What should Vietnam do to develop a creative economy?

DNVN - Although Vietnam has many policies, incentive mechanisms, and funding for creative economic projects, there are still many obstacles in implementation, thus preventing the full potential of this economic model from being fully exploited.

Many factors support creative economy in Vietnam

According to the Central Institute for Economic Management (CIEM), the concept of creative economy (CEE) has been born and continuously adjusted over the past three decades.

The creative economy is defined as an economy based on the cycles of ideation, development, production, distribution and consumption (including export) of creative goods and services, associated with the establishment, respect and protection of intellectual property.

In recent times, global creative goods exports have grown significantly as many countries around the world are implementing measures to support cultural and creative industries.

According to experts, Vietnam has recognized the development potential of the creative economy.

Specifically, global creative services exports increased from 487 billion USD in 2010 to nearly 1.1 trillion USD in 2020. Global creative goods exports increased from 208 billion USD (2002) to 524 billion USD (2020), with Asia being the largest exporting region (since 2007).

Among the top 10 developing economies exporting creative goods (2020), Vietnam ranked 3rd after China and Hong Kong. In terms of value of creative goods exports, Vietnam ranked 8th in the world.

According to Mr. Nguyen Anh Duong - Head of the General Research Department of CIEM, Vietnam has recognized the development potential of the digital economy. There are many factors supporting the digital economy in Vietnam. These include a young population, understanding of technology, favorable policies of the State, and rich cultural heritage. Along with that is the rapid digitalization process and increased integration with the global economy.

In recent times, Vietnam has had policy groups related to the development of KTST as well as KTST development policies at the industry level.

CIEM's research team pointed out that, although there are many policies, incentive mechanisms, and funding for KTST and innovation projects, there are still many obstacles in implementation.

Surveys in some localities such as Phu Tho, Son La, Phu Yen show that KTST is still a very new concept and has not been consistently understood.

Need a creative economy regulator?

From the above situation, to develop the creative economy, CIEM recommends that it is necessary to perfect policy institutions and laws to create a suitable legal framework for the development of the creative economy.

It is necessary to have a mindset of integrating creative economy into economic development policy planning, goods and services export policy. Create a mechanism to support the development of creative economy as well as promote digital transformation to support this economic model more effectively.

Believing that the development of the creative economy is associated with the mark of the individual, economic expert, Dr. Vo Tri Thanh raised the question of what Vietnam's policies and laws will do to "touch" each individual, creating the best conditions for each individual's creative ideas.

This expert also acknowledged that KTST has the intersection of many fields. Therefore, from a management perspective, the coordination between ministries and management sectors needs to be specifically pointed out.

“Does Vietnam need a state management agency for the creative economy?”, Dr. Thanh asked.

Meanwhile, Associate Professor, Dr. Nguyen Thuong Lang said that we need a new vision, new model and strong change in thinking, based on the foundation of innovation that is forming and increasing investment in research and development.

In addition, it is necessary to strengthen the role of intellectual property protection agencies and expand the level of influence. At the national level, there needs to be a creative economic development strategy for the period 2025 - 2035 with a vision to 2050. This is the basis for integrating and unleashing creativity so that creative resources are "economicized" and "valued" to promote breakthrough development of the Vietnamese economy.

Emphasizing the potential and role of intellectual property, Ms. Nguyen Thi Hong Hanh - Director of the Center for Research, Training, Support and Consulting under the Intellectual Property Office shared that it is necessary to promote the potential of intellectual property as an effective tool for the development of innovative economy.

“Vietnam needs to shift from being a country that uses intellectual property to being a country that creates intellectual property in the process of developing the creative economy. Innovation is a continuous process, so sometimes it requires decisiveness because technology can hardly wait for the law,” Ms. Hanh recommended.
