The Provincial People's Committee has just issued the Plan "Implementing solutions to adapt to the European Union (EU) Deforestation Regulation in Dak Lak" for the coffee industry (referred to as the Plan).
Accordingly, the pilot project will be implemented in 7 districts, towns and cities, including: Krong Nang, Cu M'gar and Ea H'leo (supported by IDH); Krong Ana, Cu Kuin districts, Buon Ho town and Buon Ma Thuot city (supported by Dak Lak 2/9 Import-Export Company Limited), from October 2023 to December 2024.
This will form the basis for building a data system for the Vietnamese coffee industry, national data and a mechanism for sharing feedback with the EU. This is also the basis for expanding to other coffee growing districts in the province.

The Provincial People's Committee assigned the Department of Agriculture and Rural Development to preside over and direct the Provincial Forest Protection Department to coordinate with the People's Committees of districts, towns and cities to pilot the sharing of information and forestry map data according to regulations; convert data and update additional information on forestry maps; issue written notices to companies and associations of wood, rubber and coffee participating in production and business in the 7 pilot districts to participate, share and contribute resources to implement solutions.
At the same time, advise and propose the Provincial People's Committee to resolve difficulties and obstacles in the implementation process from the pilot area, as well as the expansion to the remaining districts from January 2024 to December 2024.
Assign the Department of Natural Resources and Environment, in coordination with the Department of Agriculture and Rural Development, to guide and direct its affiliated units to share cadastral map information and data with relevant departments, sectors and enterprises within the framework of implementing the Plan. At the same time, coordinate with consulting units and relevant units to monitor data conversion activities to convert cadastral map data to a suitable format (KMZ) in 7 pilot districts and update information on production areas on forestry land in the pilot area...

For the People's Committees of 7 districts, towns and cities, pilot and develop plans to implement activities that adapt to EU requirements under public-private partnership; carry out activities and share information and databases in accordance with the law.
In addition, direct relevant local professional agencies to synthesize data on the current status of forestry land developments, local cadastral data, develop appropriate intervention solutions according to risk levels from high - medium - low; review the current status of developments, forest database by December 31, 2020, classify according to 3 types of forests, based on consultation with the Provincial Forest Protection Department; convert forestry map data to KMZ format; convert cadastral data to KMZ format, thereby building GPS/polygon positioning data of planted gardens and sharing KMZ data, GPS/polygon positioning data; deploy measures to strengthen forest protection monitoring in high-risk areas...
For the People's Committees of the remaining districts, prepare human resources and funding to implement the development of an action plan to adapt to the EU's zero deforestation regulations to be implemented in 2024 based on the contents and tasks assigned to departments, branches, units, localities and enterprises of the pilot area.
Propose that units and organizations participating in the Provincial Program on Production Combined with Resource Conservation and Social Security (PPL Compact) of the province support human resources and funding for implementation.
At the same time, mobilize agents in the supply chain to implement information sharing mechanisms and use regional product traceability systems; build product traceability systems of companies (internal traceability) linked to regional product traceability systems...
