing with practical situations in life. The Ministry emphasized that it will soon announce sample test questions so that localities, teachers and students can prepare well for the exam review.

Recently, the Ministry of Education and Training has proactively organized training for about 2,500 teachers of subjects in 63 provinces/cities on test question development. Up to now, the Ministry has received questions developed by teachers from 63 Departments of Education and Training and urgently implemented the next steps, inviting experts and teachers to evaluate the quality of all these questions. From there, it can help create an open test library and be widely tested in localities to select good questions to put into the test question bank (standardized according to the testing process).
