Attending the meeting were comrades: Hoang Quoc Khanh, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Sung A Lenh, Deputy Head of the Provincial National Assembly Delegation; leaders of a number of departments, branches and units of the province.
Reporting at the meeting, Lao Cai province said that in the period (2018-2024), the Provincial Party Committee, People's Council, and People's Committee have issued separate projects, policies, and plans, suitable to the actual situation of Lao Cai province, proactively implementing population policies and laws in the whole province. The Provincial Party Committee has issued 14 Directives, Projects, and Plans; the Provincial People's Council has issued 7 Resolutions; the Provincial People's Committee has issued 54 Plans, programs, and directive documents to lead the implementation of population policies and laws in the province.
Population work has received attention in terms of investment resources. In the period of 2018 - 2020, the total budget for population work is 13,211 million VND, of which the central budget is 5,224 million VND and the local budget is 7,987 million VND. In the period of 2021 - 2024, the total investment budget is 21,686 million VND, of which: the central budget is 12,331 million VND; the local budget is 9,355 million VND.
In the 2020-2025 term, Lao Cai province has invested in 24 infrastructure projects from the province to the commune level, with a total investment of more than VND 1,903 billion for health care development.
Since 2022, the province has built 7/9 new district-level hospitals with a scale of 250 beds/hospital. Up to now, Muong Khuong District General Hospital has been handed over and put into use; the remaining hospitals are in the completion stage, expected to be completed and put into use in the second quarter of 2025. Build 5 new Medical Centers in Bao Thang, Bao Yen, Van Ban, Bac Ha, Bat Xat districts. The centers have been completed and temporarily handed over to the units for use. Some projects to repair and upgrade the Regional General Clinics: Sin Cheng, Can Cau (Si Ma Cai), Muong Bo (Sa Pa); build new Medical Stations of Ban Lien, Lung Phung (Bac Ha) communes and some projects to repair 32 Medical Stations have also been completed and handed over and put into use.
At the working session, Lao Cai province proposed that the National Assembly soon promulgate the Population Law to more comprehensively regulate state management in the population field, contributing to perfecting the State's legal system to meet the requirements of the integration and development period.
Propose that the Politburo and the Secretariat consider issuing a specialized resolution on elderly care to adapt to population aging; a specialized resolution on improving population quality in the new situation.
Propose that the Government direct relevant ministries and Vietnam Social Security to pay off the health insurance examination and treatment costs for medical examination and treatment facilities in Lao Cai province, the amount of over 19 billion VND; adjust and supplement allowances for medical staff in residential groups.
It is recommended that the Ministry of Health advise the Government to maintain the current unified organization of the population work apparatus at all levels nationwide to gradually improve the quality of the population system in the direction of professionalization to meet the requirements of population work tasks in the new situation.
Discussing at the meeting, delegates gave many opinions and comments to clarify the implementation of population and health policies in the province, and at the same time proposed solutions for implementation in the coming time.
Speaking at the meeting, Comrade Nguyen Hoang Mai, Vice Chairman of the Committee for Culture and Society, highly appreciated the attention and direction of Lao Cai provincial leaders towards the cause of health development in general and the population sector in particular. Lao Cai province has proposed new, creative and effective policies and solutions for population development, especially infrastructure investment, which have become the premise for effective implementation of people's health care, population and development work.
The Vice Chairman of the Committee for Culture and Society emphasized that improving the quality of population and health is an important task not only for the health sector but also for the whole society. He hopes that Lao Cai province will maintain the achievements, further strengthen propaganda work, pay special attention to the birth rate before 18 years old, the gender imbalance ratio at birth, closely coordinate in implementing population and health programs and policies... In particular, after the merger, the province needs to proactively review social security policies, ensure better implementation, no interruption in policy implementation, and ensure the rights of the people.
Speaking at the meeting, Mr. Hoang Quoc Khanh, Standing Vice Chairman of Lao Cai Provincial People's Committee, accepted the assessments and comments of the working group of the Committee for Culture and Society, Lao Cai province will have a plan to organize and implement solutions to overcome existing problems. The Vice Chairman of the Provincial People's Committee hopes that the working group will pay attention to reporting and synthesizing the proposals and recommendations of Lao Cai province to the relevant agencies to remove difficulties for localities in general and Lao Cai province in particular.
