Rising strongly from a poor, purely agricultural province
Vinh Phuc has a strategic location with vital inter-regional road, rail and waterway routes and the Hai Phong - Hanoi - Lao Cai - Kunming economic corridor; it is one of the important satellite cities, the northwest "gateway" of the capital Hanoi.
The special geographical location along with the diversity of nature (terrain, climate, land, water resources); along with the inter-regional infrastructure system, especially the expressway system that has been invested and developed synchronously, are favorable conditions for Vinh Phuc to link the space for urban - industrial - commercial and service development with the capital Hanoi and localities in the region.
In particular, the cultural values of the nation's origins through thousands of years of history of building and defending the country and the heroic revolutionary tradition, the will to be self-reliant, the desire to rise up, the spirit of daring to innovate, create, and pioneer, originated from the late Secretary Kim Ngoc, are the valuable assets for Vinh Phuc to succeed in the process of industrialization and modernization.
Promoting those traditions and potential advantages, over the past 26 years since its re-establishment, Vinh Phuc has risen strongly from a poor, purely agricultural province to an industrial province, making a large contribution to the central budget.
The economic scale (GRDP) in 2023 will reach 158 trillion VND, ranking 6th in the Red River Delta and 14th in the country. Budget revenue will reach over 40 trillion VND. GRDP per capita will reach over 130 million VND/year, ranking 5th in the Red River Delta and 9th in the country. The poverty rate will decrease to about 0.7%; the near-poor rate will decrease to 1.7%.
Transport infrastructure, urban infrastructure, industrial infrastructure, etc. are increasingly being completed and synchronized. Education, health care, and culture of the province are focused on meeting the needs of intellectual development and people's quality of life.
In particular, the initiative and determination of the collective leadership of the Party Committee, government, departments, branches and localities of Vinh Phuc province in making efforts to improve the investment and business environment with the economic management quality index always at a high level in the country, the PAR INDEX in the top 10; the PAPI index in the group of 20 provinces and cities nationwide has made Vinh Phuc one of the attractive destinations for investors, including many FDI enterprises belonging to leading multinational corporations of the US, Germany, Japan, Korea, etc.
On behalf of the Government and Prime Minister, Deputy Prime Minister Tran Hong Ha acknowledged, highly appreciated and commended the outstanding achievements that the Party Committee, government, army and people of Vinh Phuc province have achieved over the past period. These are also the solid foundations for Vinh Phuc to continue to develop strongly in the coming years.
Towards becoming a centrally-governed city
The planning of Vinh Phuc province to 2030 with a vision to 2050 was approved by the Prime Minister to effectively exploit potentials and advantages to create strong momentum for socio-economic development and transformation of the growth model of Vinh Phuc province.
The planning is a step to concretize Resolution No. 30-NQ/TW dated November 23, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045; reflecting the wishes of President Ho Chi Minh during his lifetime and the aspirations of the Party Committee, government and people for a "rich and prosperous Vinh Phuc", among the leading localities in the country in terms of GRDP growth per capita; with synchronous and modern infrastructure, basically meeting the criteria of a type I urban area, as a premise to become a centrally-run city.
Planning plays a role in shaping the development space of Vinh Phuc in close, organic connection with the provinces in the Red River Delta, the northern mountainous and midland regions, and the Hanoi capital region.
From there, new opportunities are opened up to develop Vinh Phuc into one of the development poles, the nucleus promoting the development of modern industry and successfully transforming the growth model towards a greener direction. Economic sectors are based on science and technology, digital transformation, developing green and sustainable infrastructure, and building a green lifestyle.
The master plan aims at the highest goal of improving the quality of life and happiness of the people. In the future, Vinh Phuc people will enjoy high-quality social services and a sustainable social security system. Good cultural values and identities are preserved and promoted. The living environment is good, friendly to nature and adaptable to climate change.
Vinh Phuc province aims for an average GRDP growth rate of about 10.5 - 11.0% per year in the 2021 - 2030 period; GRDP per capita in 2030 will reach about 325 million VND. The urbanization rate will reach about 65%; development will meet the criteria of a type I urban area on a province-wide scale.
Vision to 2050, Vinh Phuc will be a centrally-governed city with a modern, green, clean and beautiful infrastructure system, with its own identity, a prosperous and prosperous society; a city with comprehensive development in all aspects of economy, society and environment; people with a high quality of life and happiness.
Soon have green criteria sets on infrastructure, technology, and capital ratios
The Deputy Prime Minister said that in order for the planning to be effectively implemented, the decisive factor is the spirit of "Pioneering, creativity, aspiration, and innovation" and the key lessons learned from the socio-economic development process of Vinh Phuc over the past many years.
"The new planning is directional and needs to continue to be specified through economic and technical planning. In particular, Vinh Phuc must thoroughly recognize the bottlenecks and challenges that many localities and cities face when the development process negatively impacts environmental quality, educational infrastructure, social culture has not kept up, and the connection of road traffic infrastructure, urban railways, high-speed railways, and waterways is not synchronous," the Deputy Prime Minister noted.
Discussing some key issues in the implementation of the planning, the Deputy Prime Minister suggested that Vinh Phuc accelerate the transformation of the economic model towards a green economy, circular economy, and digital economy. The industrialization and urbanization process must aim at green energy conversion and green technology selection.
"Vinh Phuc needs to assess the level of readiness for green transformation, digital transformation, green infrastructure, growth quality, investment attraction, and human resources, thereby carefully preparing scientific and economic foundations and criteria to orient, mobilize, and attract investors," said the Deputy Prime Minister.
Accordingly, Vinh Phuc needs to soon have green criteria on infrastructure, technology, capital ratio... in attracting investment. Enterprises and investors are the center and driving force of the green transformation process, research, deployment and technology transfer, with long-term and sustainable commitment.
"The attraction for investors is not land and cheap labor, but green infrastructure, smart connectivity, clean energy, environment... These are the areas that need priority investment, when the issue of greenhouse gas emissions and the environment will be the "footprint" in commodity products," the Deputy Prime Minister analyzed.
Besides, in order to become a center for innovation and high-tech industrial development of the whole country, Vinh Phuc needs to have a strategy to develop educational and training facilities based on the needs of investors in the process of digital transformation and green transformation.
The Deputy Prime Minister emphasized that Vinh Phuc has succeeded thanks to its pioneering role in seizing opportunities from the process of promoting industrialization and modernization. Now, the province needs to take the responsibility of taking the lead in seizing and taking advantage of opportunities from the fourth industrial revolution and the global trend of green transformation and digital transformation to continue to succeed in improving the quality of growth in a greener, more sustainable direction, overcoming environmental and emission barriers in investment and trade to participate in the global value chain.
"With the spirit of innovation, daring to think, daring to do, Vinh Phuc will be a place to nurture ideas, contribute ideas with the Government to soon have fundamental changes in mechanisms, policies, and prioritize investor selection," the Deputy Prime Minister wished.
Developing urban chains that honor natural values, identity, and culture
Discussing the orientation of urbanization development, the Deputy Prime Minister said that this is an objective necessity in the industrialization process, bringing strong driving forces for socio-economic development.
Vinh Phuc needs to effectively implement Resolution No. 06-NQ/TW of the Politburo on urban planning, construction, management and sustainable development. In particular, promoting the development of a chain of satellite cities in the direction of green, civilized urban areas, rich in the identity of midland and delta ecosystems, "within the urban area there are forests", "within the forest there are cities", to honor and enrich natural values, typically Tam Dao urban area.
The province needs to take advantage of the capital region and the connecting infrastructure system. In particular, focusing on the urban development model according to traffic orientation (TOD), promoting the smart management model in the operation, management and exploitation of the urban technical infrastructure system. At the same time, investing systematically and synchronously in rural areas as a thorough preparation for urban development with criteria of infrastructure, environment, livable space, etc.
Calculating and developing step by step, with priority in the satellite urban chain, it is necessary to approach the planning thinking of the Red River Delta and the Capital Region, along with regional connecting infrastructure, to create spillover, connection, cooperation, and create more regions with more potential and strengths.
Vinh Phuc also needs to draw profound lessons from the implementation of general planning, zoning planning and detailed planning of urban areas to the design and investment in developing a synchronous infrastructure system. "To become a centrally-governed city in the future, Vinh Phuc must now consider underground space planning for traffic," the Deputy Prime Minister gave an example.
In the coming time, Vinh Phuc needs to soon complete, detail, and concretize the General Plan with detailed, specialized planning, especially urban and rural planning, defining specific spaces, architecture, and landscapes, avoiding intermediate, orientational planning.
Agreeing with the orientation of making Vinh Phuc province's tourism a spearhead economic sector in the direction of "Quality services - Different products - Sustainable efficiency", the Deputy Prime Minister emphasized: We must prioritize natural values, landscapes, terrain, identity, culture, and climate resources.
As a locality blessed with many scenic spots, historical - cultural - spiritual relics, Vinh Phuc province needs to have a strategy to link supporting service industries such as transportation, accommodation, shopping, health, etc. to create added value for local tourism. Attract strategic investors, develop international-class tourism complexes with highlights; exploit the potential of cultural and natural heritage to develop green tourism in the integration trend. At the same time, connect Vinh Phuc tourism with neighboring localities, form diverse and attractive tours and routes, targeting specific tourist groups.
Accelerate the digital transformation process in tourism, introduce and promote images, natural beauty, culture in the digital environment, through movies, bring Vinh Phuc to everyone, the world as quickly as possible.
Promoting the tradition of solidarity, creativity, and daring to overcome challenges
The Deputy Prime Minister affirmed that the spirit of solidarity, unanimity, determination to innovate and create is the most important endogenous strength to help Vinh Phuc move towards the goal of becoming a centrally-run city with a modern, green, clean and beautiful infrastructure system, with its own identity, and a livable place.
The leaders of the Party Committee, the government and each citizen of Vinh Phuc have the responsibility to promote the tradition of solidarity, creativity, and dare to overcome challenges to effectively implement the Vinh Phuc Provincial Planning with major goals and orientations of strategic significance, for a rich and prosperous Vinh Phuc, a green and modern industrial - service center, a "red address" for investors, experts and skilled workers in the country, the region and internationally.
With its potential, advantages, achievements, established foundations, aspirations to rise up, and a spirit of innovation, creativity, and pioneering, the Deputy Prime Minister believes that Vinh Phuc, no matter what difficulties it faces, can soon complete the goal of becoming a class I urban area, laying the foundation for becoming a centrally-run city in the near future.
