UNFPA, KOICA increase support for Vietnam to end gender-based violence

Today, Mr. Matt Jackson, UNFPA Representative in Viet Nam, and Mr. Lee Byung Hwa, KOICA Country Director in Viet Nam, launched two important projects funded by KOICA. These projects aim to replicate the One-Stop Service Center model (Ngoi Nha Anh Duong) in many localities across the country and support emergency relief and post-disaster recovery in Quang Ninh. The two projects are expected to be completed by the end of 2027 with close cooperation between UNFPA, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Culture, Sports and Tourism and local partners.

Phase 1 of the project (2017-2021) established the first Sunshine House in Quang Ninh in 2020, providing comprehensive support services to victims of gender-based violence. The first follow-up phase, implemented from 2022, focuses on maintaining the sustainability of the centre while spreading positive impacts to the community. Awareness raising and behaviour change efforts have significantly improved violence prevention.

Following that success, KOICA decided to fund the second phase of the project to replicate the Sunshine House model in other localities. The project promotes multi-sectoral responses to violence against women and girls at both central and local levels. In particular, the project prioritizes support for vulnerable groups such as people with disabilities and the LGBTQI+ community.

At the same time, the project also helps raise awareness of violence and sexual harassment in the workplace, especially in industrial zones. A core component of this project is behaviour change, encouraging the participation of men and boys in targeted communication campaigns to promote positive masculinity and address the root causes of violence.

In addition, in 2025, KOICA will fund a follow-up project to enhance the emergency response and post-disaster recovery capacity of the Quang Ninh One-Stop Service Center. The project will provide technical assistance and enhance disaster response capacity at the local level, ensuring that communities have the capacity to handle emergency situations related to gender-based violence.

Speaking at the ceremony, Mr. Matt Jackson emphasized: “The two new projects funded by KOICA are an important effort to prevent and respond to gender-based violence and provide ongoing support services to victims of violence in Vietnam. This is also an opportunity for Vietnam to learn from international experiences to improve the effectiveness of violence prevention.” He also emphasized the significance of the project in the context of Vietnam still recovering from the severe damage caused by Typhoon Yagi.

Mr. Lee Byung Hwa, KOICA Country Director in Vietnam, affirmed: “This project is a testament to the effective cooperation between KOICA, UNFPA and central and local partners. We believe that these efforts will contribute to building a safe and equal society for women and girls in Vietnam. KOICA is committed to continuing to accompany to realize this goal.”

 

- Ánh Dương House provides essential, comprehensive and integrated services to women and girls who are and/or are at risk of gender-based violence and domestic violence. All services provided at Ánh Dương House are based on the principle of victim-centeredness, in which victims are respected and protected for their dignity, while ensuring their privacy and confidentiality.

- The first Anh Duong House was opened by the Ministry of Labor, Invalids and Social Affairs (MOLISA) in Quang Ninh in April 2020 with technical and financial support from UNFPA and KOICA. In 2022, UNFPA mobilized financial support from the Governments of Japan and Australia to replicate and implement the One-Stop Service Center model in three other provinces, including Thanh Hoa, Da Nang and Ho Chi Minh City. Recently, the fifth Anh Duong House was opened in Hoa Binh with funding from the Australian Government.
