After nearly 1 month of implementing the election of village and ward chiefs for the 2025-2027 term, in the spirit of implementing the model "People trust - Party nominates", up to this point, the preparation work for the election of Mong Cai City has been on schedule, with high consensus and approval from voters and people.

Luc Chan is a border village of Hai Son commune with nearly 98% of the population being ethnic minorities. Once a difficult commune with the most poor households, Luc Chan now has no poor or near-poor households and is making efforts to build a model village. This result is thanks to the joint efforts of cadres, party members and people, especially the leadership, role, responsibility and exemplary role of the Party cell secretary and village chief. Therefore, in the election of village chief for the 2025-2027 term, village voters have maximized their ownership rights, trust, consensus and high unanimity in introducing personnel.

Mr. Phun Van Truong, Head of the Luc Chan Village Front Committee, said: The Committee met to disseminate each step and each stage of the election; consulted unanimously and stepped up propaganda among the people, promoted the people's democratic rights in electing the village chief in accordance with the Party's will and the people's heart, selected people with ethics, enthusiasm, awareness, and responsibility towards the people, and built a strong government. Through the consultation process, voters highly agreed with the personnel recommended to elect the village chief, thereby hoping to bring the village to further development.

Maximizing the people's mastery, the process of introducing candidates for election always ensures the model of "People trust - Party nominates". The implementation process ensures unity, publicity, transparency, and compliance with regulations, in which democratization, rejuvenation, qualifications, and Party membership are emphasized. By November 26, 2024, 100/100 villages and neighborhoods of 16 wards and communes in the city have completed the steps of consultation and agreement on personnel to introduce 100 candidates, ensuring 100% are Party members; 83 villages and neighborhoods choose the form of election by show of hands; 17 villages and neighborhoods choose the form of election by secret ballot. The average age of candidates for village and neighborhood chief is 56, the youngest is 30 years old. 70% of the recommended candidates have a cultural level of high school or higher, 39% have a professional level from intermediate to university; 82% have political theory level from elementary to advanced.

Ms. Dang Thi Mai, Party Cell Secretary, Head of the old Quarter 2 (Tran Phu Ward), said: With the trust of voters and people, I continue to be selected to be elected as the Quarter Chief for the 2025-2027 term. If re-elected, I will continue to promote my sense of responsibility, strive to build the Party Cell and the Quarter better and better, strengthen solidarity with the people, and meet the people's legitimate aspirations.

Propaganda work on the purpose, meaning, and continued implementation of the policy of unifying the position of Party cell secretary and village (hamlet, neighborhood) chief according to the model of "People trust - Party nominates" has been promoted, creating solidarity, unity, consensus, support, trust, and excitement among the people. Communes and wards have issued plans to propagate the election work to ensure content and progress; propaganda in many forms: Ward loudspeaker system; electronic information portal on election date and time, polling places, regulations and standards, conditions and election of village and neighborhood chiefs; list of candidates, list of voters... for voters to know.
