In fact, the admission rate is an indicator of the number of students choosing to study at universities. Looking at the admission data of the last 3 years (2022-2024), it shows that many candidates, although on the admission list, still do not choose to enroll (refuse to enroll in university). On average, each year, there are about 100,000 candidates who do not confirm their first enrollment. This number is on the rise.
Specifically, according to data released by the Ministry of Education and Training (MOET), in the 2023 university entrance exam, the number of candidates admitted in the first round was nearly 612,300, accounting for 92.7%. However, by the deadline for candidates to confirm online enrollment on the Ministry's system, 494,500 students had done so, accounting for 80.8% of the number admitted. The number of candidates who did not confirm enrollment was up to 118,000. Reports from the MOET in recent years show that the low enrollment rate is mainly in the midland and mountainous areas where there are many difficulties.
According to experts, there are now many reasons why candidates do not choose to register for university or refuse to confirm admission such as: Changing future goals, studying abroad, learning a trade, exporting labor, working immediately or wanting to enroll in another school with additional wishes...
Dr. Nguyen Trung Nhan - Head of Training Department (Ho Chi Minh City University of Industry) explained that some candidates refused to enroll because they were admitted to a major they did not really like. Meanwhile, many candidates registered for university admission just for the sake of it, but in fact they went to study abroad.
Although it is normal for more than 120,000 admitted candidates to refuse to attend university, Master Pham Thai Son - Admissions Director (Ho Chi Minh City University of Industry and Trade) said: High tuition fees are one of the reasons why admitted candidates refuse to attend the lecture hall. Because besides the number of candidates from well-off families, there are also many families with economic difficulties. High tuition fees and living expenses for new students today are a big barrier. A new student at a public university will need an average of about 10 million VND per month for tuition, accommodation, and living expenses; this cost is much higher at private universities.
At the same time, the current mechanism for lending money for studying is not suitable. Joint stock commercial banks should participate to solve the problem. Thus, along with university autonomy, high tuition fees need a policy to lend enough money to cover income and expenses for students to study.
According to Dr. Vo Thanh Hai - Vice Principal of Duy Tan University, there are candidates who only find out about the tuition fees of universities after being admitted. Not only tuition fees, students also need a living allowance to be able to attend university. Meanwhile, the policy of allowing students to borrow 4 million VND/month can only be implemented after candidates have become university students. However, if they do not confirm their admission for financial reasons, candidates need to contact the universities directly to seek support. Currently, universities have many financial support programs for students in difficulty.
According to Dr. Le Viet Khuyen (Association of Vietnamese Universities and Colleges), most students currently have to pay for their own expenses from their families. Therefore, it is necessary to expand credit policies for students so that those in need can access loans and cover their study expenses. This is what students and many families want most today. To have more resources, training institutions need to review the effectiveness of their operations; at the same time, diversify their revenue sources to reduce dependence on tuition increases. In addition, it is necessary to pay attention to building scholarship funds and financial mechanisms to support students when tuition increases.
