Binh Dinh province mobilizes the entire political system, with the highest determination, in the spirit of "leaving no one behind", determined to complete the goal of eliminating 100% of temporary and dilapidated houses in the province by the end of May 2025.


Open, transparent, avoiding loss, waste and profiteering

Mr. Pham Anh Tuan - Chairman of Binh Dinh Provincial People's Committee and 2 Vice Chairmen of the Provincial People's Committee, Mr. Nguyen Tuan Thanh and Nguyen Tu Cong Hoang, have just directly inspected the work of eliminating temporary and dilapidated houses in the area.

In the midland district of Hoai An, 531 households were supported to eliminate temporary and dilapidated houses. Of these, the number of households with meritorious services to the revolution and relatives of martyrs was 221 (138 households were supported to build new houses, 83 households were supported to repair houses); the number of poor households, near-poor households, and households that had just escaped poverty was 310 (292 households were supported to build new houses, 18 households were supported to repair houses). The total cost of the Program to eliminate temporary and dilapidated houses was over 28.8 billion VND.

Up to now, Hoai An district has repaired and built new houses for 303/531 households. Of these, 103 households are people with meritorious services to the revolution and relatives of martyrs (65 households are supported to build new houses, 38 households are supported to repair houses) and 200 poor households, near-poor households, and households that have just escaped poverty (195 households are supported to build new houses, 5 households are supported to repair houses).

Mr. Pham Anh Tuan - Chairman of Binh Dinh Provincial People's Committee directly went to people's houses to inspect the work of eliminating temporary and dilapidated houses in Tay Son district.

In particular, 49 houses have been completed and put into use; of which, 26 households of people with revolutionary contributions, martyrs' relatives (07 households were supported to build new houses; 19 households were supported to repair houses) and 23 poor households, near-poor households, and households that have just escaped poverty were supported to build new houses.

For An Lao district, in 2025, the district will implement the elimination of temporary and dilapidated houses for 749 households (575 households will be supported to build new houses; 174 households will be supported to repair houses). The total cost of implementation is over 39.7 billion VND. By March 4, An Lao district had organized the groundbreaking ceremony for 377/749 households (282 households will be supported to build new houses; 95 households will be supported to repair houses), completed and put into use 85/377 households that started construction (36 households will be supported to build new houses; 49 households will be supported to repair houses).

Inspecting the reality in Hoai An and An Lao districts, Mr. Nguyen Tu Cong Hoang - Vice Chairman of Binh Dinh Provincial People's Committee said that the Program to eliminate temporary and dilapidated houses is a key and urgent program, one of the important policies in the socio-economic development of the Party and State in 2025.

To complete the goal of eliminating temporary and dilapidated houses in the province by the end of May 2025, the Vice Chairman of Binh Dinh Provincial People's Committee requested localities to continue to implement more drastic, synchronous and effective support for eliminating temporary and dilapidated houses.

Members of the Steering Committee for the implementation of the elimination of temporary and dilapidated houses at all levels must promote a sense of responsibility, regularly grasp the situation, direct and urge the implementation of the elimination of temporary and dilapidated houses in assigned areas to ensure compliance with the set plan.

"Focus on directing localities to monitor the implementation plan and completion time by month and quarter. Assign tasks to each member of the Steering Committee in charge of villages and neighborhoods. Inspect and supervise the construction of new houses and repairs to meet technical and quality requirements and organize acceptance according to regulations," Mr. Hoang requested.

For households with special difficulties who are unable to meet the requirements or do not meet the conditions for preferential credit loans to build houses, localities should review and proactively mobilize additional resources from businesses, organizations and individuals to provide support.

In particular, the Steering Committee for the implementation of the elimination of temporary and dilapidated houses in the districts directed the promulgation of regulations on the management and use of mobilized funds, ensuring publicity and transparency, avoiding loss, waste and profiteering.

Encountering problems related to land legal procedures

In Phu Cat district, Mr. Nguyen Van Hung - Chairman of the People's Committee of this district said that there were 249 households who were people with revolutionary contributions and relatives of martyrs receiving support, of which 69 households built new houses and 180 households repaired houses.

In addition, the district has 198 poor households, near-poor households, and households that have just escaped poverty, of which 102 households have built new houses and 96 households have repaired their houses. Up to now, the district has 75 households that have completed construction, 268 households are under construction, and 179 households have not yet started construction.

During the process of implementing support for removing temporary and dilapidated houses, some localities encountered difficulties related to legal procedures on land and were not really close to reality, so they missed out on beneficiaries, forcing the district to review and adjust many times.

In addition, due to the custom of choosing the date and time for construction works and many households needing time to mobilize more resources to build and repair houses, it has more or less affected the overall progress of the district.

Currently, the District People's Committee is mobilizing 179 households to start construction in March and mobilizing resources to support people in building and repairing houses in accordance with the direction of the Binh Dinh Provincial People's Committee.

Inspecting Phu Cat district, Mr. Nguyen Tuan Thanh - Permanent Vice Chairman of Binh Dinh Provincial People's Committee requested to review the beneficiaries of the State's support policies, especially for poor and near-poor households, to ensure the support policies are correct and sufficient.

Quickly support the settlement of land procedures in accordance with regulations, creating conditions for people to build and repair houses. Local authorities must also mobilize funds, labor, materials... to provide additional support to people, ensuring that from now until mid-March 2025, construction and repair of remaining houses must be simultaneously started.

"Each commune needs to establish a working group to visit each household to both urge and listen to people's opinions and have appropriate support solutions. Units must report the implementation of the program in the locality to the District People's Committee, so that the district can give timely direction, ensuring that people's houses are solid and spacious," said Mr. Thanh.

According to the People's Committee of Tay Son district, in 2025, Tay Son district will support the construction and repair of a total of 256 houses, including 152 houses for poor, near-poor and escaped-poverty households, and 104 houses for people with revolutionary contributions and relatives of martyrs. The total cost of implementation is more than 12.8 billion VND, of which the state budget supports, the "For the Poor" fund and mobilizes from socialization.

As of March 4, Tay Son district has built and repaired 215/256 houses, reaching 84% of the plan. Of these, 69 houses have been completed and put into use. The district has disbursed more than 1.2 billion VND in support for households and continues to mobilize more resources from socialization to help disadvantaged households. In addition to the support fund from the state budget, Tay Son district has also mobilized businesses, agencies and units to participate in donating more than 4.4 billion VND to support each household to repair their houses with 10 million VND, and support each household to build a new house with 20 million VND.

Through a field inspection in Tay Son district, Mr. Pham Anh Tuan - Chairman of Binh Dinh Provincial People's Committee, highly appreciated the initiative in implementing the program, and emphasized that this is an important task with profound humanitarian significance, contributing to ensuring social security.

The Chairman of the People's Committee of Binh Dinh province requested the district to continue to speed up the progress, focusing on supporting households in real difficulty, especially policy families, poor and near-poor households. Proactively remove obstacles in disbursement, mobilize more resources from socialization and ensure the quality of housing projects.
