In recent times, the functional forces in the province have focused on propaganda, inspection, and handling of violations related to vehicle drivers, vehicle owners, production and business establishments of three-wheeled and four-wheeled vehicles that self-produce, assemble, and use motorbikes and motorbikes towing other vehicles and other objects that violate traffic order and safety (TS). Through this, many vehicle owners have raised awareness, replaced self-made three-wheeled and four-wheeled vehicles with small trucks to serve production and business, contributing to ensuring traffic order and safety in the area.
Mr. Nguyen Van Toan in Hoa Hau commune (Ly Nhan) said: I have used a homemade three-wheeled vehicle for many years to transport construction materials to people in the commune. Recently, I have been encouraged not to use homemade vehicles when participating in traffic. Personally, I feel it is a pity to abandon homemade vehicles, because this type of vehicle can penetrate all alleys and roads to the fields to serve people's production, but according to the regulations, we strictly comply. In early December 2024, I bought an old pickup truck for 120 million VND, with a load capacity of 1.5 tons to replace the three-wheeled vehicle.
Like Mr. Toan, after the authorities increased the handling of homemade three- and four-wheeled vehicles participating in traffic, many vehicle owners in the province have raised their awareness and gradually stopped using homemade vehicles in traffic. To completely handle the situation of homemade vehicles that do not ensure technical safety and vehicles without documents in circulation, in recent times, the authorities have increased patrols and controls and resolutely handled violating vehicles. However, homemade vehicles are a means of livelihood for a part of the people; they are effective means of supporting people in transporting goods for agricultural production, and even the main means of transporting raw materials in flood and storm prevention and control work in some localities in recent times, so many people in rural areas still operate secretly. There are cases where they even run at night to avoid the authorities.
According to statistics, the whole province currently has 2,456 homemade vehicles; 7 gathering places, places to keep homemade vehicles; 24 mechanical workshops, homemade vehicle manufacturing facilities; 225 routes, areas where homemade vehicles are regularly operating. In the coming time, to thoroughly handle homemade vehicles, the authorities will continue to propagate, mobilize, and have vehicle owners sign a commitment not to use homemade vehicles to ensure traffic safety and order, urban aesthetics; inspect the operations of mechanical workshops, homemade vehicle manufacturing facilities, promptly detect and strictly handle violations such as buying and selling components, spare parts of vehicles without origin, invoices, documents; using different components for assembly, homemade, mobilizing households to strictly comply with regulations... In addition to the above measures, the authorities will strengthen guidance for people to be able to convert, replace homemade three- and four-wheeled vehicles with other means while still ensuring effective operation.
