Head of the City Party Committee's Mass Mobilization Commission Do Anh Tuan inspected the implementation of the Democratic Regulations in handling administrative procedures at the "one-stop" department of Long Bien district.

According to the assessment of the City Party Committee's Mass Mobilization Commission, in the first 6 months of 2024, the Hanoi Party Committee focused on leading and directing Party committees at all levels, authorities, the Vietnam Fatherland Front, and socio-political organizations from the city to the grassroots to effectively implement leadership and direction documents of the Central Committee and the City Party Committee on mass mobilization work.

Strengthen and innovate the Party's mass mobilization work towards being close to the grassroots; enhance dialogue, mobilization, persuasion, and limit administrative measures in resolving incidents arising among the people. The activities of the city's mass mobilization system are basically synchronous and effective. In general, the prestige, position, and role of mass mobilization work and mass mobilization cadres continue to be enhanced.

In addition, the implementation of the Law on Grassroots Democracy is serious and systematic. The development and implementation of Grassroots Democracy Law is strongly directed, contributing to enhancing the responsibility of cadres, civil servants and public employees in performing public duties. Receiving citizens, handling complaints, denunciations, petitions and legitimate and legal requests from the people, urgent issues of people's livelihood, issues of concern and reflection by the press and public opinion are paid attention to.

Discipline, administrative discipline, awareness of cadres and civil servants about the responsibility to serve the people, respect the people, and listen to the people's opinions have changed positively. The emulation movement "Skillful mass mobilization" continues to be widely deployed, associated with the political tasks of the city and localities and units.

 

In the first 6 months of 2024, the Chairman of the City People's Council received citizens 2 times, authorized the Vice Chairman of the City People's Council to receive citizens 1 time, and City People's Council delegates received citizens 178 times. The received cases were transferred to competent agencies for consideration, resolution, and response to citizens according to regulations.

In addition, the organization and staff of the Vietnam Fatherland Front, socio-political organizations, and mass organizations have been consolidated and improved, and their activities have become increasingly systematic and in-depth. The work of supervision, social criticism, participation in giving opinions on Party building, government building, and the organization of direct dialogue between the heads of Party committees and governments with the Vietnam Fatherland Front, socio-political organizations, and the people have been maintained.

Specifically, the Fatherland Front and socio-political organizations of the city coordinated to advise the City Party Committee to issue 2 action programs and organize 3 conferences to summarize resolutions and conclusions on mass mobilization work. Coordinated supervision according to Decision 217-QD/TW of the 11th Politburo with a total of 10,665 supervisions and organized 803 feedback meetings.

At the same time, ethnic work continues to receive attention and is implemented synchronously. Programs and policies to support ethnic minority areas are implemented fully, promptly, and to the right subjects, in accordance with the law. The average income per capita of communes in ethnic minority and mountainous areas reaches over 55 million VND/person/year, with some communes reaching 70 million VND/person/year; 13/13 communes meet new rural standards; the poverty rate has decreased to 0.42.

In addition, localities and units have effectively implemented the emulation movement "Skilled Mass Mobilization". The work of registering and building "Skilled Mass Mobilization" models has been carried out synchronously in 4 areas and at 3 levels. Up to now, the total number of "Skilled Mass Mobilization" models from the grassroots to the city level has been registered to deploy 24,254 models (11,463 collective models, 12,791 individual models). Through the organization and implementation of the movement, many new, difficult and arising tasks at the grassroots level have been resolved, contributing to promoting the strength of the great national unity bloc, consolidating trust, and strengthening the close relationship between the Party and the People...

Identifying 2024 as an important year, the whole industry focuses on propagating and mobilizing cadres, party members, union members, association members and people of all walks of life to actively compete and strive to fulfill at the highest level the goals, targets, tasks and solutions according to the Resolution of the 17th City Party Congress and the resolutions of the Party Congresses at all levels, term 2020 - 2025.

In addition, leaders and directors regularly monitor, urge, inspect, supervise and innovate, improve the quality of the preliminary review, summary and evaluation of the implementation results of the Central and City Party Committee's directives and resolutions on mass mobilization work. Innovate and improve the quality of mass mobilization work in a practical and effective manner. Improve the effectiveness of forecasting the situation and advising on timely resolution of people's livelihood and pressing issues among the people.

 

In the first 6 months of 2024, the City Party Committee's Mass Mobilization Committee chaired the organization of 2 training courses with the topics: "Some issues on mass mobilization work in the new situation" with the participation of 250 students; "Law on implementing democracy at the grassroots level and related decrees" in direct and online forms with the participation of about 20,000 students at 610 connecting points from the city to 30 districts, towns and 579 communes, wards and towns.

In addition, continue to lead, direct and inspect the mass mobilization work of State agencies. Review, adjust, supplement and effectively implement the coordination program between mass mobilization committees at all levels with the authorities at the same level and the armed forces. At the same time, lead and direct the concretization of the implementation of the Law on Democracy at the Grassroots in the regulations and statutes of agencies, localities and units; develop, strictly implement and strengthen the inspection of the Grassroots Democracy Charter. Direct the development of "Skilled Mass Mobilization" models in all areas of social life. In particular, successfully organize the "Skilled Mass Mobilization" Contest in 2024 to celebrate the 70th anniversary of the Liberation of the Capital.

Innovate the content and methods of operation of the Vietnam Fatherland Front, socio-political organizations, and mass organizations in a practical and effective manner.
