Prof. Dr. Nguyen Tien Thao, Director of the Testing Center, Hanoi National University, said that the 2025 Competency Assessment Test (HSA) is adjusted to suit teaching and learning according to the new general education program.

The exam structure consists of three parts: Mathematics and Data Processing, Language - Literature, Science. This structure is similar to the current one, however the Science section will have multiple choices and the way the questions are asked will also change.

Specifically, the Mathematics and Data Processing section is mandatory. Candidates will have 50 questions in 75 minutes. Of these, 35 are multiple choice questions with 4 options and 15 are fill-in-the-blank questions. The content is in the fields of algebra and some elements of analysis, geometry and measurement, statistics and probability.

The second compulsory part is Language - Literature with 50 multiple choice questions, to be completed in 60 minutes. The questions use materials related to many areas of life such as literature, language (vocabulary, grammar, communication activities, language development and language variations, writing), culture, society, history, geography, art... The selected materials can be in or out of the general education program.

Finally, the optional part. Candidates take the Science test, which consists of 50 multiple-choice questions and fill in the answers, in 60 minutes. Unlike now, candidates can choose 3 out of 5 areas in this part, including Physics, Chemistry, Biology, History and Geography.

In addition, Hanoi National University has created a Foreign Language option (50 multiple choice questions) to replace the Science section, to assess specialized foreign language proficiency.

Mr. Thao added that the HSA exam questions are about 75% objective multiple choice with 4 options and 25% fill-in-the-blank type.

From 2025, the test bank will add cluster questions to all test sections and topics. Cluster questions include general questions and specific questions to develop and assess candidates' abilities from low to high levels. "Cluster questions will exploit rich data sources, assessing students' thinking in each field and across fields," said Mr. Thao.

Mr. Nguyen Quoc Chinh, Director of the Center for Testing and Training Quality Assessment, Ho Chi Minh City National University , informed that in 2025, the competency assessment exam will continue to be implemented in a stable development direction, based on the foundation of the previous stage.

The exam will continue to be implemented in the form of objective, paper-based tests, organized simultaneously in many localities to facilitate candidates. The exam structure will be adjusted to suit the new general education program.

"The structure of the Ho Chi Minh City National University's competency assessment exam from 2025 will still include 3 parts: language use; mathematics, logical thinking and data analysis; and problem solving. The adjustment compared to the current exam focuses mainly on the problem solving part. Candidates will be able to choose to do 3 out of 6 groups of problems during the test," Mr. Chinh added.

2025 is the first year of organizing the high school graduation exam according to the new general education program. The exam will include 4 subjects. Of which, the two compulsory subjects are Math and Literature; the two optional subjects are from the subjects that students study, including Chemistry, Physics, Biology, Literature, Geography, History, Economic and Legal Education, Information Technology, Technology and Foreign Languages (English, German, Russian, Japanese, French, Chinese, Korean). This is the first time that Information Technology and Technology (Industry, Agriculture) have become graduation exam subjects.

The Ministry of Education and Training plans to change the recognition of high school graduation in the direction of increasing the rate of using learning results of students in grades 10, 11 and 12 to 50%.

In the current calculation formula, the transcript results account for 30% and only use the 12th grade score; the remaining 70% is based on the candidate's high school graduation exam scores. A score of 5 or higher is required for the candidate to graduate.
