At the same time, raise awareness of the city's departments, branches and localities about the position and importance of foreign information work in the new situation; affirm that foreign information work is an important part of the Party's political, ideological and foreign affairs work, State diplomacy and people's diplomacy.
Thereby, strengthening communication work to promote the image and potential of Hanoi abroad, creating a foundation for building the brand, positioning the image of the Capital; spreading the image, culture and people of the Capital to friends in the region and internationally.

Implementation content: Implement legal documents and issue documents directing and operating foreign information activities. Arrange personnel and organize training and professional development for officers in charge of foreign information work. Implement foreign information activities in the city.
Implementation organization: The Department of Information and Communications presides over and coordinates with departments, branches, sectors, People's Committees of districts, towns to develop and implement Projects, Programs, and Plans for foreign information activities in 2025. Presides over and coordinates with relevant agencies and units to carry out management, operation, and information provision for the foreign information system at international border gates in Hanoi. Presides over and coordinates with relevant agencies and units to promote the image of Hanoi Capital on the Foreign Information Portal (Vietnam.vn) of the Department of Foreign Information; promote the image of Hanoi Capital abroad in a new way.
At the same time, preside over and coordinate with relevant agencies and units to inspect and prevent bad information, refute wrong views on foreign policies and guidelines and policies of the Party and State; propagate issues on human rights, sovereignty over seas, islands, national borders and territories, etc. Preside over and coordinate with relevant agencies and units to organize training and professional development for officers in charge of foreign information of departments, branches, sectors, districts, towns and cities.
The People's Committees of districts, towns and cities proactively improve the quality of foreign information activities in many forms; mobilize the active participation of all classes of people in the capital, people at home and abroad, the foreign community in Vietnam and international friends. Direct specialized agencies to organize propaganda and effectively implement foreign information work, especially people-to-people diplomacy activities, raise awareness and promote peace, cooperation, solidarity and friendship activities.
In addition, the City People's Committee requires ensuring close coordination between central and city agencies, departments, branches, sectors and socio-political organizations of the city in the process of implementing foreign information work. Timely, complete, regular, continuous and correct dissemination of information to the right audience; content and methods of implementing foreign information continue to be innovated towards modernization, diversifying information channels. Strengthening the implementation of foreign information work on cyberspace, in which applying science and technology, digital transformation to innovate the way of doing foreign information, creating positive spillover effects.
