During the visit, the two sides issued a Vietnam-China Joint Statement on continuing to deepen and elevate the comprehensive strategic cooperative partnership and building a Vietnam-China Community of Shared Future of strategic significance.
Vietnam News Agency (VNA) respectfully introduces the full text of the Joint Statement as follows:
1. At the invitation of General Secretary of the Central Committee of the Communist Party of Vietnam Nguyen Phu Trong and President of the Socialist Republic of Vietnam Vo Van Thuong, General Secretary of the Central Committee of the Communist Party of China and President of the People's Republic of China Xi Jinping paid a State visit to Vietnam from December 12 to 13, 2023.
During the visit, General Secretary and President Xi Jinping held talks with General Secretary Nguyen Phu Trong, President Vo Van Thuong, and met with Prime Minister Pham Minh Chinh and National Assembly Chairman Vuong Dinh Hue.
The two sides believe that Vietnam and China are good neighbors, good friends, good comrades, good partners, both are socialist countries led by the Communist Party, have similar political regimes, common ideals and beliefs, close development paths, the same aspirations, share a common future, both strive for the happiness of the people and the prosperity of the country, and strive for the noble cause of peace and progress of mankind.
In order to inherit and promote the tradition of friendship "the close friendship between Vietnam and China, both comrades and brothers", continue to deepen and further enhance the Vietnam - China Comprehensive Strategic Cooperative Partnership, the two sides agreed to build a Vietnam - China Community of Shared Future of strategic significance, making efforts for the happiness of the people of the two countries, for the cause of peace and progress of mankind.
Vietnam supports the establishment of a Community with a Shared Future for Humanity, the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative. The above initiatives aim to protect the common interests of all mankind, for the cause of peace, justice and progress of the people of the world, and to meet the aspirations of people of all countries to build a better world.
The two sides agreed that the development of relations between countries must comply with the United Nations Charter, international law and basic norms of international relations, adhere to mutual respect, equality, mutual benefit, win-win cooperation, respect each other's sovereignty and territorial integrity, and persist in resolving disagreements through peaceful means.
According to the above orientations, the two sides agreed to promote Vietnam-China relations to enter a new stage with higher political trust, more substantive defense-security cooperation, deeper substantive cooperation, a more solid social foundation, closer multilateral coordination, better control and resolution of disagreements, joining hands to promote the development of world socialism, and actively contributing to the cause of peace and progress of mankind.
2. In a friendly and frank atmosphere, the two sides informed each other of the situation of each Party and each country, as well as the theory and practice of building socialism; expressed joy at the great and historic achievements that each Party and each country had made in the cause of national development, modernization and building socialism in accordance with the situation of their respective countries; and believed that this fully demonstrated the vitality and superiority of the socialist regimes in Vietnam and China.
The Vietnamese side warmly congratulated and highly appreciated the great achievements that the Party, Government and People of China have made in the 10 years of the new era and the important achievements in thoroughly implementing the spirit of the 20th National Congress of the Communist Party of China. The Vietnamese side wished and believed that, under the steadfast leadership of the Central Committee of the Communist Party of China with Comrade Xi Jinping as the core, under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the Party, Government and People of China will certainly continue to enrich and open up the path of Chinese-style modernization, constantly improve people's democracy throughout the process, vigorously promote the new great project of Party building, complete on time the goals and tasks set by the 20th National Congress of the Communist Party of China, successfully realize the second 100-year goal of striving for building China into a strong, prosperous, democratic, civilized, harmonious and beautiful socialist modern power.
The Chinese side supports and highly appreciates the achievements that Vietnam has made in nearly 40 years of renovation, 10 years of implementing the "Platform for National Construction in the Transitional Period to Socialism (amended in 2011)", especially the important and comprehensive achievements since the 13th National Congress of the Communist Party of Vietnam, promoting Vietnam's comprehensive strength and international influence to unprecedented heights. The Chinese side wishes and believes that, under the correct leadership of the Central Committee of the Communist Party of Vietnam headed by General Secretary Nguyen Phu Trong, the Party, State and People of Vietnam will certainly successfully implement the major goals and tasks set by the 13th National Congress of the Communist Party of Vietnam, building Vietnam into a developed country with a high income following a socialist orientation by 2045. The Chinese side affirms its support for Vietnam to develop prosperously, the people to be happy, build a strong, independent and self-reliant economy, promote the synchronous cause of innovation, industrialization, modernization, comprehensive international integration, develop open and friendly foreign relations, and promote an increasingly important role for peace, stability, development and prosperity of the region and the world.
3. The two sides reviewed the development of the relationship between the two Parties and the two countries of Vietnam and China; appreciated the valuable and selfless assistance that the two Parties, the two countries and the two peoples have given to each other in different periods; agreed that the traditional friendship of "being both comrades and brothers" personally established and cultivated by President Ho Chi Minh, Chairman Mao Zedong and previous leaders is a valuable asset of the people of the two countries, which needs to be well inherited, well protected and well promoted. The Party, State and People of Vietnam always highly appreciate and appreciate the strong support and great assistance of the Party, State and People of China in the cause of national independence and liberation, as well as in the cause of building socialism and developing the country.
At the turn of the century, Vietnam and China established the motto of “friendly neighbors, comprehensive cooperation, long-term stability, looking towards the future” and the spirit of “good neighbors, good friends, good comrades, good partners”. 15 years since the two countries established a comprehensive strategic cooperative partnership in 2008, cooperation in all fields has achieved positive and comprehensive progress. Entering the new era, Vietnam - China relations have continuously expanded and deepened, especially after the closing of the 20th National Congress of the Communist Party of China, General Secretary and President Xi Jinping invited General Secretary Nguyen Phu Trong to make a historic visit to China, promoting Vietnam - China relations to a new height.
Looking to the future, China emphasized its persistent policy of friendship with Vietnam, considering Vietnam a priority in neighborly diplomacy.
The Vietnamese side affirmed that it always considers the Vietnam-China relationship a top priority in Vietnam's foreign policy of independence, self-reliance, multilateralization and diversification. This is the strategic choice of both sides.
The two sides emphasized and firmly supported the two Parties, two countries and two peoples to persistently pursue strategic autonomy and autonomously choose development paths suitable to their respective countries' situations; persistently and properly handle and actively resolve disagreements through peaceful means on the basis of mutual understanding, mutual respect, in accordance with international law, maintain the good development momentum of Vietnam-China relations, and make more positive contributions to peace, stability and development in the region and the world.
Based on the above common perceptions, in the context of the world situation undergoing rapid, complex, unpredictable and unprecedented developments, the two sides agreed to firmly adhere to the political orientation of the top leaders of the two Parties and two countries, to perceive and develop the Vietnam - China relationship from a strategic height and long-term vision, to follow the motto of "16 words" and the spirit of "4 goods", to take the occasion of the 15th anniversary of the establishment of the Comprehensive Strategic Cooperative Partnership as an opportunity, to build a Vietnam - China Community of Shared Future of strategic significance, to strive for the happiness of the people of the two countries, for the cause of peace and progress of mankind.
4. To continue to deepen and elevate the Comprehensive Strategic Cooperative Partnership, firmly promote the building of the Vietnam-China Community of Shared Future, the two sides agreed to promote the overall coordination role of the Vietnam-China Bilateral Cooperation Steering Committee, actively promote cooperation in the coming time, focus on the following 6 major cooperation directions, identify goals, perfect mechanisms, propose measures, and urge implementation:
4.1. Higher political trust
To focus on grasping the development direction of Vietnam-China relations, the two sides agreed to increase strategic exchanges, persist in treating each other equally, respecting each other, and further strengthening political trust.
(1) The two sides agreed to continue to further strengthen close exchanges between the high-ranking leaders of the two Parties and two countries through forms such as bilateral visits, sending special envoys, hotlines, exchanging emails, annual meetings and contacts at multilateral forums, promptly exchanging strategies on important issues in bilateral relations and regional and international situations of mutual concern, and providing strategic orientation and direction for the stable and healthy development of relations between the two Parties and two countries in the new period.
(2) The two sides agreed to fully promote the special role of the Party channel, further strengthen the direction and coordination of the High-level Meeting mechanism between the two Parties and the promoting and coordinating role of the foreign affairs agencies of the two Parties; improve the effectiveness of exchanges and cooperation between the respective agencies of the two Parties at the Central level, local Party organizations of the two countries, especially in border provinces (regions); through the mechanism of Theoretical Workshops between the two Parties, plans for cooperation in training cadres, delegation exchanges through the Party channel, enhance exchanges and mutual consultations on Party building and national management, building socialism and in areas such as organization, propaganda/education, discipline inspection, anti-corruption, judicial reform, mass mobilization/united front, socio-economy. Further strengthen friendly exchanges and cooperation between the Government of Vietnam and the Government of China, the National Assembly of Vietnam and the National People's Congress of China, the Vietnam Fatherland Front and the Chinese People's Political Consultative Conference.
(3) The two sides agreed to effectively implement the Agreement on further deepening cooperation in the new period between the two countries' Foreign Ministries; maintain regular contacts between the leaders of the two Foreign Ministries; continue to effectively organize annual diplomatic consultations, enhance exchanges at the corresponding Department (Office) level, effectively implement the staff training plan, and support and facilitate the improvement of headquarters and housing conditions of the two countries' diplomatic missions.
(4) The Vietnamese side reaffirms its firm adherence to the “one China” policy, recognizes Taiwan as an inseparable part of Chinese territory, resolutely opposes any form of “Taiwan independence” separatist action, supports the principle of non-interference in the internal affairs of other countries, and does not develop any state-level relations with Taiwan. The Vietnamese side believes that the issues of Hong Kong, Xinjiang, and Tibet are China’s internal affairs, and believes that under the leadership of the Chinese Party and Government, these regions will maintain stability and develop prosperously. The Chinese side expressed its appreciation for this. The Chinese side supports the Vietnamese side’s efforts in maintaining social stability, ensuring national security, and promoting national unity."
4.2. More substantive defense and security cooperation
Defense and security cooperation is one of the pillars of the Vietnam-China relationship, playing an important role in strengthening strategic trust between the two Parties and the two countries. To protect their respective countries' security and contribute to maintaining peace, security and stability in the region and the world, the two sides agreed to strengthen cooperation mechanisms on defense, public security, security, the Supreme Court, the Supreme Procuracy, study and build an exchange mechanism between the respective judicial agencies of the two countries, and promote the following key cooperation:
(1) The two sides agreed to further strengthen high-level exchanges between the two armies; promote the role of channels such as the Border Defense Friendship Exchange, the Defense Strategy Dialogue and the Hotline between the two Defense Ministries; effectively implement the "Joint Vision Statement on Defense Cooperation to 2025" between the two Defense Ministries. Strengthen exchanges and cooperation between the two armies in areas such as political work, personnel training, joint research; further strengthen cooperation in defense industry, joint exercises and training, medical logistics, United Nations peacekeeping and non-traditional security. Continue to deepen border cooperation, promote joint border patrols on land, encourage border posts of the two countries to establish friendly relations, and strengthen coordination in border management and protection. Continue to effectively implement joint patrols in the Gulf of Tonkin and military ship visits; deepen the exchange and cooperation mechanism between the navies and coast guards of the two countries.
(2) The two sides agreed to increase high-level exchanges between law enforcement agencies of the two countries; promote the role of the Ministerial Conference on Crime Prevention and the Strategic Security Dialogue; establish a Deputy Ministerial Dialogue on Political Security and a Hotline between the two Ministries of Public Security. Strengthen cooperation between the Ministry of Public Security of Vietnam and the security and law enforcement agencies of China in the fields of security and intelligence, especially deepening cooperation in protecting government security and regime security; strengthen cooperation in traditional and non-traditional security fields such as counter-terrorism, prevention of online fraud, cyber security, immigration management, illegal border crossing, and arrest of criminals who have fled abroad. Deepen cooperation and exchange of experiences in the fields of economic security, food security, energy, water resources, and reform and opening up. Strengthening intelligence exchanges between the two sides and coordinating experience sharing and cooperation in issues of counter-intervention, counter-secession, prevention of “peaceful evolution” and “color revolution” by hostile and reactionary forces. Strengthening cooperation in preventing violations of religious laws and managing foreign non-governmental organizations; promoting cooperation in training cadres. Strengthening cooperation in protecting the safety of agencies, businesses and citizens of one country in the other.
(3) The two sides agreed to strengthen cooperation in the legal and judicial fields, creating a legal basis for comprehensive cooperation between Vietnam and China in all fields; actively implement the obligations of international treaties to which both sides are members. Effectively implement the "Agreement between the Socialist Republic of Vietnam and the People's Republic of China on Judicial Assistance in Civil and Criminal Matters", "Extradition Agreement between the Socialist Republic of Vietnam and the People's Republic of China"; promote the "Agreement between the Socialist Republic of Vietnam and the People's Republic of China on the Transfer of Convicted Prisoners" to be effectively implemented; promote the Memorandum of Understanding on Cooperation between the two countries' Ministries of Justice to achieve substantive results, jointly perfect the judicial assistance mechanism between the two sides; study the establishment of methods for resolving civil and border trade disputes; promote local legal and judicial cooperation with bordering areas in appropriate forms.
4.3. Deeper Substantive Cooperation
In order to persist in win-win cooperation, serve the development of the two countries, promote regional and world economic recovery and sustainable growth, the two sides will strengthen corresponding cooperation mechanisms in the fields of infrastructure, industrial investment, trade, agriculture, finance and currency; study and build cooperation mechanisms between state-owned enterprises and state-owned enterprises, transport agencies, and promote the following key cooperation:
(1) Jointly build “Two Corridors, One Belt” and “Belt and Road”
The two sides agreed to promote the connection of development strategies between the two countries and effectively implement the "Cooperation Plan connecting the framework of Two Corridors, One Belt with the Belt and Road Initiative between the Government of the Socialist Republic of Vietnam and the Government of the People's Republic of China".
Promote the connection of standard gauge railways across the Vietnam - China border, study and promote the construction of the Lao Cai - Hanoi - Hai Phong standard gauge railway, and study the Dong Dang - Hanoi and Mong Cai - Ha Long - Hai Phong standard gauge railways at the appropriate time.
Accelerate the promotion of border infrastructure construction, including the construction of the Red River Bridge in the Bat Xat (Vietnam) - Ba Sai (China) border area. Encourage businesses of the two countries to cooperate in the fields of road infrastructure, bridges, railways, clean electricity, telecommunications, and logistics; continue to closely coordinate, promote and facilitate cooperation in road, air, and rail transport, and strengthen logistics cooperation.
(2) Investment
The two sides agreed to effectively implement the economic-trade cooperation zone, focusing on enhancing investment cooperation in areas such as agriculture, infrastructure, energy, digital economy, and green development. Encourage and support enterprises with capacity, reputation, and advanced technology to invest in the other country in areas suitable to the needs and sustainable development strategies of each country, creating a fair and favorable business environment for these enterprises. Accelerate the implementation of projects using non-refundable aid from the Chinese Government to Vietnam, including the Project to build a new facility 2 of the Traditional Medicine Hospital.
The two sides agreed to deepen the exchange of experiences in reforming state-owned enterprises and state capital management in enterprises, and cooperate in training human resources between the two countries, especially senior management personnel of state-owned enterprises; encourage state capital management agencies in enterprises of the two countries to exchange and connect, creating favorable conditions for enterprises of the two countries to strengthen mutually beneficial cooperation. Actively seek the possibility of strengthening bilateral and multilateral cooperation in the key mineral sector based on market principles and the spirit of practicality, sustainability, and ensuring security of the energy production and supply chain.
(3) Commerce
The two sides agreed to apply practical measures to expand the scale of bilateral trade in a balanced and sustainable manner. Promote the role of the Regional Comprehensive Economic Partnership (RCEP) and the ASEAN-China Free Trade Area; strengthen cooperation on platforms such as the China International Import Expo (CIIE), the ASEAN-China Expo (CAEXPO), and the China Import and Export Fair (Canton Fair); expand the export of key products of one country to the other. The two sides agreed to strengthen cooperation in the field of standardization, ensuring harmonization of standards for goods and products of Vietnam and China, especially agricultural products, creating favorable conditions for bilateral trade cooperation. The Chinese side will actively promote the process of opening the market for Vietnamese agricultural products such as fresh coconuts, frozen fruit products, citrus fruits, avocados, custard apples, rose apples, traditional Chinese medicinal herbs of plant origin, buffalo meat, beef, pork, and products from livestock and poultry. The Vietnamese side will actively promote the import of Chinese sturgeon, enhance exchanges between industry organizations of the two sides, and promote the healthy development of related industries of the two countries.
The two sides agreed to apply effective measures to ensure the smooth supply chain of goods serving production and consumption between the two countries and in the region. Improve customs clearance efficiency, promote the pilot construction of smart border gates on the dedicated road for transporting goods through the area of landmarks 1088/2-1089 and the dedicated road for transporting goods at Tan Thanh - Po Chai border gate (area of landmarks 1090-1091) of Huu Nghi international border gate (Vietnam) - Huu Nghi Quan (China); rationally divide import and export goods at border gates, ensuring the smooth operation of key border gates. The two sides agreed to actively promote the role of the Vietnam - China Trade Facilitation Working Group, continue to exploit the potential of bilateral trade; promote the implementation of the “Memorandum of Understanding between the Ministry of Industry and Trade of Vietnam and the Ministry of Commerce of China on strengthening the security of the supply chain of goods between Vietnam and China”, maintain the safety and stability of the production and supply chain between the two countries. The two sides agreed to promote the role of the Working Group on E-commerce Cooperation, promote enterprises of the two countries to implement e-commerce cooperation.
The two sides agreed to promote the role of the Joint Land Border Committee and the Vietnam-China Border Gate Management Cooperation Committee, continue to effectively implement the three legal documents on the Vietnam-China land border and related agreements; strengthen security and order management in border areas; actively promote the opening and upgrading of border gates. Continue to effectively implement the "Agreement on vessels traveling in the free movement area at the mouth of the Bac Luan River". Study and implement cooperation in granting each other "Authorized Enterprise Certificates" (AEO), enhance "one-stop" exchanges and cooperation, continue to deepen cooperation in law enforcement against smuggling, and promote the "Mekong Dragon" International Law Enforcement Coordination Action to achieve more results.
The Chinese side supports the opening of the Vietnamese Consulate General in Chongqing and the Vietnamese Trade Promotion Offices in Chongqing and Hangzhou (China) to play an active role in economic and trade cooperation between the two countries; and is willing to continue to create favorable conditions for the Vietnamese side to soon open more trade promotion offices in relevant localities of China.
The two sides support the local governments of the two countries to establish a coordination mechanism, especially in localities with relatively large economic scale and population inland, jointly organize trade and investment promotion activities to exploit the potential and strengths of each side, creating new growth momentum for economic, trade and investment cooperation between the two countries. Continue to support railway enterprises of the two countries to strengthen cooperation to improve the efficiency of Vietnamese goods transiting China.
(4) Finance, currency
The two sides agreed to continue to strengthen exchanges and cooperation between the State Bank of Vietnam and the People's Bank of China and between the financial supervision and management agencies of the two countries. Promote the role of the Working Group on Financial and Monetary Cooperation to promote monetary cooperation between the two countries. Support the two sides to deepen cooperation at the Asian Infrastructure Investment Bank, and provide capital support for related projects according to the Bank's strategies, policies and procedures.
(5) Food security and green development
The two sides agreed to actively promote cooperation in agricultural technology and exchange agricultural policies, research and implement cooperation in areas such as low-carbon agriculture, digital agriculture, green agriculture, soil and water resource protection, promotion of green products, low carbon emissions, sustainable development; and strengthen exchange and coordination of policies on ensuring food security.
The two sides agreed to actively participate in and build a global clean energy cooperation partnership. Deepen cooperation in areas such as biodiversity conservation, climate change response, new energy vehicles, including the management of Asian nature reserves, the conservation of migratory wildlife, and the control of invasive alien species in border areas. The Chinese side welcomes Vietnam to participate in relevant activities of the Belt and Road International Green Development Alliance.
The two sides agreed to strengthen cooperation in the fields of cultivation and agricultural processing; to carry out cooperation in research on integrated management of the marine and island environment; to carry out cooperation in releasing fish fry and protecting aquatic resources in the Gulf of Tonkin; to soon sign the Agreement on Fisheries Cooperation in the Gulf of Tonkin; to effectively implement the Agreement on establishing a hotline for unexpected incidents in fishing activities at sea between Vietnam and China.
The two sides agreed to exchange hydrological data during the flood season and cooperate in areas such as integrated water resources management, flood and drought prevention, safe drinking water in rural areas, water-saving irrigation, and water science and technology. Organize a high-level policy dialogue on sustainable use of transboundary water resources; strengthen coordination in drought and flood prevention and ensuring the safety of hydropower dams. Strengthen the exchange of meteorological, weather and hazardous weather forecast information and cooperate in developing regional meteorological services in Asia.”
4.4. A stronger social foundation
In order to enhance understanding and friendship, promote exchanges and mutual understanding, and strengthen the social foundation of the relationship between the two Parties and the two countries, the two sides will strengthen exchange mechanisms between the propaganda/educational agencies of the two Parties, key media and publishers, between cultural, tourism, youth and local agencies; study and build cooperation mechanisms between educational, health, traditional medicine, and civil aviation agencies, and promote the following key cooperation:
(1) Propaganda
The propaganda agencies of the two Parties shall promote propaganda and education on the traditional friendship between the two Parties and two countries and the comprehensive strategic cooperation between Vietnam and China. Encourage the two countries to implement cooperation in communications, press publishing, radio, cinema, and television, to enhance understanding and friendship between the people of the two countries, especially the young generation.
(2) Culture and tourism
The Vietnamese side supports China in building a Cultural Center in Vietnam; the Chinese side welcomes Vietnam in establishing a Cultural Center in China and operating the Vietnam-China Friendship Palace well. The Vietnamese side actively supports the Chinese Cultural Center in Hanoi in implementing its activities.
The two sides support cultural organizations, art troupes, and cultural and art training schools of the two countries to carry out exchanges and cooperation. Strengthen coordination and exchange of tourism policies between the two countries, coordinate the exploitation of tourism routes, and develop tourism products. Effectively implement the Vietnam - China Cultural and Tourism Cooperation Plan for the period 2023 - 2027, enhance exchanges of delegations at all levels on culture and tourism, promote the rapid recovery and healthy development of the tourism industry. Safely and effectively operate the pilot project of Ban Gioc Waterfall Scenic Area (Vietnam) - Detian (China), creating a foundation for official operation, and encouraging tourists from both sides to visit the Scenic Area. Support the air transport enterprises of both sides to increase flights between Vietnam and China based on market demand.
(3) Education, sports, human resources and science and technology
The two sides agreed to effectively implement the Vietnam-China Education Cooperation Agreement; encourage increased exchanges of students, education managers, and teaching staff from both countries; enhance professional training for Vietnamese teachers through scholarship programs to study in China; promote exchanges and cooperation between educational institutions of the two countries; actively promote the role of the Confucius Institute at Hanoi University, deepen cooperation in vocational education, digital education, and sports. Enhance exchanges between universities and research institutes of the two countries.
The two sides agreed to strengthen cooperation in the field of labor on the basis of effectively implementing agreements on cross-border labor management of the two countries' border provinces/regions, ensuring the legitimate rights and interests of workers in the two countries' border areas. Promote exchange programs, cooperation in human resource and skills development, social security and social insurance to meet the socio-economic development needs of the two countries.
The two sides agreed to continue to promote the role of the Vietnam-China Joint Committee for Science and Technology Cooperation; actively enhance cooperation and connectivity in the fields of nuclear safety regulations, intellectual property, and quality measurement standards; and increase delegation exchanges at all levels to deepen cooperation in the above fields.
(4) Health care and disaster prevention
The two sides agreed to continue cooperation and exchanges in the fields of health and medicine, including health protection and care, infectious disease prevention, traditional medicine, and natural disaster prevention. They also supported localities of the two countries to cooperate in sharing information and joint epidemic prevention across the border.
(5) Local, people and youth exchanges
The two sides agreed to support localities of the two countries, especially border provinces/areas, to implement exchanges and cooperation. Enhance the effectiveness of regular exchange mechanisms between Vietnamese and Chinese mass organizations such as trade unions, women's unions, and youth; organize well activities such as the Vietnam-China Youth Friendship Meeting, the Vietnam-China People's Forum, and the Border People's Festival; and enhance exchanges between young leaders, young businesses, and young volunteers of the two countries.
4.5. Closer multilateral coordination
In order to safeguard international fairness, justice and common interests, promote regional peace, stability and prosperous development, and create an external environment conducive to the development of each country and Vietnam-China relations, the two sides agreed to persistently promote multilateralism, strengthen multilateral coordination and cooperation, and jointly safeguard the international system with the United Nations as its core and the international order based on international law.
(1) The two sides agreed to strengthen the human rights and policy consultation mechanism between the two Foreign Ministries and irregular exchanges between the Resident Representative Offices in the two countries, as well as the Delegations/Representative Offices of the two countries residing in third countries or international organizations.
(2) The Vietnamese side welcomes the view of building the community to share the future of the Chinese side to promote the common values of peace, development, justice, righteousness, democracy and freedom; supporting and ready to take the initiative in participating in specific cooperation projects within the framework of global development in accordance with Vietnam's ability to develop and develop the program; Cooperation is essentially within the framework of the United Nations Framework Convention on Climate Change (UNFCCCC) and Paris Agreement on Climate Change.
(3) The two parties asserted to comply with the United Nations Charter and International Law, respect for independence, sovereignty and territorial integrity of each other, equal, beneficial, efforts for peace, stability, cooperation and development.
(4) The two sides said that countries with fateful money are closely related to each other, different civilizations living together, exchanging and learning.
(5) The two sides advocate countries to exchange and cooperate in human rights on the basis of equality and mutual respect, promote the enhancement of dialogue and international cooperation in the field of human rights, not politicizing human rights issues, not using human rights issues to interfere in the internal affairs of other countries.
(6) The two sides agreed to strengthen cooperation in international and regional and regional organizations such as the United Nations, the Asia -Pacific Economic Cooperation Forum (APEC), the Asia -Europe Conference (ASEM), supporting each other to run for positions at international organizations.
(7) The two sides supported ASEAN to maintain the central role in the Asia -Pacific structure that is constantly changing and changing.
(8) The two sides agreed to strengthen the cooperation of Me Cong - Lan Thuong, efforts to promote the construction of the community to share the future for peace and prosperity among Me Cong - Lan Thuong countries.
(9) The two sides agreed, efforts to protect the basic principles and the core values of the World Trade Organization (WTO), promote the necessary reform in the WTO, especially restoring the normal operation of the two -level trial dispute and binding.
(10) The Vietnamese side supports China to enter the comprehensive and progressive partnership of the Pacific (CPTPP) on the basis of the Agreement's standards and sequence.

The two sides went deeply to exchange sincere and frank ideas about the issue of the sea, emphasizing the need to better control and actively solve disagreements at sea, maintain peace and stability in the South China Sea and the region.
(1) The two sides agreed to follow the important common awareness between the senior leaders of the two parties and the two countries, persevering through the negotiation of the friendship, strengthening the government -level negotiation mechanism on the territory of Vietnam - China and the affiliated working groups; actively seeking basic and long -term solutions that the two sides can accept, in accordance with the "Agreement on the Vietnam Sea Principles, the Vietnam Sea Principles in the United States of Vietnam The National Law of the Sea 1982 (UNCLOS 1982).

The two sides agreed that the state visit to Vietnam of the General Secretary and President of China Xi Jinping was a great success, an important milestone in the history of the two parties and two countries, making an important contribution to promoting the traditional friendship of Vietnam - China, raising Vietnam -China relations in the new period, promoting peace, stability and development of the world and development of the world and development of the world.
