Case of 120 students not yet granted degrees: Department of Labor, Invalids and Social Affairs proposed to grant

On June 20, Mr. Nguyen Qui Quy - Deputy Director of the Department of Labor, War Invalids and Social Affairs (LĐ-TBXH) of Quang Nam - said that the unit has sent a document to Quang Nam Medical College to resolve the request for graduation recognition for the school's students.

According to the leader of the Department of Labor, Invalids and Social Affairs of Quang Nam, Circular No. 10/2017/TT-BLDTBXH dated March 13, 2017 of the Minister of Labor, Invalids and Social Affairs stipulates: The Principal is responsible for organizing the awarding of graduation certificates to students who are eligible for graduation certificates within 30 working days from the date the student finishes the final graduation exam or defends the graduation thesis (for training organizations based on the year system) or finishes the last subject or module in the training program (for training organizations based on the module or credit accumulation method).

While waiting for a diploma, students who are eligible for a diploma will be granted a temporary graduation certificate by the Principal.

In cases where the competent authority has not appointed a Principal or Vice Principal, the person assigned to be in charge of the school with the authority to issue graduation certificates shall be the person to sign and issue graduation certificates.

Based on the regulations of the Ministry of Labor, Invalids and Social Affairs, the Department of Labor, Invalids and Social Affairs of Quang Nam province requests that Quang Nam Medical College urgently review, report and ask for the opinion of the Provincial People's Committee to consider assigning the school in charge of the authority to grant graduation certificates to a Vice Principal to sign and issue graduation certificates and temporary graduation certificates for students who are eligible to be granted graduation certificates at the school (during the time the school does not have a Principal).

"Based on the Law on Vocational Education, the above regulations; regulations of the Ministry of Labor, Invalids and Social Affairs on organizing training at intermediate and college levels; training regulations, testing, examination and graduation recognition regulations of the school and other relevant regulations to carry out the graduation recognition for learners in accordance with regulations", the document signed by Mr. Nguyen Qui Quy - Deputy Director of the Department of Labor, Invalids and Social Affairs of Quang Nam - clearly stated.

As reported by Dan Tri , on June 18, the People's Committee of Quang Nam province issued an official dispatch requesting the Department of Labor, Invalids and Social Affairs to guide Quang Nam Medical College in issuing temporary graduation certificates to students.

Quang Nam Provincial People's Committee assigned the Department of Labor, Invalids and Social Affairs to promptly guide Quang Nam Medical College in issuing temporary graduation certificates to graduates based on current regulations.

Quang Nam Provincial People's Committee also directed the Department of Home Affairs to proactively exchange information and coordinate with the Provincial Party Committee's Organizing Committee to promptly advise and seek opinions from the Provincial Party Committee's Standing Committee on assigning the Acting Principal of Quang Nam Medical College, as a basis for the school to sign and issue graduation certificates in accordance with regulations.
