On the afternoon of February 28, the Provincial People's Committee continued its work program, discussing the contents of the 2025 Thematic Session, the 19th Provincial People's Council, term 2021 - 2026 and other contents according to the Working Regulations. Comrade Truong Quoc Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation chaired the conference.
Attending the conference were comrades: Dang Thanh Son, member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council; Vice Chairmen of the Provincial People's Committee; leaders of the Provincial Fatherland Front Committee; members of the Provincial People's Committee; leaders of departments, branches, and committees of the Provincial People's Council; leaders of the Provincial Party Committee Office, Office of the National Assembly Delegation and Provincial People's Council, Office of the Provincial People's Committee; leaders of People's Committees of districts, cities, and towns.
Continuing the working content, the delegates discussed and gave opinions on the contents of the submissions and draft resolutions expected to be submitted at the 2025 Special Session of the 19th Provincial People's Council, term 2021 - 2026. Accordingly, the Department of Labor - Invalids and Social Affairs, the Department of Agriculture and Rural Development, the Provincial Military Command submitted the submissions and draft resolutions: support policies for poor households in the province; decision on the policy of converting forest use to other purposes to implement projects in the province; regulations on the level of daily allowances for militia forces in the province. Regarding these contents, the Chairman of the Provincial People's Committee requested the Department of Agriculture and Rural Development to review and promptly supplement the list of forest land to complete the draft; For other contents, it is requested that units urgently complete the submission documents and draft resolutions before March 5 so that the Provincial People's Committee Office can submit them to the Provincial Party Committee and the Provincial People's Council Committees for appraisal.
Also at the meeting, delegates discussed and gave opinions on other contents within their authority. The Department of Finance and the Department of Industry and Trade presented draft decisions on the establishment, consolidation of the organization and operation of the Land Development Fund of Ha Nam province; regulations on management, financial revenue and expenditure for festival organization and donation money, sponsorship for relics and festival activities; regulations on decentralization of market management in the province. Concluding this content, the Chairman of the Provincial People's Committee requested the units to promptly complete the draft documents to submit to the Provincial People's Committee; the Department of Finance continues to study the content of establishing the Land Development Fund of Ha Nam province, ensuring compliance with regulations.
The Department of Agriculture and Rural Development submitted a draft Decision on promulgating regulations on unit prices for compensation for damage to crops and livestock when the State acquires land in Ha Nam province. Regarding this content, the Chairman of the Provincial People's Committee requested that localities continue to coordinate in reviewing and researching to supplement the draft content to ensure it is appropriate and in accordance with regulations.
The Provincial People's Committee also agreed with the contents of the Department of Information and Communications, Department of Labor - Invalids and Social Affairs, Department of Home Affairs to abolish a number of decisions of the Provincial People's Committee.
