Prioritize resources for comprehensive development of "agriculture, rural areas"

This achievement is the crystallization of the great efforts and determination of the Party Committee, government and people of the province, in which the policy system issued by the Provincial People's Council in the past terms plays an extremely important role.

Entering the implementation of the national target program on new rural construction, Ha Tinh had a low starting point, averaging 3.5 criteria/commune (4.7 nationwide), a poverty rate of 23.8%, and an average income per capita of 8.46 million VND/year. Meanwhile, the national target program on new rural construction requires the implementation of 19 criteria, requiring large resources. At forums and meetings with voters, the people expressed high consensus with the program. However, people were also concerned and worried when the internal resources of the people were very difficult, making it difficult to complete the criteria. The thoughts and aspirations of voters were listened to and accepted by elected representatives. Many surveys and working sessions of the provincial People's Council committees with departments, branches, and localities were carried out to grasp information and orient the development of appropriate mechanisms and policies.

At the 8th session of the 17th Provincial People's Council, the Provincial People's Council delegates voted to approve the Resolution on policies to encourage agricultural and rural development, new rural construction and civilized urban areas in Ha Tinh province in the period of 2019-2021 and the Resolution on a number of mechanisms and policies to create resources to build a number of districts meeting new rural standards in the period of 2018-2020.

With consensus, high determination, and the participation of the entire political system, the provincial People's Council delegates over the terms have unanimously voted and issued many synchronous and practical policies. Thousands of production models, new rural residential areas... have received timely support from the open mechanisms and policies of the resolutions for sustainable development.

Phu Khuong Seafood Processing and Purchasing Cooperative (Ky Xuan Commune, Ky Anh District) is one of hundreds of organizations, families, and individuals engaged in production, business, processing, preservation, and trade in the agricultural and rural sectors in Ha Tinh that have benefited from the policies of Resolution No. 123/2018/NQ-HDND on a number of policies to encourage agricultural and rural development and the mechanism for building new rural areas and urban areas in Ha Tinh Province in the period of 2019-2020 (Resolution 123). “The total amount of money disbursed by the Cooperative under Resolution 123 is more than 2 billion VND. This is truly a “turning point” to help the Cooperative develop its production scale and upgrade product quality. In 2019, Phu Khuong fish sauce products met the 3-star OCOP standard, and by 2021, it was upgraded to 4 stars,” said Ms. Le Thi Khuong - Director of the Cooperative.

“Based on Resolution 123, relevant departments, branches and localities have implemented policies synchronously, supporting organizations and individuals right from the planning, organizing production and business to the final stage of trade promotion. In the 2 years of 2019-2020, Ha Tinh has allocated a budget of nearly 60 billion VND for the OCOP program. In the journey of building new rural areas, the people and officials of Thach Ha district have been honored many times by the Ministry of Transport and the Prime Minister with emulation flags for their outstanding achievements in the emulation movement to develop rural transport - mountainous areas (in 2015, 2017 and 2018 - PV). This is a leading locality in taking advantage of the cement support policy to build roads and intra-field canals according to Resolution No. 32/2016/NQ-HDND and Resolution No. 123/2018/NQ-HDND of the Provincial People's Council. From the stimulus policy to support part of the funding, each year, the people of Thach Ha have mobilized counterpart resources to build about 100 km of new rural transport roads of all kinds.

“With the 100% cement support mechanism for commune, village, and alley roads, people have been “supported” to complete the rural traffic criteria. The completion of the traffic criteria has contributed to Thach Ha achieving the standards of a new rural district in 2020,” affirmed Mr. Nguyen Phung Luu, Head of the Economic and Infrastructure Department of Thach Ha district.

From the cement support, thousands of kilometers of intra-field canals and residential drainage have been built.

In the period of 2016-2021, the mechanisms and policies to support the construction of new rural areas stipulated in Resolutions No. 32/2016/NQ-HDND, 123/2018/NQ-HDND, 194/2020/NQ-HDND, 255/2020/NQ-HDND have been effective, contributing to promoting people's active participation in the construction of new rural areas, bringing the program deeper and more sustainable. In particular, the policies to support production development, building model new rural residential areas, and building rural transport infrastructure have strongly stimulated the resonance of people in village and hamlet communities.

Up to now, Ha Tinh has 1,105/1,627 villages meeting the standards of model new-style rural residential areas (accounting for 67.92% of the total number of villages), of which 1,043 villages have received policy support or direct support from the province. The cement support policy has helped localities mobilize large resources, contributing to the completion of the transport system; some localities have planned and implemented higher than the standard level. In the period of 2011-2019, the whole province has built and upgraded 7,438.69 km of rural roads, of which the cement support mechanism accounts for 64% of the total volume.

Rural transport is increasingly developed, some localities have planned and implemented higher than the standard.

During the implementation of the resolutions, the Provincial People's Council's monitoring delegations organized many inspections and supervisions to make appropriate supplements and adjustments to meet the practical requirements of new rural construction in each stage.

“The practice of building new rural areas increasingly requires a higher level of standards, along with that, there are still some problems and shortcomings in the implementation process. Therefore, the policy to encourage agricultural and rural development and the mechanism for building new rural areas and urban areas of Ha Tinh province according to resolutions: No. 123/2018/NQ-HDND, No. 194/2020/NQ-HDND, No. 255/2020/NQ-HDND have been reviewed, evaluated and adjusted and supplemented by the Provincial People's Council to suit the actual situation. Thanks to that, the results of building new rural areas are increasingly improved, effective and in-depth", affirmed Mr. Ngo Dinh Long - Deputy Chief of the Provincial New Rural Area Coordination Office.

On December 10, 2018, the Prime Minister signed Decision No. 1709/QD-TTg recognizing Nghi Xuan district as meeting the NTM standards in 2018. This is also the first locality in Ha Tinh to meet the NTM district standards.

According to the district leaders, although the political determination is very high, the people agree, but at the starting point with a very large amount of work, without the effective support of the system of mechanisms and policies, there will be many difficulties. Resolution No. 33/2016/NQ-HDND dated December 15, 2026 of the Provincial People's Council on a number of mechanisms and policies to create resources to build Nghi Xuan and Duc Tho districts to meet the new rural standards in the period 2016-2020 (Resolution 33) was issued, opening up many new opportunities and spaces. In particular, 100% support for land use fees and land auction fees in resettlement areas; taking advantage of local natural resources to implement the construction of infrastructure criteria in the district; Bonus for districts meeting NTM standards is 10 billion VND... In the context of limited direct budget support for the implementation of the NTM program, the mechanism of creating resources for districts has been effective. From there, the locality mobilized the participation of the entire political system and each citizen, gradually completing the criteria for NTM districts.

Based on the results of the two leading districts, in 2018, the Provincial People's Council continued to issue Resolution No. 155/2018/NQ-HDND on a number of mechanisms and policies to create resources to build districts that meet NTM standards in the 2019-2020 period (Resolution 155). Accordingly, the mechanisms and policies to support additional districts: Can Loc, Loc Ha and Vu Quang were expanded.

Priority mechanisms and policies continue to accompany Vu ​​Quang to become the first mountainous and border district in the country to be recognized by the Prime Minister as meeting NTM standards in 2020. New resources have contributed significantly to the district awakening its potential and advantages, developing farm and garden economy; strongly mobilizing socialized resources in implementing the criteria.

Mr. Nguyen Thieu Quang - Standing Deputy Secretary, Chairman of the District People's Council said that without strong stimulus from policies, Vu Quang would hardly have nearly 2,000 economic models with incomes of 100 million VND or more as it is today. Especially, with mountainous and border areas with "large land, sparse population, and fragmented terrain", Vu Quang has had more important resources to complete difficult criteria such as: transportation, irrigation, environment...

According to the report of the Provincial People's Committee, the total resources of the localities: Nghi Xuan, Duc Tho, Can Loc, Loc Ha and Vu Quang supported under the mechanism and policies in Resolution 33 and Resolution 155 of the Provincial People's Council are 1,409 billion VND (of which, Vu Quang is 47, Can Loc is 154, Loc Ha is 193, Duc Tho is 230 and Nghi Xuan is 785 billion VND). The policy has also promoted the role of leading the localities to mobilize an additional 955 billion VND from socialized sources to jointly implement the criteria for building a new rural district according to the set roadmap and plan.

After achieving the NTM standards, the districts are determined to reach higher goals, which are advanced NTM districts and model NTM districts. Up to now, the districts of Duc Tho, Thach Ha, and Can Loc have achieved 5/9 criteria for advanced NTM districts; Nghi Xuan has achieved 4/9 criteria for model NTM districts. This is a solid foundation for Ha Tinh to strive to achieve the goal of achieving the NTM provincial standards by 2025.

Vice Chairman of the Provincial People's Council Tran Van Ky said that in order to create resources to implement the goal of building the province to meet the new rural standards, on the basis of inheriting the policies issued by the province in the period of 2016-2020, in order to build a system of synchronous mechanisms and policies, at the 4th Session, the 18th Provincial People's Council issued Resolution No. 44/2021-NQ/HDND on a number of mechanisms and policies to support the creation of resources to successfully build Ha Tinh province to meet the new rural standards in the period of 2022-2025 (Resolution 44) and Resolution No. 51/2021/NQ-HDND stipulating policies to encourage agricultural and rural development associated with building the province to meet the new rural standards in Ha Tinh province in the period of 2022-2025 (Resolution 51).

At the 4th session, the 18th term Ha Tinh Provincial People's Council approved draft Resolution No. 44/2021-NQ/HDND and Resolution No. 51/2021/NQ-HDND.

The policies of the resolutions focus on three main contents: a group of policies aimed at social security for the majority of beneficiaries in production for farming households; a group of policies aimed at food hygiene and safety, environmental protection; a group of investment and development policies aimed at increasing the development indicators of the agricultural and rural sectors.

As a mountainous district with difficult economic conditions, ranked at the bottom of the province in building new rural areas, "supported" by Resolution 44 and Resolution 51, in 2022 - 2023, Huong Khe has absorbed nearly 80 billion VND in support resources. Thanks to that, in 2022, Huong Khe had 4 more communes meeting new rural standards, 3 communes meeting advanced new rural standards, 16 villages meeting model new rural residential areas; it is expected that by the end of 2023, 2 more communes will meet new rural standards. Mr. Phan Ky - Vice Chairman of Huong Khe District People's Committee said: "With the strong support from the province's mechanisms and policies and the strong determination of the entire political system, Huong Khe will strive to make the goal of meeting new rural district standards by 2024 a reality".

The newly issued policy, in addition to continuing to encourage the development of agricultural products along the chain from production, processing to consumption, also aims to support the implementation of environmental criteria - one of the difficult criteria in building a new rural province.

To have over 80% of households have domestic wastewater treated with appropriate measures, of which 35% are treated according to scientific and technological models as required by the NTM province, Resolution 44 supports poor, near-poor, and policy households with 1 million VND/household to treat wastewater and waste and 2 million VND/household to build septic tanks.

This is a humane policy, targeting vulnerable groups in the community and has received positive responses from the people. In 2 years (2022 - 2023), 8,588 new domestic wastewater treatment models and 9,232 new sanitation facilities have been built.

Cam Vinh Commune is the second locality of Cam Xuyen district (Ha Tinh) to successfully build a model new rural area.

Resolution of the 19th Provincial Party Congress, term 2020-2025 sets the goal: By 2025, Ha Tinh will meet the standards of a new-style rural province; per capita income will be higher than the average of the North Central provinces; and by 2030, it will strive to become a well-off province in the country.

To achieve this goal, together with the efforts and determination of the entire Party, government and people, there are synchronous, strong and practical policies that have been issued promptly. Closely following the roadmap for building a new rural province, mechanisms and policies to support the construction of new rural areas and encourage rural development are continuing to be implemented under the supervision of voters and people and reviewed, adjusted and supplemented appropriately by the Provincial People's Council. From there, it has contributed significantly to Ha Tinh overcoming difficulties and challenges, gradually completing the criteria for a new rural province with the aspiration to constantly build new values ​​for agriculture, farmers and rural areas.

The working delegation of the Ha Tinh Provincial People's Council supervised the topic "Current situation, effectiveness and sustainability of model new rural residential areas and cement support mechanism in the province" (October 2022).

According to the mid-term assessment of the pilot project for the province to meet new rural standards, by November 15, 2023, 2/10 criteria were completed, 5/10 criteria reached 60-80%, 3 criteria reached below 50%. By the end of 2023, it is expected that the whole province will have 100% of new rural communes (completing the project plan), 70 advanced new rural communes (78% of the plan), 13 model new rural communes (70% of the plan), 9/13 localities meeting the standards/completing the new rural tasks (69% of the plan).
