In 2009, the road was started but due to lack of capital, two new lanes were built and put into use in 2016. Continuing the project, at the end of 2021, the remaining part of the project was completed according to the plan.
The project, also known as the Cua Dai Nam Hoi An bridge approach road, is part of the environmental development and urban infrastructure project to respond to climate change.
The project spans three localities: Duy Xuyen, Thang Binh and Tam Ky City. The road is designed at level II, with a design speed of 70km/h and a cross-section width of 38m. The road surface is 10m wide on each side, with two lanes for motor vehicles and one lane for non-motorized vehicles. The median strip is 2.5m wide and the sidewalks on each side are 7.5m wide.

This route helps shorten the distance from Da Nang to Tam Ky City by about 10km, reducing traffic pressure on National Highway 1.
The road has also been invested in a new lighting system, and trees have been planted to create a landscape in the median strip. The sidewalks have been planted with trees to create shade, and grass has been planted on sections passing through urban areas and tourist areas, and 9 traffic light clusters have been installed at intersections.
The project will start construction at the end of 2021 and be completed at the end of 2023, with a total capital of 700 billion VND invested by the Quang Nam Traffic Construction Investment Management Board.
The road mainly runs through protective forests, sandy beaches, resorts and coastal entertainment areas.

Quang Nam province plans Vo Chi Cong road to develop coastal tourism combining urban and industrial areas, and is also the eastern axis connecting and expanding development space with Da Nang city and Quang Ngai.
Along with the Da Nang - Quang Ngai Expressway and National Highway 1, this route is a vital inter-regional traffic axis, creating momentum for economic development in the central coastal region and eastern Quang Nam.
The route also plays an important role in orienting tourism development, services as well as industrial development.
Many people on the road admire the beautiful, wide road, with a full system of traffic lights, signs, lighting, trees, and smooth traffic. They compare it to the "coastal highway" of Quang Nam.
In January 2024, the above management board continued to break ground on component project 1 to complete coastal road 129 (also known as coastal road project 129 phase 2). The project starts at the intersection with National Highway 40B (Tam Ky city), ends at the intersection of DT 620 road (Nui Thanh district), is about 26km long, has a design speed of 70km/h, and a roadbed width of 38m. In addition, there are 6 bridge works, drainage system, lighting, trees, with a total cost of 1,076 billion VND.
