The Department of Agriculture and Environment of Vinh Phuc has just informed the results of implementing the Law on Animal Husbandry and proposed amending and supplementing regulations on livestock density.
According to the Department of Agriculture and Environment of Vinh Phuc: Implementing the Law on Animal Husbandry, in recent years, the locality has achieved many positive results. The People's Council of Vinh Phuc province issued Resolution No. 14/2022/NQ-HDND dated December 12, 2022, stipulating areas where livestock farming is not allowed and policies to support the relocation of livestock farms out of areas where livestock farming is not allowed.
Thereby, the agencies ensure the end of livestock farming in 148 areas where livestock farming is not allowed in the province before January 1, 2025. Besides the achieved results, the implementation of the Law on Livestock in Vinh Phuc province still faces some difficulties.
Regarding livestock declaration, the scale of livestock is mainly small and household; livestock owners do not have the habit of declaring livestock and do not participate in the declaration. In addition, there is currently no software to synthesize livestock data, so manual synthesis methods must be used, which is time-consuming, confusing and difficult to monitor.
Regarding the regulation on livestock density, based on the number of livestock and agricultural land area, the livestock density of Vinh Phuc province is higher than the regulation by 0.87 livestock units/ha. In case of issuing a Decision regulating livestock density in Vinh Phuc province, reducing livestock will directly affect the economic development of livestock farmers.
Specifically, according to the provisions of the Law on Livestock, Vinh Phuc belongs to the Red River Delta region with the livestock density specified in Appendix VI issued with Decree 13/2020/ND-CP dated January 21, 2020 of the Government, by 2018 it is 1.84 livestock units/ha of agricultural land and by 2030 it is 1.8 livestock units/ha of agricultural land.
Based on the number of livestock and agricultural land area, the livestock density of Vinh Phuc province is 2.71 livestock units/ha, much higher than the regulation and leading to difficulties in developing the Decision of Vinh Phuc Provincial People's Committee on regulating livestock density in the area.
Therefore, the Department of Agriculture and Environment of Vinh Phuc province has sent a document requesting the Department of Animal Husbandry (now the Department of Animal Husbandry and Veterinary Medicine) to consider and propose the Ministry to submit to the Government to amend and supplement the regulations on livestock density in the Red River Delta to suit the livestock farming reality in the localities.
According to the Livestock Development Project of Vinh Phuc province, the current land area for livestock farming in the province is about 1,159 hectares, concentrated in the districts of Vinh Tuong, Binh Xuyen, Tam Duong, Yen Lac, Tam Dao, Song Lo, Lap Thach...
Statistics from Vinh Phuc province show that there are currently more than 100,000 small-scale livestock farms in the area, accounting for more than 95% of the total number of livestock farms. The province's development strategy and orientation is to raise industrial farms according to the value-added chain, linking production with preservation, processing and consumption of products.
