The new Rach Dia Bridge replaces the narrow and degraded iron bridge on Le Van Luong Street (connecting Nha Be District and District 7).

Reporting to the monitoring delegation, Director of the Traffic Construction Investment Project Management Board (Traffic Board) Luong Minh Phuc said: The Rach Dia Bridge project was approved by the City People's Committee in 2000, approved for adjustment in September 2017 with a length of 317.8m, including 9 spans, the width of the river crossing part is 10.5m, the land part is 9.0m; the road leading to the bridge is about 233m long, from 14m to 27m wide. The total investment is more than 512.7 billion VND.

Currently, the Traffic Department has transferred 100% of the compensation costs according to the approved estimate to District 7 and Nha Be District. Up to now, 41/50 cases from District 7 and 28/45 cases from Nha Be have agreed to receive compensation and hand over the construction sites this June.

The investor is expected to start the project in June and complete the project by the end of 2024. After completion, Rach Dia Bridge will help reduce the load on Rach Dia 2 Bridge on Nguyen Huu Tho Street, solving 1 of 4 traffic congestion points in District 7 and Nha Be District, while shortening travel time from Nha Be to District 7 and vice versa.

According to Mr. Luong Minh Phuc, in District 7, there are currently 9/50 cases of households within the project area who have not agreed to receive money for handing over the site; in Nha Be, there are 17/45 cases of households who have not agreed to receive money for handing over the site. Therefore, to speed up the progress of completing the project and putting it into use, the investor recommends that the People's Committees of District 7 and Nha Be District complete the procedures for paying compensation to households and organizations affected by the project and hand over the site so that the Traffic Department can start construction no later than June to ensure the disbursement plan.

For the Department of Planning and Investment, it is recommended to advise the City People's Committee to transfer the remaining 93 billion VND of compensation and resettlement support capital recorded for this project to another project to increase the efficiency of capital use and disbursement rate. At the same time, the Department of Transport prioritizes the agreement on the location of the water supply pipeline relocation route before May 25 so that Saigon Water Corporation Limited can continue the procedures for relocating the water supply pipeline in August, serving the work of handing over the bridge construction site.

At the monitoring session, Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Ho Hai requested that the units coordinate to focus on removing obstacles to speed up the progress of ensuring the disbursement of public investment capital. He requested the People's Committees of District 7, Nha Be District and the Traffic Department to sign a coordination agreement to implement this project on schedule. At the same time, continue to mobilize people affected by the project to hand over the site to the investor.

"The coordination between the board and the departments and localities is the key factor in deciding whether the project is fast or slow. Therefore, it is necessary to establish a monitoring team to grasp the situation and call to resolve any problems immediately. The units check the progress weekly and monthly. The monitoring goal is to coordinate and resolve difficulties to speed up the project's progress, not just listen to reports and the project remains stagnant" - Mr. Nguyen Ho Hai emphasized.

Connecting Phuoc Kien commune (Nha Be) and Tan Phong ward (District 7), Rach Dia 2 bridge "shoulders" a large amount of vehicles pouring from the southern urban area of ​​the city towards the center. The situation of vehicles jostling each other, many people climbing onto the pedestrian area on this bridge often occurs. Rach Dia 2 bridge and Kenh Te bridge are known as 2 "bottlenecks" that are "choking" traffic in the southern area of ​​Ho Chi Minh City.
