VPUB - Working delegation of the French Development Agency (AFD) worked with Dien Bien province

Dienbien.gov.vn - On the morning of March 19, the delegation of the French Development Agency in Vietnam (AFD) led by Mr. Hervé Conan - Director of AFD in Vietnam had a working session with Dien Bien province to summarize the workshop, prerequisites and special commitments associated with the project funding for Integrated Water Resources Management to serve people's livelihood, climate change adaptation and socio-economic development, Tuan Giao district; project progress, the province's decision on the implementation deadline of the Nam Rom River Basin Multi-Disaster Management project to protect people's livelihood, climate change adaptation and socio-economic development, Dien Bien province; the status of the Nam Po River Basin Multi-Disaster Management project dossier. Receiving and working with the delegation were comrade Le Thanh Do - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and representatives of relevant departments, branches and localities.

The project on Integrated Water Resources Management to serve people's livelihoods, adapt to climate change and develop socio-economy in Tuan Giao district, funded by AFD, has a total investment of 53.321 million Euros. Including 2 items, item 1: Construction of Sai Luong reservoir in Muong Mun commune, Tuan Giao district with a capacity of about 5 million ^m3 ; item 2: Construction of water pipeline and auxiliary works system on the pipeline with a total length of about 120km. At the time of reporting, Tuan Giao district People's Committee has assigned the investor to the Project Management and Land Fund Development Board to implement, prepare a report proposing the investment policy of the Project, expected to sign the ODA loan agreement in May-June 2025; Prepare and appraise, approve the design documents for construction drawings and estimates in early 2026.

Regarding this Project, the Chairman of the Provincial People's Committee highly appreciated the working results of the consultants in the past time, and agreed on a number of contents and implementation steps from now until the end of 2025 and the following years. The Provincial People's Committee directed the People's Committee of Tuan Giao district to continue completing the project's feasibility study report to submit to the AFD Credit Committee for approval in April 2025, complete the procedures for reporting to the AFD Board of Directors for funding in June 2025 and start the project in early 2026. In addition, during the construction and operation management of dam safety and pipeline system safety, the province hopes that AFD will implement the issue as committed by the experts.

Regarding the technical and institutional support measures component, AFD will support the Department of Agriculture and Environment in establishing and implementing a number of carbon credit mechanisms; water-saving irrigation and developing pilot agricultural cultivation models to improve efficiency, quality and prevent soil erosion... Support the Management Board in implementing the project, especially on socio-environmental issues, such as biodiversity conservation, replanting forest areas lost due to the project...

Project Management Board of Agricultural and Rural Development works reports on the implementation status of the Nam Rom River Basin Multi-Disaster Management project

The Nam Rom River Basin Multi-Disaster Management Project aims to protect people's lives, adapt to climate change and develop the socio-economy of Dien Bien province, funded by AFD. Up to now, contractors have implemented construction of 07/07 construction packages, the construction volume has reached 40%, the project strives to be completed in 2025. Currently, the project's reserve has a surplus of 104,982 million VND. To make the most of the capital and promote the effectiveness of the project, Chairman of the Provincial People's Committee Le Thanh Do proposed to invest in the construction of an additional embankment to prevent landslides on the Nam Rom River from Nam Thanh Bridge to Ban Phu with a total embankment length of about 1.0km on both banks of the river in the Nam Rom River Basin Multi-Disaster Management Project. To reduce damage caused by natural disasters, ensure stability of stream banks, stabilize the lives of people living along the banks, stabilize the flow and create landscape in the area.

Agreeing with the province's proposal, Mr. Hervé Conan - Director of AFD will reallocate the surplus capital and continue to use this capital to supplement the Project's items.

The Nam Po River Basin Multi-Disaster Management Project aims to protect people's lives, adapt to climate change and develop the socio-economy of Nam Po district, funded by AFD, with a total investment of 54.515 million Euros, and an expected implementation period of 4 years (2027-2030).

Regarding this project, Mr. Hervé Conan - Director of AFD said: The contents of the Project are consistent with the tasks implemented by AFD, so he hopes that Dien Bien province will soon complete the project proposal of Nam Po district and send it to AFD for synthesis to include in AFD's working program in Dien Bien in April 2025. At the same time, he hopes that the province will soon take the necessary steps so that the Project can be launched soon./.
