On the afternoon of April 15, the Ministry of Foreign Affairs held a ceremony to announce and present the Prime Minister's decision to appoint a Deputy Minister of Foreign Affairs.

Attending the ceremony were Deputy Minister Do Hung Viet and leaders of departments and units of the Ministry of Foreign Affairs; Comrade Vu Hai Dang, representative of the Department of Monitoring the work of preventing and combating corruption and negativity, Central Internal Affairs Committee.

Pursuant to Decision No. 303/QD-TTg dated April 12, 2024, the Prime Minister appointed Mr. Pham Thanh Binh, Director of the Northeast Asia Department, Ministry of Foreign Affairs, to hold the position of Deputy Minister of Foreign Affairs. At the ceremony, Minister of Foreign Affairs Bui Thanh Son presented the decision to appoint Deputy Minister of Foreign Affairs to Mr. Pham Thanh Binh.

Speaking at the decision-giving ceremony, Foreign Minister Bui Thanh Son congratulated the new Deputy Foreign Minister, and emphasized that this was the trust of the Party, State and Ministry of Foreign Affairs leaders in comrade Pham Thanh Binh. Minister Bui Thanh Son emphasized that in the new development period, the Ministry of Foreign Affairs is actively implementing the foreign policy in the spirit of the 13th National Party Congress, according to which the whole sector is a pioneer in creating and maintaining a peaceful and stable environment, mobilizing external resources to develop the country, enhancing the country's position and prestige. Along with that, the diplomatic sector continues to be built in a comprehensive, modern and professional direction.

Minister Bui Thanh Son said that Comrade Pham Thanh Binh has strived hard throughout his work, has experience in the assigned field, and is trusted and trusted by officials in the Ministry. The Minister hopes that the new Deputy Minister of Foreign Affairs will continue to make every effort, promote his capacity, and work together with the Ministry's leadership to unite and coordinate well to excellently complete the tasks assigned by the Party and State leaders to the Foreign Affairs sector, aiming to build a comprehensive, modern and professional diplomacy.

Speaking at the ceremony to receive the assignment, Deputy Minister of Foreign Affairs Pham Thanh Binh thanked the leaders of the Party, the State and the Ministry of Foreign Affairs for their trust in him and assigned him the new responsibility; thanked the leaders of the Ministry, the Minister and the officials in the Ministry for their support and trust. Sharing his past work, Deputy Minister Pham Thanh Binh affirmed that he will try his best, make every effort, and promote his full capacity to fulfill the tasks assigned by the Party and the State, contributing to the overall success of foreign affairs.

Before being appointed as Deputy Minister of Foreign Affairs, Mr. Pham Thanh Binh held the positions of Deputy Director and then Director of the Northeast Asia Department, Ministry of Foreign Affairs. He worked for a term at the Vietnamese Embassy in China (September 1999-February 2003 and January 2018-May 2021) and the Vietnamese Consulate General in Nanning, China (April 2006-September 2009 and August 2014-October 2017).
