On the afternoon of October 17, at the headquarters of the Central Foreign Affairs Commission, comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, had a working session with Japanese partners on exchanging experiences and supporting the preservation of the ancient capital's cultural heritage.
Attending the meeting were Mr. Watanabe Shige, Deputy Ambassador - Minister of the Embassy of Japan in Vietnam; Comrade Tong Quang Thin, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; representative of the Japan International Cooperation Agency (JICA) in Vietnam; leaders of the China - Northeast Asia Department, Central Foreign Affairs Commission; leaders of the Department of Culture and Sports, Department of Tourism, Office of the Provincial People's Committee.
Speaking at the meeting, Chairman of the Provincial People's Committee Pham Quang Ngoc gave an overview of the geographical location, cultural heritage system and orientation for preserving the cultural heritage of Ninh Binh province.

Accordingly, Ninh Binh is a locality with a long-standing historical and cultural tradition, a place rich in traditional cultural heritages of Vietnam, a place that marks human history. More than 30 thousand years ago, Ninh Binh was the place chosen by prehistoric people as a place to gather and live. In the 10th century, Hoa Lu - Ninh Binh was chosen as the capital of Dai Co Viet State (for 42 years, 968-1010), creating the premise for the brilliant development of Vietnamese feudal state institutions in the following periods.
Ninh Binh is also the only place in Vietnam and Southeast Asia to possess the "double" title recognized by the United Nations Educational, Scientific and Cultural Organization (UNESCO): Trang An Scenic Landscape Complex World Cultural and Natural Heritage. Currently, Ninh Binh has nearly 2,000 tangible cultural heritages and nearly 500 intangible cultural heritages. Those values have been identified by Ninh Binh province as the foundation, resources and driving force for sustainable development.
After more than 30 years of re-establishing the province, with the right and appropriate policies and steps, and the determination to firmly implement strategic breakthroughs in the direction of "Green and Sustainable" development, Ninh Binh province's economy in recent years has risen and developed harmoniously in 3 areas: Agriculture - Industry and Services, especially the tourism industry has grown strongly and is gradually becoming a key economic sector.
In 2014, the Prime Minister approved the Ninh Binh Urban Master Plan to 2030, with a vision to 2050. The Ninh Binh Provincial Party Committee issued Resolution No. 16, dated August 23, 2023, on the arrangement of district and commune-level administrative units in Ninh Binh province, period 2023-2030. In particular, the goal by 2025 is to merge Ninh Binh city and Hoa Lu district, and at the same time arrange the subordinate administrative units associated with shaping the nature of the new administrative unit after the merger as "Ancient Capital - Heritage Urban Area", based on the unique values of natural geography - ecology, culture - history, owning the World Cultural and Natural Heritage of Trang An, Hoa Lu Ancient Capital.
The Chairman of the Provincial People's Committee also hopes that the Government, localities, organizations and individuals of Japan will exchange and share with the province their experiences in preserving and conserving cultural values, heritage, and planning and building heritage cities. At the same time, he hopes that in the coming time, Ninh Binh province will continue to receive the attention, connection and support of the Embassy of Japan in Vietnam to build Ninh Binh into an Ancient Capital - Heritage City, towards sustainable development goals.

Mr. Watanabe Shige, Deputy Ambassador - Minister of the Embassy of Japan in Vietnam, expressed his impression of the cultural heritages of Ninh Binh province through his visits and work in the province. He affirmed that promoting cooperation between Japan and Ninh Binh in preserving and promoting the values of heritage and culture is a very important and meaningful activity, especially on the occasion of the 50th anniversary of the establishment of relations between Japan and Vietnam.
The Deputy Ambassador - Minister of the Embassy of Japan in Vietnam also introduced some forms of Japanese aid for the preservation and promotion of heritage values, and affirmed that he will further promote cooperation activities in various fields, especially in the cultural field, with Ninh Binh province in the coming time.
At the meeting, Ninh Binh provincial leaders and delegates focused on discussing and proposing a number of areas in which the province wishes to receive Japanese cooperation, support, and experience sharing, especially support for Ninh Binh province in archaeology, conservation, and restoration of Hoa Lu Ancient Capital, conservation, restoration, and promotion of the value of cultural heritages in general and the construction of the Ancient Capital - Heritage urban area in particular.
The representative of the Japanese partner also clarified some forms of Japanese aid in the field of cultural and heritage preservation at present, such as: aid through the Japan International Cooperation Agency (JICA) in Vietnam, non-refundable cultural aid, etc.
At the end of the working session, Chairman of the Provincial People's Committee Pham Quang Ngoc thanked the Japanese Embassy for its attention and profound sharing, considering this a way to further promote the relationship between Ninh Binh and Japan in many fields, especially the cultural field in the coming time.
He also respectfully invited the Embassy and Japanese organizations to visit and work in Ninh Binh, especially to attend the Kansai meeting event with the participation of 50 businesses to be held in Ninh Binh in the near future.
