The investment plan for construction and relocation of provincial agencies to the Provincial Political and Administrative Center Area includes 15 projects. Of which, there are 2 resettlement and site clearance projects; 3 urban structure projects and 10 headquarters construction projects. Up to now, 2/15 projects have been completed and put into operation; 4/15 projects have basically ensured the plan's progress; 8/15 projects are behind schedule. After the steering committee meeting on December 13, 2023, there have been positive changes, such as: The Investment Project for Construction of Resettlement Areas and Points has approved 5 more options with an area of nearly ^15,000m2 ; The Dynamic Road Project has completed the additional counting of 148/291 households; The Provincial Guest House Project has an estimated volume of 37%; The Provincial People's Court Headquarters Project has started construction.

The conference discussed difficulties and obstacles in implementation such as: The province's capital allocation capacity is difficult, not meeting the demand (in 2023, the total capital allocated for projects is 565 billion VND, while the capital demand is about 876 billion VND). Compensation for site clearance in many projects is facing difficulties, with a large workload. Legal regulations on investment related to the issue of separating a compensation project for site clearance have not been clarified. Coordination is still lacking, heavily based on administrative procedures, not proactively following tasks to promptly handle arising issues; some tasks related to project appraisal still lack coordination...

Comrade Pham Duc Toan, Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee reported on the progress of project implementation.

Provincial Party Secretary Tran Quoc Cuong requested the Party Committee of the Provincial People's Committee to lead the Provincial People's Committee to direct agencies and localities to accelerate the completion of work contents of each project; direct the counting, evaluation, and clarification of responsibilities of relevant agencies, units, and individuals in the delay. For Dien Bien Phu City, it is necessary to focus on resolving issues under its authority, issues commented by the Provincial People's Committee, departments, and branches; it is necessary to identify key tasks and specific roadmaps for effective implementation. In particular, coordinate with agencies, investors, and construction units to accelerate the site clearance progress in order of priority for works and projects. Proactively hand over cleared sites to investors for timely construction; promptly report on issues beyond authority as prescribed. Prioritize accelerating the completion and inauguration of the Provincial People's Court headquarters; accelerate the site clearance progress for the road leading to the Provincial Social Insurance headquarters; Focus on implementing the project of building resettlement areas and points in the Provincial Political and Administrative Center; the project of drainage ditches for resettlement areas, from Noong Bua regulating lake to D6C bridge under the Project of stabilizing population and developing socio-economics in the resettlement area of Son La hydropower plant, Dien Bien Phu city.
