On November 21, the Hanoi Party Committee coordinated with the Communist Magazine to organize a workshop on "Some theoretical and practical issues in the construction and implementation of the planning of Hanoi capital for the period 2021 - 2030, with a vision to 2050".

Building the capital into a competitive city
Speaking at the workshop, Associate Professor - Dr. Nguyen Ngoc Ha, Deputy Editor-in-Chief of Communist Magazine, presented some ideas about the vision and aspirations of planning the capital. In which, planning Hanoi towards becoming a heritage city, with a culture imbued with national identity, bearing the identity of a thousand-year-old capital.
"Hanoi is a creative city, a developed cultural industry, a smart city; a destination for cultural tourism, cuisine and a high-quality service center; a city of annual international cultural events; a modern but peaceful city with Hanoi people who are gallant, elegant, affectionate, civilized, representing the culture, conscience and dignity of the Vietnamese people," Mr. Ha stated his opinion.

Contributing to the workshop, former Vice Chairman of the National Assembly Phung Quoc Hien suggested that the viewpoint of building the capital into a competitive urban area and a driving force for the region, the whole country and the ASEAN region should be determined. Construction space must combine the past, present and future. Pay attention to developing underground space and even building underground urban areas. Prioritize the development of public transport and waterway transport because Hanoi has many rivers, of which the Red River is a large river. Focus on developing green space, treating wastewater, waste, etc.

Aiming for the goal of having worthy planning
Concluding the workshop, Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong emphasized that Hanoi is simultaneously carrying out three major tasks to concretize Resolution 15-NQ/TW of the Politburo: amending the Capital Law, planning the capital, and adjusting the general planning of Hanoi.
"Resolution 15-NQ/TW was developed and issued by the Politburo with a new mindset; assessing, perceiving and assigning tasks to Hanoi is very different from before. For example, regarding international competition, the resolution sets the goal that Hanoi must be able to compete with the capitals of developed countries in the region; by 2045 it must be a globally connected city. Therefore, the idea that Hanoi does not compete with provinces and cities in the country but must reach out to compete with the world is consistent throughout the process of implementing the above tasks," Mr. Phong added.
According to Mr. Phong, to prepare for the planning of the capital, the city has established a steering committee, organized delegations to study experiences in a number of countries around the world as well as organized many seminars, workshops and various working sessions. Most recently, the city organized a scientific conference with the participation of representatives of 80 academies, universities and colleges in the capital, seeking opinions from many leading experts, scientists and researchers...
After today's workshop, the city will receive all the comments and presentations that have been sent with diverse and rich content. Many articles of good quality have suggested many approaches as well as specific issues that need further research.
In that spirit, the city hopes to continue to receive more comments from agencies, units, organizations, especially experts and scientists to contribute to the draft law on the Capital (amended), the project to adjust the general planning of the capital and the planning of the capital Hanoi, aiming to have plans that are worthy, updated with the development trends of the times and ensure high feasibility.
