On the afternoon of November 15 (local time), in St. Petersburg (Russia), the 35th Plenary Session of the Intergovernmental Coordination Committee on the Vietnam-Russia Tropical Center took place.
The two co-chairs of the Intergovernmental Coordination Committee on the Tropical Center, Senior Lieutenant General Hoang Xuan Chien, member of the Party Central Committee, Deputy Minister of National Defense, and Mr. Konstantin Mogilevsky, Deputy Minister of Science and Higher Education of Russia, co-chaired the meeting.
The two sides acknowledged and highly appreciated the results of scientific and technological activities and capacity building activities of the Tropical Center in 2024.
Speaking at the meeting, Senior Lieutenant General Hoang Xuan Chien highlighted that many Russian government agencies have encouraged many research directions, as well as promoted technology transfer activities within the framework of the Vietnam-Russia Tropical Center, transferred the second mobile testing vehicle, cooperated in building a level 3 biosafety laboratory, and trained staff for Vietnam; and reiterated the joint statements of the heads of state of the two countries expressing their desire to strengthen cooperation, investment and development, and build the Vietnam-Russia Tropical Center into a model and symbol of bilateral cooperation, on par with the region and the world.
Deputy Minister of Science and Higher Education of Russia Konstantin Mogilevsky emphasized that in the field of scientific and technological cooperation, the role of the Vietnam-Russia Tropical Center has been increasingly enhanced, and over the past year, the two sides have coordinated well in performing tasks of scientific and practical significance, practically serving the tasks of military, national defense, economic development and ecological environment protection, and at the same time agreed on the Center's scientific, technological and application research program for the period 2025-2029.
The two sides agreed to accelerate in 2025 the implementation of the contents to promote the development of programs and action plans, and implement the Development Strategy of the Vietnam-Russia Tropical Center to 2035, continue to invest in facilities associated with the development of organizational structure and human resources in the new period; complete the dossier and submit it to the two governments to sign the Agreement on transferring ownership of the scientific research vessel "Professor Gagarinsky" to Vietnam before June 30, 2025; continue to invest and supplement equipment for the level 3 biosafety laboratory, striving to complete and put it into operation in 2025.
At the end of the meeting, the two Heads of Delegation signed the Minutes of the 35th Meeting of the Coordination Committee; the Scientific Research and Application Program for the period 2025-2029 of the Vietnam-Russia Tropical Center; the Scientific and Technological Research Plan for 2025 of the Vietnam-Russia Tropical Center; and the Letter of Intent between the Ministry of National Defense of Vietnam and the Ministry of Science and Technology and the University of the Russian Federation on technology transfer within the framework of the Vietnam-Russia Tropical Center.
Previously, Senior Lieutenant General Hoang Xuan Chien and the delegation visited St. Petersburg Mining University, discussing contents in the field of mining science and technology research.
Senior Lieutenant General Hoang Xuan Chien emphasized the need to strengthen cooperation in the coming time between St. Petersburg Mining University, the Vietnam-Russia Tropical Center and agencies and units of Vietnam's defense in a number of fields such as ecological environment, sustainable use of natural resources and material technology, etc.
On November 14, Senior Lieutenant General Hoang Xuan Chien and his delegation visited and laid flowers at the Ho Chi Minh Monument in the "Northern capital" of Russia.
On behalf of the delegation, Senior Lieutenant General Hoang Xuan Chien expressed his gratitude to the Russian leaders and people for their affection and love for the beloved leader of the Vietnamese people.
Senior Lieutenant General Hoang Xuan Chien and the delegation also visited the Kirov Military Medical Academy in St. Petersburg, a school with a tradition of nearly 250 years with many different majors, and is the training ground for many Vietnamese military medical officers.
