Lieutenant Colonel Nguyen Thanh Tin, Deputy Chief of Hai Ba Trung District Police, confirmed that there was an incident causing disorder and is verifying and clarifying the cause of the incident.
According to him, through verification, this matter is very complicated so the police must investigate and handle it thoroughly to avoid disorder and insecurity in the area.
Meanwhile, the leader of Bach Khoa Ward Police (Hai Ba Trung District) said that the unit had invited the parties to work and requested that they comply with the provisions of the law and not cause disorder. During the work, the person who lent Ms. H. money had not yet presented specific documents.
According to local residents, from November 2-9, in front of house number 42, lane 30 Ta Quang Buu (Bach Khoa ward), a group of about 3-4 people appeared, including a woman claiming to be a creditor carrying a banner and holding a loudspeaker, demanding that Ms. Tran Thi Hong H. (born in 1947) pay 31 billion VND that Ms. H. was said to have borrowed before.
They hung banners and set up chairs in front of the house, calling out the names of Ms. H. and Mr. Ho Van K. (born in 1946, Ms. H.'s husband) and mentioning the debts she had borrowed. This group of people, sometimes demanding that Ms. H. pay both the principal and interest of 31 billion VND, sometimes saying 60 billion VND, made the alley noisy and noisy, making the people in the area extremely indignant.
Mr. BMS (born in 1946, Mr. K.'s neighbor) said that about 10 days ago, a woman and a few people brought banners and chairs to sit in front of Ms. H.'s house to collect debt, causing disorder in the alley.
When the neighbors reminded them, these people said they would "operate" during office hours. Mr. K. said that once when he went down to ask these people how much money they owed Ms. H. and if they had any documents, they gave a figure of tens of billions of dong and did not provide any documents.
Ms. NTV (next to Mr. K's house) also said that in addition to about 3-4 people coming to ask Ms. H. to pay the debt, there were also 1-2 people calling Ms. H.'s name to threaten her.
Mr. Ho Viet A. (Mrs. H.'s son) shared: "I don't know how my mother borrowed money from these people, but when I asked about the loans, they did not provide any documents or evidence, but just "mentally terrorized" my family."
According to Mr. Ho Viet A, due to being "mentally terrorized", his parents had to be hospitalized for emergency treatment. "I asked why they were demanding the debt, and my mother said: "I had a debt before, but since 2019, I have paid it all off, it has nothing to do with me anymore, but I don't understand why they are still demanding and threatening me. That's why I wrote a petition to the authorities to clarify the matter, to end this matter and to avoid disturbing my parents and the people around me."
Mr. Ho Viet A. also shared: “My private house in Dong Nhan ward (Hai Ba Trung district) also had dirty substances poured on the door by strangers, causing panic for the whole family. I hope the authorities will soon investigate and clarify. If my mother has borrowed money, the lender needs to provide complete documents.”
Mr. LVS, Head of Residential Group 11 (Bach Khoa Ward) said: "When I had not yet reported to the police and Mrs. H. and her husband had not yet been hospitalized for emergency treatment, there was always a group of people carrying loudspeakers to house number 42 to collect debt, causing noise, disturbing security and order in the area, giving the residents here a headache.
But since reporting to the police (more than a week ago - PV), this area has been stabilized, there is no longer any disorder or insecurity."
According to the Head of Neighborhood Group 11, the neighborhood knew nothing about the personal debt. "When the group of debt collectors worked with the police, which I witnessed, they could not produce any documents," said the Head of Neighborhood Group 11.
