Russian President Vladimir Putin on March 27 proposed discussing the establishment of an interim government in Ukraine, under the guidance of the United Nations and several countries, according to RT.
President Putin made the proposal while speaking to the crew of the Russian nuclear-powered submarine Arkhangelsk on the evening of March 27. The Russian side said that Volodymyr Zelensky's official presidential term ended in May 2024, according to RT.
Mr Putin explained that Moscow saw no clear path to signing any agreement with Kyiv because “other leaders might come tomorrow”.

“In such cases, international practice follows a well-known path within the framework of UN peacekeeping operations; some cases have demonstrated so-called external or temporary administration,” President Putin said.
Mr Putin said that outside powers should facilitate elections in Ukraine to “form a competent government that the people can trust”. After that, the new Ukrainian government could start negotiations with Moscow and sign a peace agreement “that will be recognized all over the world and will be reliable and stable”, according to Mr Putin.
However, the Russian leader also stressed that a temporary government was only a possible option. "In general, we are in favor of resolving conflicts peacefully, including this one, but not at any cost," RT quoted Mr. Putin as saying.
On the other hand, in comments made during a visit to the northern Russian port of Murmansk on March 27, President Putin stressed that Moscow was moving slowly but confidently towards achieving its goals in its more than three-year military campaign in Ukraine, according to Reuters citing information from the Russian press.
President Putin added that he believes that US President Donald Trump truly wants peace in Ukraine, and that Russia is ready to cooperate with the DPRK to work towards a solution to the Russia-Ukraine conflict.
There is currently no information about Kyiv's or Washington's reaction to President Putin's statement.
The United States recently brokered a limited ceasefire between Ukraine and Russia that halted attacks on energy infrastructure. Ukrainian President Zelensky has publicly supported a partial 30-day ceasefire.
Although it has not been signed and has not yet entered into force, the Russian Defense Ministry has repeatedly accused Ukraine of violating the agreement, according to RT. Ukraine has also accused Moscow of violating the ceasefire agreement on energy facilities, according to Reuters.
Kremlin spokesman Dmitry Peskov said on March 26 that Moscow would honor its obligations despite Ukraine's actions, as the agreement represents active diplomatic engagement with the Trump administration, according to RT.
