However, for the policy to be effectively implemented, there needs to be synchronous solutions regarding infrastructure, teaching staff and financial resources.
The policy of exempting and reducing tuition fees is a major policy of the Party and the State, closely directed by the Secretariat and General Secretary To Lam. This is not only an important step forward in realizing educational equity, but also clearly demonstrates the State's responsibility in caring for the future of the younger generation. Every child has the right to education, and exempting tuition fees is the key to helping them get closer to their dreams.
Humanitarian and popular policy
Former Vice Chairman of the National Assembly's Social Committee Bui Sy Loi shared: "This policy not only helps reduce the burden on families, but also creates opportunities for all children to learn and develop, thereby contributing to the country's industrialization and modernization. Education is the foundation, and no one is left behind."
According to Mr. Bui Sy Loi: "The policy of exempting and reducing tuition fees is the concretization of the spirit of Resolution 42, 8th Central Conference, 13th term, emphasizing the need to ensure quality basic social services, including education ." This is not only a support policy, but also demonstrates the State’s responsibility and strong commitment to social justice. In particular, children in remote, border and island areas – places with many difficulties – will have the opportunity to access better education, narrowing the development gap between regions.
The former Vice Chairman of the Social Committee said: "No child can be left behind just because of circumstances. Education is the right of all, not the privilege of a few. Exempting tuition fees is a necessary step to create equal opportunities for all students, from urban to rural areas, from lowland to highland areas."
Opportunities and challenges to overcome
In addition to many benefits, according to Mr. Bui Sy Loi, the tuition-free policy will also bring about considerable pressure. One of them is the possibility that public schools will have to receive a sudden increase in the number of students when many students transfer from private schools. This requires careful preparation of facilities, teaching staff and teaching methods so that the public education system does not become overloaded.
Therefore, implementing this policy also requires synchronous solutions to ensure that the quality of education is not different between regions. The former Vice Chairman of the Social Committee emphasized: "The most important thing is to ensure good learning conditions for all students, from infrastructure, teacher quality to appropriate support policies. If we only exempt tuition fees without comprehensive investment, we still cannot bring about true fairness in education."
He specifically analyzed three factors to achieve this goal:
Educational infrastructure: "Building spacious schools and classrooms with adequate learning facilities is an urgent requirement, especially in localities with many difficulties."
Quality of teaching staff: "We need to have policies to train, foster and mobilize teachers to difficult areas to improve teaching quality. Teachers are the decisive factor in the success of education."
Financial support and policies for disadvantaged areas: "Create conditions for poor localities to have resources to develop sustainable education, not allowing any child to drop out of school due to circumstances."
Education is an investment for the future. Tuition exemption is not the destination, but the beginning of a strong reform, towards a modern, equal and quality education. Mr. Bui Sy Loi affirmed: "This is an important milestone, helping Vietnam go further on the path of development, integration and improving the quality of human resources, opening up a bright future for the young generation." The former Vice Chairman of the Social Affairs Committee hopes that the State will continue to have more specific and drastic measures to ensure that education develops sustainably, fairly and truly becomes the foundation for the country's rise.
