Madam, what are Vinh Phuc province's expectations when participating in the 4th World Conference of Overseas Vietnamese (WCOV) and the Forum of Overseas Vietnamese Intellectuals and Experts?

The 4th World Conference on Overseas Vietnamese in 2024 is held on the occasion of the 20th anniversary of the implementation of Resolution No. 36-NQ/TW dated March 26, 2004 of the Politburo on Overseas Vietnamese Affairs. The theme "Overseas Vietnamese join hands to realize the aspiration to develop the country" clearly shows the purpose and desire of the Conference.

Attending the conference, as a representative of Vinh Phuc province, I hope to hear the orientations and policies of the Party and State on overseas Vietnamese affairs in the coming time. The conference is also an opportunity for Vinh Phuc province and localities to grasp the situation, thoughts and aspirations of overseas Vietnamese in general and overseas Vietnamese in Vinh Phuc province in particular. At the same time, listen to the sharing and advice of overseas Vietnamese for the construction and development of the country in the new situation.

In addition, the conference is an opportunity for us to connect Vietnamese businessmen and intellectuals abroad to promote overseas Vietnamese investment in Vinh Phuc province, thereby advising the Provincial Party Committee and People's Committee of Vinh Phuc province to better implement the work of overseas Vietnamese in the coming time.

How is the locality implementing the work of attracting overseas Vietnamese resources, madam?

Implementing Resolution No. 36-NQ/TW of the 9th Politburo on work with overseas Vietnamese in the 2016-2020 period, especially Conclusion No. 12-KL/TW dated August 12, 2021 of the Politburo on work with overseas Vietnamese in the new situation, Vinh Phuc province has directed the development and promulgation of a plan for implementation in the locality; directed the organization of good information and propaganda work on the Party and State's policies and guidelines for the overseas Vietnamese community; mobilized, guided and supported overseas Vietnamese and their relatives in working, investing, doing business, living and studying in the province.

Vinh Phuc province regularly maintains close contact with Vietnamese Associations and Vinh Phuc Associations abroad, strengthens information exchange, and encourages overseas Vietnamese in Vinh Phuc to return to their homeland, especially in countries with a large population of Vinh Phuc people such as the Czech Republic, Russia, Germany, France, Australia, etc.

Currently, the total number of Vinh Phuc people abroad is 12,015 people, of which 1,582 people are settled, 7,561 people are exported to work, 1,683 people are studying abroad, 46 people are experts, 509 people are doing business and 634 people have other purposes. The main purpose of going abroad of Vinh Phuc people is exporting to work, 7,561 people (accounting for 63%).

Thanks to the good work of mobilizing overseas Vietnamese, in recent years, many overseas Vietnamese businesses and businessmen have returned to invest and join hands to build their homeland. These include projects of some overseas Vietnamese in Russia, Germany, and the Czech Republic such as: Soiva Vietnam Co., Ltd. investing in the construction of Soiva - Plaza Trade Center; Viet Duc Steel Joint Stock Company - one of the largest iron and steel manufacturing enterprises in the country invested by overseas Vietnamese in Germany; Cosmos Technology Co., Ltd. headquartered in Khai Quang Industrial Park, Song Hong Thu Do Trading Joint Stock Company specializing in eco-tourism, restaurants, hotels, real estate; Sao Mai Joint Stock Company investing in preschool education invested by overseas Vietnamese from Russia... In recent years, businesses have not only produced and done business effectively, creating jobs for thousands of local workers, contributing to the economic development of the province, but also participated in many charitable and humanitarian activities to help people in difficulty in the province.

In addition, every two years, Vinh Phuc province organizes the "Spring of Vinh Phuc homeland" meeting for overseas Vietnamese from all over the world to return to their homeland to celebrate the traditional New Year, thereby strengthening national solidarity, patriotism, love for the homeland, and the bond between Vinh Phuc people and overseas Vietnamese from other countries around the world. Through this program, overseas Vietnamese and overseas Vietnamese who have returned home have presented many gifts to poor households in the province. In particular, during the recent Covid-19 pandemic, the Vinh Phuc community abroad has participated in supporting the province's epidemic prevention work.
