On the afternoon of January 4, Prime Minister Pham Minh Chinh attended a conference to announce the Prime Minister's decision approving the Ho Chi Minh City Planning for the 2021-2030 period, with a vision to 2050.
Unique planning attracts investment expansion
At the conference, Chairman of Ho Chi Minh City People's Committee Phan Van Mai announced the Prime Minister's decision to approve the planning of Ho Chi Minh City .

Specifically, by 2050, Ho Chi Minh City will become an attractive and sustainable global city; an economic, financial and service center of Asia; with distinctive economic and cultural development; people with a high quality of life; the core of the Ho Chi Minh City region and the Southeast region; and the growth pole of the whole country.
The plan identifies 2 corridors, 3 sub-regions, 9 main spatial axes and 1 coastal spatial axis, multi-center spatial structure. Of which, 2 corridors include: the national corridor passing through Ho Chi Minh City and the Dong Nai - Saigon - Thi Vai - Soai Rap river corridor.
Three sub-regions include: central urban area sub-region; Thu Duc City sub-region; suburban area sub-region. Nine main spatial axes include 4 East-West axes and 5 North-South axes. One southern coastal spatial axis from Tien Giang through Can Gio, Ho Chi Minh City to Ba Ria - Vung Tau, Dong Nai.
Ho Chi Minh City will also form and develop a multi-center spatial structure, in which the central urban area (16 inner-city districts) plays the role of the nucleus, brain and growth engine of the entire city.

Thu Duc City under Ho Chi Minh City plays the role of a new growth pole; arranging suburban areas (5 districts) on the basis of forming 5 satellite cities by 2030 and 4 satellite cities with a vision to 2050, which are urban areas under the city.
Speaking at the conference, Prime Minister Pham Minh Chinh said that the announcement of the Ho Chi Minh City Planning is very important, providing a basis for investors and partners to research, promote and expand investment.
The planning demonstrates innovative thinking, strategic vision, deep thinking, and big action, with appropriate thinking, approach, methodology, and great determination to solve the problems of Ho Chi Minh City. The Prime Minister also said that the planning of Ho Chi Minh City clearly demonstrates the determination, concerns, and responsibilities of the city.
The Prime Minister also said that this planning of Ho Chi Minh City has shown patience, research, recognition of the contradictions and challenges of Ho Chi Minh City and finding solutions to them. In particular, the current major contradictions and challenges are attracting resources, training high-quality human resources for the new stage of development and solving traffic congestion, air pollution, environment...

According to the Prime Minister, these are bottlenecks that need to be focused on and have been included in the planning.
In addition, according to the Prime Minister, the arrangement of the 5 suburban districts, the ecosystem of "village in city, city in village" is very new, showing the ecological features when greening the urban (village in city) or urbanizing the rural (city in village). According to the Prime Minister, this is a very good way of doing things, very unique.
Expanding development space
Prime Minister Pham Minh Chinh said that the planning of Ho Chi Minh City has mentioned exploiting 3 spaces, including space (aviation economy), sea space and underground space.
According to the Prime Minister, the city must exploit these three spaces well to contribute to promoting and developing its unique potential, outstanding opportunities and competitive advantages. At the same time, it must overcome bottlenecks, conflicts and challenges of a city with "small land and a large population".

The Prime Minister shared that recently, Ho Chi Minh City has built an urban railway line that is both underground and elevated, which has been well received by the people. In the coming time, the city needs to continue to develop and exploit underground space.
In particular, according to the Prime Minister, he discussed with billionaire Pham Nhat Vuong (Vingroup) about building a metro system from the center of Ho Chi Minh City to Can Gio district and received great support. From this, the Prime Minister said that the city needs to assign more tasks to large enterprises to promote resources.
In the coming time, the Prime Minister requested Ho Chi Minh City to focus on implementing "1 focus, 2 enhancements, 3 pioneering".
In particular, a key task is to build mechanisms and policies to mobilize and effectively use all legal resources, from the State, private sector, public-private partnership, to international investment, connecting city, regional, national and international resources.
The two enhancements are investment in human development, improving people's knowledge, training high-quality human resources, ensuring social security and connecting regions, areas, domestically and internationally through transportation, digital transformation, production and supply chains.
The three pioneers include strategic infrastructure development; application of science and technology, innovation, digital transformation and finally developing high-quality human resources, attracting and retaining talent.
