On January 3, the Department of Education and Training of Ho Chi Minh City issued a document on implementing Resolution No. 36/2023/NQ-HDND (dated December 8, 2023) of the Ho Chi Minh City People's Council on guidelines for collecting and using tuition fees for the 2023-2024 school year for educational institutions in the city.
Accordingly, in the 2023-2024 school year, educational institutions in Ho Chi Minh City will apply tuition fees according to the provisions of Clause 2, Article 2, Resolution No. 16/2022/NQ-HDND (dated October 11, 2022) of the Ho Chi Minh City People's Council on tuition fees for public preschool and general education in the 2022-2023 school year and subsequent school years in Ho Chi Minh City according to Decree No. 81/2021/ND-CP (dated August 27, 2021) of the Government.
Along with that, also in this school year, the city applies a special policy to support tuition fees according to Resolution No. 36/2023/NQ-HDND (dated December 8, 2023) of the Ho Chi Minh City People's Council on a special policy to support tuition fees for preschool children, public and non-public primary school students and continuing education students in Ho Chi Minh City in the 2023-2024 school year.
Specifically, tuition fees are applied to each level of education as follows:
Group 1 includes students in Thu Duc City and districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan.
Group 2 includes students in the districts: Binh Chanh, Hoc Mon, Cu Chi, Nha Be and Can Gio.
To implement the special policy of tuition support, the following support levels are applied to each level of education:
The Department of Education and Training of Ho Chi Minh City noted that the tuition fee for online learning is 50% of the direct tuition fee. The tuition fee is rounded to the nearest thousand dong.
Public educational institutions that have temporarily collected tuition fees will refund students according to the junior high school tuition fees stipulated in Resolution No. 28/2021/NQ-HDND of the Ho Chi Minh City People's Council at 2 levels: Group 1 is 60,000 VND/student/month and Group 2 is 30,000 VND/student/month. The refund period for students is before January 31, 2024.
In addition, for students who have transferred schools, educational institutions are responsible for paying tuition support to students according to the provisions of the Resolution based on the number of months of actual study at school.
For non-public educational institutions, one-time support will be provided based on the actual number of months of study at the end of the 2023-2024 school year according to the support level for students specified in Resolution No. 36.
