More clearly differentiated exam questions, only registering for elective subjects already studied in 12th grade, detailed regulations on exemption from foreign language exams... these are some of the things candidates need to pay attention to in the high school graduation exam from 2025 onwards.


Following the Ministry of Education and Training's issuance of the Regulations on the High School Graduation Examination, Professor Huynh Van Chuong, Director of the Quality Management Department, spoke with a reporter from Thanh Nien newspaper about the new points and things to note when preparing for the 2025 exam.

TWO SETS OF EXAM QUESTIONS

Sir, one of the issues that candidates are most concerned about is how the high school graduation exam questions will change from next year, and what should candidates keep in mind regarding this new question format during their preparation?

Professor Huynh Van Chuong: The 2025 high school graduation exam will be the first year the exam is organized according to the 2018 General Education Program, with the difference being that it focuses on assessing students' abilities rather than knowledge and skills like previous exams.

Therefore, the exam not only tests knowledge but also focuses more on assessing the ability to apply knowledge to practice. Accordingly, many questions will be constructed from real-life situations in science and society, helping candidates see the connection between learned knowledge and the world around them.

The results of the high school graduation exam are used for various purposes, including certifying high school graduation, evaluating the teaching and learning process, and allowing higher education and vocational education institutions to use them for admissions in a spirit of autonomy. Therefore, the exam questions will be designed to clearly differentiate between groups of candidates.

Specifically, the changes involve a more structured format to better suit the assessment of learners' abilities. The new structure also contributes to increasing the differentiation of the exam, especially the new true/false and short-answer formats.

The 2025 exam will have a question distribution of 4/3/3 across different levels of thinking: knowledge, understanding, and application. It can be seen that with approximately 70% of the questions focusing on knowledge and understanding, the focus will lean towards the graduation objective, while the approximately 30% focusing on understanding and application will effectively differentiate candidates for university admissions.

A notable new feature is that the literature exam may utilize materials outside of the textbook. This helps assess students' reading comprehension and understanding of texts in real-life situations, preventing rote learning and memorization. The materials could include passages, poems, or situations related to current events and social life.

Given that the exam format has changed according to the new curriculum, how will the Ministry of Education and Training address the situation of students who studied under the old curriculum and wish to participate in next year's high school graduation exam to ensure their rights are protected?

The regulations for the high school graduation exam from 2025 onwards include a specific provision outlining the transitional period for this issue. Specifically, in 2025, the Ministry of Education and Training will develop two sets of exam questions (one set based on the 2006 General Education Program and one set based on the 2018 General Education Program).

Candidates who studied under the 2006 General Education Program and earlier, and have not yet graduated, will be allowed to take the exam with questions based on the 2006 Program (similar to the exam questions in 2024 and previous years).

Candidates who studied under the 2006 curriculum, have graduated from high school, but wish to take the 2025 exam for university and college admissions can choose to take the exam using either the 2006 curriculum or the 2018 curriculum. The organization of the exam for candidates using the 2006 curriculum will remain stable as in 2024.

C. ONLY REGISTER FOR ELECTIVE SUBJECTS THAT ARE STUDIED IN GRADE 12.

Do you have any notes for the candidates regarding the new aspects of the exam that directly relate to their responsibilities and rights?

The regulations regarding the responsibilities and rights of candidates remain largely unchanged from previous regulations, especially for the years 2023 and 2024. With the new regulations, candidates should also note a few points. Specifically, when taking the elective exam, candidates must be present at the examination site from the beginning of the session and may only leave the site when the elective exam time has ended (after both elective subjects have finished). Previously, candidates taking only the second elective subject could arrive 15 minutes before the start of the second subject. However, from 2025 onwards, candidates must arrive at the beginning of the session.

Candidates studying under the 2018 General Education Program can only register for exam subjects from those studied in grade 12. Candidates with foreign language certificates that meet the requirements can still use them for exam exemption, but they will not be converted into 10 points in the graduation assessment as before. Candidates who are eligible for exemption from the foreign language exam but still wish to take it must use the exam results to calculate their high school graduation score.

In addition, candidates will no longer receive bonus points for vocational skills as before. Foreign candidates who studied at high schools in Vietnam are allowed to use their Vietnamese language certificate to be exempt from the Literature exam in the graduation recognition process...

Candidates are allowed to choose two subjects for the elective exam. So, how should the organization and arrangement of examination rooms be carried out to avoid confusion and problems for the candidates, sir?

Due to the increased number of subjects in the exam compared to before, and the fact that candidates are allowed to choose two subjects for the elective exam, the arrangement of examination rooms will be more complex, and the invigilation process will have several new aspects.

During the process of developing the examination regulations, the Ministry of Education and Training organized many experimental rounds to optimize procedures such as opening and distributing exam papers, collecting answer sheets, as well as testing the system for arranging examination rooms.

These complex difficulties will only be at the management level and within the education sector. For candidates, however, all procedures will be implemented to ensure convenience and ease compared to previous years. For example, before 2024, candidates might have to change examination rooms after each exam session, which caused difficulties and inconvenience for them in keeping track of the schedule. However, from 2025 onwards, candidates will only take the exam in one fixed examination room throughout all exam sessions.

The Ministry of Education and Training will develop two sets of exam questions (one set based on the 2006 General Education Program and one set based on the 2018 General Education Program) for the 2025 high school graduation exam.

One of the new aspects of the exam that the Ministry of Education and Training has emphasized is the transportation of exam papers. Could you share more about this new method?

In 2025, for the first time in the high school graduation exam, there will be an additional method of transporting exam papers from the exam paper drafting committee's location to the printing and copying points in all 63 provinces and cities via an encrypted and secure transmission system of the Government Cipher Committee.

This is a significant step forward in applying technology to key stages of the exam organization process. This new method of transporting exam papers allows for faster and more timely delivery of original papers, reducing the time and personnel required for traditional methods. It is also an important, early preparation step in implementing the exam plan according to the announced roadmap for transitioning from paper-based to computer-based testing.

All candidates can register for the exam online.

From 2025, all candidates will be able to register for the exam online (including independent candidates who previously registered in person). In the future, the Ministry of Education and Training will coordinate with relevant units to continue integrating and linking the database system to minimize the number of documents candidates have to submit, especially supporting documents for preferential policies.
