Closing the first 6 months of 2023 with many difficulties and challenges, Thanh Hoa province still became one of the bright spots in development of the whole country. In particular, some other local sectors decreased sharply, but Thanh Hoa increased sharply.
Specifically, the GRDP growth rate in the first 6 months of the year is estimated at 7.0%, ranking 18th in the country and the highest in the North Central region. The economic growth picture is clearly illustrated by convincing figures such as rice productivity reaching 67 quintals/ha, exceeding 3 quintals/ha compared to the plan and reaching the highest level ever. Some products have reached demanding markets in the world, opening up new opportunities for Thanh Hoa agricultural products. In industrial production, new products have been launched that meet a number of international standards. Tourism activities increased by 13% over the same period, the whole province welcomed more than 8.3 million visitors. Disbursement of public investment capital is higher than the national average. Thanh Hoa is also a bright spot attracting direct investment projects. The province's administrative reform indexes such as PAPI, PAR INDEX, SIPAS are among the leading groups in the country.
Another noteworthy information is that, while the volume of goods through seaports in the first 6 months of 2023 continued to decrease compared to the same period, some localities decreased by more than 10%, some areas including Thanh Hoa had a sharp increase in the volume of goods through seaports. The specific increases are as follows: Nha Trang increased by 23%, Thua Thien Hue increased by 18.7%, Thanh Hoa increased by 16%... Transportation through seaports plays a very important role, being the driving force for the development of the marine economy in particular and the country's economy in general. The sharp increase in goods through Thanh Hoa seaports can also be considered one of the opportunities to increase investment attraction in the province.
These encouraging figures have made Thanh Hoa's socio-economic development a bright spot in the country. However, the first 6 months of the year have also revealed significant problems in production and development. Although in the top group of the country, the province's economic growth rate is still low compared to the plan and the same period. Agricultural production according to the value chain is still limited. The output of some traditional industrial products has decreased sharply. Many land-related problems have been slowly resolved... That shows that, in addition to objective factors affecting the operation and development of the province, there are still limitations in leadership and management. Notably, the analysis, forecasting and resolution of difficulties and problems in some sectors and fields are not timely and effective. The capacity to advise and organize the implementation of tasks of some departments and branches is still limited and does not meet the requirements. A number of cadres and civil servants, including leaders and managers of departments, branches, and district-level People's Committees, have not been proactive and determined in advising, directing, and operating; they have a fear of making mistakes and being responsible, leading to a number of tasks and works of the province, branches, and localities being behind schedule. It is worth mentioning that among the existing issues and limitations, there are limitations and weaknesses that have been pointed out many times by the Standing Committee of the Provincial Party Committee and the Chairman of the Provincial People's Committee, but have not yet been effectively addressed.
The target set by Thanh Hoa province for 2023 is quite high and in the upcoming development roadmap, Thanh Hoa province is striving to become a new growth pole.
