Over the past two months, Mr. NTH, an expert of Dong Da District Party Committee (Hanoi) has received additional income for officials and civil servants working in the capital.
After more than 10 years of working, he has reached a coefficient of 3.33. According to the special mechanism of the Capital Law 2024, effective from January 1, he receives more than 3 million VND per month.
According to Mr. H., thanks to the Capital Law, his income as well as that of many other civil servants has improved significantly, helping to cover daily expenses.
Similar to Mr. H., Ms. NMT, a civil servant in Thanh Tri district, is also eligible for an additional income adjustment . She was overjoyed to receive a salary increase.
With an increase of 3.8 million VND/month, Ms. T's income has reached 14 million VND. This is a milestone that she has strived for many years to achieve.

Civil servants and public employees in Hanoi are being subject to an outstanding policy under the Capital Law 2024. Accordingly, cadres, civil servants and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations and public service units whose regular expenditures are fully guaranteed by the state budget under Hanoi's management are entitled to additional income based on their capacity and work efficiency.
Clause 1, Article 35 stipulates that the Hanoi People's Council decides to use the remaining salary reform fund after ensuring sufficient funds to implement salary reform for the entire period of budget stabilization according to regulations of competent authorities and ensuring social policies, social security , and social welfare issued by the Central Government to implement additional income expenditure for cadres, civil servants, and public employees according to the above regulations.
Total expenditure does not exceed 0.8 times the basic salary fund (basic salary = salary coefficient x 2.34 million VND) of cadres, civil servants and public employees under the management of Hanoi City.
The total amount of this additional income expenditure shall not exceed 0.8 times the basic salary fund of cadres, civil servants and public employees under the management of Hanoi City.
Previously, the Hanoi People's Committee issued Document No. 4405/UBND-SNV on organizing the implementation of the Resolution on additional income payments for cadres, civil servants and public employees.
The City People's Council issued Resolution No. 46/2024/NQ-HDND regulating the payment of additional income for cadres, civil servants, and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units whose regular expenditures are fully guaranteed by the state budget under the management of Hanoi.
In fact, the staff, civil servants and public employees at the city's agencies and units are performing a huge amount of public duties and tasks.
According to the report of the City People's Committee, counting only the current number of civil servants, on average each civil servant in Hanoi is serving 684 people, 2.7 times higher than the national average (on average, one civil servant serves 246 people.
According to the aggregated data reported by agencies and units eligible for benefits under the provisions of the Capital Law 2024 (including public service units without revenue sources), by July 1, 2024, the city has 40,060 employees.
