The Provincial Party Committee Office has led cadres and party members to actively innovate and improve working methods and styles, closely following the political tasks of the Provincial Party Committee and the Provincial Party Committee Standing Committee; proactively developing and implementing monthly work programs and plans; proposing solutions and assigning specific tasks to each collective and individual to implement the Party Committee's work programs and plans, ensuring good service for the leadership, direction and operation activities of the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Standing Committee; at the same time, promoting emulation movements, promoting democracy, internal solidarity, sense of responsibility and creativity of cadres and civil servants.
The agency's cadres and party members have promoted initiative, creativity, and sense of responsibility in their work, and have strived to fulfill their assigned tasks and functions; work quality and efficiency have been significantly improved; all set targets have been achieved.
In the work of advising and synthesizing for the Standing Committee, the Standing Committee and the Provincial Party Committee Executive Committee, the staff of the Provincial Party Committee Office has concretized by preparing well and with quality content and documents to serve conferences, meetings, regular and ad hoc work programs of the Standing Committee, the Provincial Party Committee Standing Committee and the Provincial Party Committee Executive Committee.
The work of examining and appraising documents has made much progress, ensuring the format, process, and quality have been improved; the appraisal field is comprehensive, including socio-economics, national defense and security, Party building, and the political system.
The new feature in the advisory work of the Provincial Party Committee Office is that it has proactively selected, advised and proposed content for the Provincial Party Committee and the Provincial Party Committee Standing Committee to discuss and direct the resolution of urgent, prominent, pressing issues and key tasks. It has proactively proposed the development of a scientific work program, specifying each work content, responsibilities and completion time; actively and proactively organized in-depth research on the Central Committee's resolutions and directives to advise and propose the Party Committee to issue many policies and guidelines that are in line with the practical situation of the locality.
In which, by the second quarter of 2022, the Provincial Party Executive Committee and the Provincial Party Standing Committee have completed the development and promulgation of documents according to the Action Program and the Full-term Work Program; focusing on implementing 3 breakthroughs and 6 key programs set forth by the Resolution of the 22nd Provincial Party Congress.
The Provincial Party Executive Committee issued 6 resolutions, the Provincial Party Standing Committee issued 3 resolutions, 4 directives, 2 programs, 3 projects; organized a preliminary review and issued conclusions to continue implementing 6 resolutions, term 2015-2020. Timely advised the Provincial Party Executive Committee to amend the Working Regulations to comply with new regulations of the Central Government and the actual situation of the province.
Pursuant to the Conclusion of the Politburo, the Resolution of the National Assembly Standing Committee, the Government's Plan, the Provincial Party Committee issued Resolution No. 16-NQ/TU dated August 23, 2023, the Provincial Party Committee Standing Committee issued Plan No. 138-KH/TU, dated August 23, 2023 to focus on leading, directing and organizing the implementation of the arrangement of administrative units at district and commune levels in Ninh Binh province, period 2023-2030.
Preside over and coordinate with relevant departments and agencies to advise the Provincial Party Committee and the Provincial Party Committee Standing Committee to direct the mid-term review and assessment of the implementation of the Resolution of the Party Congresses at all levels for the 2020-2025 term and the Resolution of the 22nd Provincial Party Congress for the 2020-2025 term to ensure quality, progress, and compliance with the plan. On that basis, advise the Provincial Party Committee and the Provincial Party Committee Standing Committee to develop tasks and solutions to lead and direct the implementation of the highest results of the goals and tasks set out in the Resolution of the Congress.
Along with performing well the functions of advisory and information synthesis, the Provincial Party Committee Office has focused on improving the quality of service work for the Party Committee. Document and archive work has been effectively implemented. The work of cryptography and information technology has transferred confidential information from the locality to the Central level and received information in a timely and accurate manner; the transmission and reception of information via the internal network has many advantages, especially in exploiting documents and texts.
Advised the Provincial Party Standing Committee to strengthen administrative reform in the Party and issued documents such as: Regulations on reporting regime to the Provincial Party Committee and the Provincial Party Standing Committee; Procedures for receiving and processing documents of the Provincial Party Committee; Regulations on management, operation and use of the electronic document sending and receiving system of the Provincial Party Committee; directed to promote the application of information technology in organizing meetings and conferences; implemented the sending and receiving of meeting invitations and conference documents via the Official Mailbox, conference documents were sent to delegates attending the meeting 2 to 3 days in advance, thereby contributing to improving the effectiveness and efficiency of leadership and direction, meeting the requirements of administrative reform in the Party.
The financial and asset management of the Provincial Party Committee is carried out in accordance with regulations. The administrative and management work ensures the material conditions for the Party Committee's activities, gradually modernizes the office's working facilities; serves the leaders of the Party, the State, the Central ministries and branches, other provinces and delegations visiting and working with the province with care and safety.
In addition, the Provincial Party Committee Office promotes proactiveness in coordinating with relevant agencies to effectively carry out inspection and guidance work according to assigned functions and tasks. At the same time, it organizes guidance on office work, financial work, Party asset management; information technology and cryptography work; document and archive work for Party organizations under the Provincial Party Committee, socio-political organizations in the province and lower-level Party Committee offices according to the regulations of the Central Committee and the Central Party Office.
Based on local practice, the Provincial Party Committee Office has taken the lead in developing a plan to arrange and reorganize the Party Committee Office to serve the specialized advisory and support agencies of the Provincial Party Committee to submit to competent authorities for approval and implementation from 2024. The working coordination relationship between the Provincial Party Committee Office and the advisory and support agencies of the Provincial Party Committee, units inside and outside the province is increasingly close, serving the leadership, direction and activities of the Provincial Party Committee more comprehensively and effectively.
In the current period and the coming years, reality has raised many new issues and requirements, requiring the Ninh Binh Provincial Party Committee Office to continue to actively innovate in a professional and modern direction, meeting the requirements and assigned tasks. The staff of the Provincial Party Committee Office constantly learn, absorb and quickly apply knowledge and experience to the working process as well as to handle specific tasks; have the ability to meet higher requirements and greater pressure than before; demonstrate courage in work, especially in performing the functions of appraisal, consulting and proposing.
Professionalize and process office work; from general to specific work, all work must be programmed systematically, completely and accurately; strictly control the work system and each specific work, do not forget work, miss work or produce low quality products. Improve the ability to apply information technology, build and manage data systems to serve work, and promote digital transformation in office activities at the Party Committee level; change the approach and method of handling work effectively, better meet the requirements of assigned tasks.
Inheriting and promoting the 93-year tradition of the Party Committee Office's Traditional Day (October 18, 1930 - October 18, 2023) with the motto: "Loyalty, dedication, solidarity, creativity", the staff and civil servants of the Ninh Binh Provincial Party Committee Office will continue to promote the tradition of solidarity, creativity, loyalty, and dedication, striving to fulfill well the assigned functions and tasks, contributing to the successful implementation of the Resolution of the 22nd Provincial Party Congress, term 2020-2025.
