In his opening speech, Comrade Vuong Dinh Hue, Politburo member and Chairman of the National Assembly, affirmed: This is the fourth question-and-answer session held at the meeting of the 15th National Assembly Standing Committee. The groups of issues raised for questioning are all urgent issues, of special concern to voters, people and National Assembly deputies, so it is necessary to recognize, accurately assess, and propose practical solutions to improve the quality of legislative work, creating a breakthrough for the agricultural sector. He requested that National Assembly deputies ask questions that go straight to the point, and that ministers uphold their sense of responsibility, answer briefly, to the point, clarify the questions raised by National Assembly deputies, and propose feasible solutions. At the end of the question-and-answer session, the National Assembly Standing Committee will issue a resolution to serve as a basis for implementation and supervision.
In the morning session, delegates questioned comrade Le Thanh Long, member of the Party Central Committee, Minister of Justice, about the law and ordinance making program, the work of inspecting legal documents, solutions to overcome the slow issuance of documents guiding the implementation of laws, the work of asset auctions, and judicial appraisal.
Delegate Tran Khanh Thu, National Assembly delegate of Thai Binh province, questioned the responsibility of the Minister of Justice and heads of ministerial-level agencies for the outstanding issuance of 17 documents; will the outstanding document issue be resolved this year? The responsibility of the judiciary in the delayed issuance of documents by ministries affects implementation and the rights of the people.

In the afternoon, delegates questioned comrade Le Minh Hoan, member of the Party Central Committee, Minister of Agriculture and Rural Development, on solutions to remove difficulties in agricultural exports; activities of exploiting, protecting and developing aquatic resources; solutions to remove the European Commission's "yellow card" for aquatic products; conversion of land use purposes, recovery of rice-growing land areas, ensuring food security and rice exports, etc.
Delegate Nguyen Van Huy, Deputy Head of the National Assembly Delegation of Thai Binh Province, questioned the Minister of Agriculture and Rural Development on a number of policies that will be applied in supporting the conversion of seafood exploitation occupations that affect resources and the ecological environment according to Decision No. 208/QD-TTg of the Prime Minister and Decision No. 288/QD-BNN-TS of the Ministry of Agriculture and Rural Development related to the Project on converting a number of seafood exploitation occupations that affect resources and the ecological environment.

Ministers and leaders of relevant sectors have seriously acknowledged and responded to the issues raised by National Assembly deputies, pointing out the causes of existing problems and limitations, and proposing solutions to overcome them in the coming time. Members of the Government have also participated in explaining and clarifying some issues raised by deputies.
Concluding the question-and-answer session, Comrade Vuong Dinh Hue, Politburo member and Chairman of the National Assembly, emphasized: The question-and-answer session had 107 registered delegates, 54 delegates exercised their right to question, and 8 delegates debated. The National Assembly delegates were well prepared, their questions were of high quality, close to the real life and aspirations of voters and people; the ministers and heads of sectors had a firm grasp of the current situation of their sectors and fields; they explained, clarified, and proposed solutions for each question. The National Assembly Standing Committee highly appreciated the answers to the questions, agreed, and acknowledged the solutions and commitments at the question-and-answer session.
He requested the Government, relevant ministries and branches to study and absorb the maximum comments of National Assembly deputies, resolutely direct the implementation of proposed solutions; at the same time, strengthen discipline and order in law-making work, especially the responsibility of leaders; regularly and proactively review and evaluate legal regulations, proactively propose the development and organization of drafting of draft laws, ordinances and resolutions according to prescribed procedures and promptly propose amendments and supplements to problematic regulations that are not suitable to reality. Focus on overcoming the situation of slow promulgation of documents, while improving the quality of promulgation of legal documents. Focus on enhancing the effectiveness and efficiency of state management of auctions; regularly inspect, check, promptly handle violations and negative practices in asset auction activities, promote the application of information technology, and encourage online auctions. Review, evaluate, propose amendments and supplements to the Law on Judicial Expertise and related documents.
National Assembly Chairman Vuong Dinh Hue proposed to urgently complete policies and laws on developing brands and trademarks of key agricultural products; update, analyze, and comprehensively evaluate information and market developments to promptly disseminate and support people and businesses to overcome difficulties and take advantage of market opportunities. Effectively organize the implementation of the Planning for the Protection and Exploitation of Aquatic Resources for the 2021-2030 period and the National Program for the Protection and Development of Aquatic Resources for the 2023-2030 period. Continue to inform, communicate, propagate, train, and mobilize coastal fishing communities and related organizations and individuals to comply with legal regulations on illegal fishing, coordinate with relevant authorities to promptly detect, denounce, and handle illegal fishing acts and mobilize the European Commission to promptly remove the "yellow card" on fisheries for Vietnam.
