Ho Chi Minh City officially issues adjusted land price list

On October 22, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai signed a decision to amend and supplement Decision No. 02 of the City People's Committee regulating the land price list in the area. The adjusted land price list of Ho Chi Minh City will be applied from October 31 to December 31, 2025.

For residential land, the highest land price on Nguyen Hue, Le Loi, and Dong Khoi streets in District 1 is up to 687.2 million VND/m2. This price is 4 times higher than the previous price list (162 million VND/m2), but has decreased compared to the previous draft land price list of 810 million VND/m2.

The price of some neighboring routes such as: Dong Du is 409 million VND/m2, Hai Ba Trung route (depending on the section) is 350-450 million VND/m2, Ton Duc Thang street (section from Me Linh Square to Nguyen Tat Thanh bridge) is 447 million VND/m2.

In District 3, the entire Nam Ky Khoi Nghia, Hai Ba Trung, Nguyen Thi Minh Khai, and Cong Truong Quoc Te streets are expected to have the highest new land prices at 305-340 million VND/m2.

One of the issues that has received public attention recently is the excessive increase in land prices in suburban areas and outlying districts in the previous draft of the adjusted land price list. In the latest draft, land prices in these areas have decreased significantly.

According to the old draft, the land price of National Highway 22 Parallel Road was 71 million VND/m2, more than 50 times higher than the old price of 1.4 million VND/m2 without taking into account the land price adjustment coefficient. In the newly issued adjusted land price list, the land price in this area is only 32.2 million VND/m2.

According to the assessment of the HCM City Land Price Appraisal Council, the content of the latest submission (with the draft of the adjusted land price list attached) proposed to supplement land prices for agricultural, commercial and service land; non-agricultural production and business land that is not commercial or service land, ensuring the harmony of interests of land users and investors.

For agricultural land, the newly issued adjusted land price list is based on the agricultural land price according to the previous price list, multiplied by the land price adjustment coefficient. This does not affect the case of land reclamation by the State because the person whose land is reclamation will have the specific land price determined according to the market price.

At the same time, the Department of Natural Resources and Environment has developed a land price list for agricultural land in the High-Tech Agricultural Zone in the direction of maintaining the current collection rate.

For residential land, the Department of Natural Resources and Environment also collects land price information from the price database and market transfer land prices and based on the actual socio-economic situation of the city to propose a land price list for residential land suitable for each district, county and Thu Duc city. At the same time, the Department has reviewed and balanced prices for locations bordering districts, counties, Thu Duc city and road sections and routes in the same area.

The price of commercial and service land in the adjusted land price list is built on the basis of assessing the characteristics of the socio-economic development situation of each area to determine the price. This method is also applied to non-agricultural production and business land that is not commercial or service land.

The newly issued adjusted land price list also provides prices for non-agricultural production and business land with specific characteristics. For example, land in industrial parks, export processing zones, Quang Trung Software Park, agricultural and mineral clusters, land used for national defense and security purposes, land used for public purposes, land for traffic works, irrigation, water supply and drainage, natural disaster prevention, land with historical - cultural relics, scenic spots, natural heritages, etc.
