Bright spots in the province's emulation movement

When entering her newly handed over house, Mrs. Ma Tham - Biang village, Ta Hine commune, Duc Trong could not hide her joy. According to the Program to Eliminate Temporary and Dilapidated Houses, in mid-March, the Mobilization Committee of the Fund "For the Poor" of Duc Trong district organized the handover of 2 Great Solidarity houses to 2 ethnic minority households living in Ta Hine commune. They are Mrs. Ma Tham's household (poor household) and Mrs. Ma Bang's household (near-poor household), both of whom live in Biang village of the commune. Mrs. Ma Tham's Great Solidarity house was built with an area of ​​70 m2, brick walls, corrugated iron roof, tiled floor, the house is worth 130 million VND, of which, the Mobilization Committee of the Fund "For the Poor" of the district supported 100 million VND, the remaining amount was contributed by the family. The Great Solidarity House of Mrs. Ma Bang's family has an area of ​​28 square meters, brick walls, corrugated iron roof, tiled floor, the house is worth 80 million VND, of which the Duc Trong "For the Poor" Fund Mobilization Committee supported 50 million VND, the remaining amount is matched by the family.

As the representative of the Mobilization Committee of the Fund "For the Poor" of Duc Trong district said, the Great Solidarity houses given to poor households not only bring joy but also create more confidence for the households, soon "settle down and have a career" and have more motivation to rise up in life.

In 2024, Lam Dong organized the Launching Ceremony of the Emulation Movement "Joining hands to eliminate temporary and dilapidated houses nationwide" launched by the Central Government in the whole province. The province also issued many documents directing the elimination of temporary and dilapidated houses; organized the Ceremony to receive support for the Program "Eliminating temporary and dilapidated houses" in Lam Dong province with the participation of the Prime Minister.

Statistics from the provincial authorities show that the total number of poor and near-poor households in need of removing temporary and dilapidated houses in 2024 and 2025 in the province is 1,972 households, of which 1,580 new houses need to be built; 392 houses need to be renovated and repaired with a total cost of 106.56 billion VND. As of early 2025, Lam Dong has allocated 40.75 billion VND to build new and repair houses for 884 households, of which 746 new houses are built and 183 houses are repaired.

• MORE COMMUNES HAVE MET THE STANDARDS OF MODEL NEW RURAL AREA

Two more communes in the province have been recognized as meeting new rural standards, two communes as meeting advanced rural standards, and six more communes as meeting model rural standards in 2024.

As the provincial authorities said, the National Target Program on New Rural Construction continues to receive the attention and direction of Party committees and authorities at all levels, and the active response of all people in the province. In March 2024, Lam Dong Provincial People's Committee issued Plan No. 1668/KH-UBND on implementing the National Target Program on New Rural Construction in the locality in 2024, requesting all levels and sectors of the province to continue to respond and promote the emulation movement "Together with the whole country, Lam Dong joins hands to build New Rural Construction".

The province has also reviewed and improved the quality of criteria for new rural communes and districts, advanced new rural areas, and model new rural areas to meet the requirements of the set of criteria for the 2021-2025 period. In building new rural areas, localities must effectively implement comprehensive, sustainable and modern agricultural development; restructure the agricultural sector, develop the rural economy; mobilize and promote the role of the people as subjects; reasonably mobilize and effectively use investment resources to build synchronous and gradually modern rural socio-economic infrastructure, ensuring a bright, green, clean, beautiful, safe rural environment and landscape, rich in traditional cultural identity, adapting to climate change and sustainable development.

Up to now, Lam Dong has 106/106 communes meeting NTM standards, 39 advanced NTM communes (36.79%), 14 model NTM communes (13.2%); 3 districts meeting NTM standards including: Don Duong, Duc Trong, Lam Ha; 2 cities Da Lat and Bao Loc have completed the task of building NTM.

REDUCING NEARLY 1.2% POOR HOUSEHOLDS Lam Dong also implemented well the emulation movement "For the poor - No one is left behind" from the provincial to grassroots levels with rich content and forms; practical, suitable to the reality of sectors, fields, localities as well as complying with regulations on multidimensional poverty standards for the period 2021 - 2025.

According to the functional sector, the emulation movement is associated with the implementation of the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas of the province.

A review conducted by the provincial authorities in late 2024 and early 2025 showed that the multidimensional poverty rate in the province was 1.97% (7,122 households), down 1.19% compared to 2023; of which, the multidimensional poverty rate in ethnic minority areas was 5.47% (4,492 households), down 3.28% compared to 2023.

• INCREASE THE RATE OF PARTICIPATION IN HEALTH INSURANCE AND SOCIAL INSURANCE

The emulation movement "Developing participants in Social Insurance (SI) and Health Insurance (HI) in Lam Dong province" in the period of 2023 - 2025 is also a bright spot of the province in 2024.

In early 2024, Lam Dong Provincial People's Committee issued many documents directing the strengthening of the implementation of social insurance and health insurance policies; perfecting and promulgating the operating regulations of the Steering Committee for the implementation of social insurance, health insurance and unemployment insurance policies. Steering Committees at all levels in localities have also been perfected, with operating regulations and specific tasks assigned to each member to improve operational efficiency.

Along with that, the province has promoted communication from the province to the grassroots level, raising people's awareness of social insurance and health insurance policies; communication work is carried out in many flexible and regular forms, focusing on efficiency, so it has achieved very good results.

It is estimated that by the end of 2024, the total number of people participating in social insurance and health insurance will be 1,284,863, reaching 99.31% of the 2024 plan, an increase of 2.24% compared to 2023 with 28,196 people; of which the number of people participating in compulsory social insurance is 102,425, reaching 94.71% of the plan; the number of people participating in voluntary social insurance is 20,395, reaching 69.49% of the plan; the number of people participating in health insurance is 1,264,468, reaching 100% of the plan.
