On the morning of December 4, the Executive Committee of the Ho Chi Minh City Party Committee, term XI, 2020-2025, held its 34th Conference.
Speaking at the conference, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen said that today's conference aims to assess the city's socio-economic situation in 2024 and key tasks and solutions in 2025.
Report on the results of 4 years of implementing Resolution 26 on focusing on completing the construction of Thu Thiem New Urban Area. Results of 3 years of implementing Resolution 05 of the City Party Committee on the overall plan for COVID-19 prevention and control after September 15, 2021.
Particularly implementing the conclusion of General Secretary To Lam at the national conference on summarizing Resolution 18 of the Central Executive Committee.
According to Mr. Nen, in 2024, the Ho Chi Minh City Party Committee set a GDP target of 7.5 - 8%. The city's Party Committee and government have promoted internal strength, cleared resources, removed many bottlenecks, and promoted socio-economic development.
Up to now, the city has basically completed the main tasks set out. GDP growth is 7.17%, the annual budget revenue is more than 502,000 billion, an increase of 12% compared to 2023, contributing 27% of the total national budget revenue. This number is very meaningful.
In addition, the two key contents in the 2024 theme are digital transformation and implementing Resolution 98. The city has achieved many positive results, many of which have created values.
Ho Chi Minh City has devoted more resources to developing social culture, education, health care, etc. to improve people's quality of life, helping the whole country stabilize the macro economy, control inflation, and ensure national defense and security.
Besides the achieved results, Secretary Nguyen Van Nen said there are still many limitations when the growth target reached 7.2%, while the target of 8% was set to complete the resolution's target.
Although there have been many changes in strategic breakthroughs in infrastructure and policies, progress has not been met, especially in public investment disbursement, project implementation progress, flood reduction, environmental improvement, housing along canals... although efforts are still being made, there are still many obstacles.
"It is necessary to properly assess the achievements to continue promoting and accurately assess the difficulties to overcome. I propose that the conference discuss and clarify this issue in depth," Mr. Nen suggested.

Results of 4 years of implementing Resolution 26 on focusing on completing the construction of the Thu Thiem new urban area. This content has been discussed a lot by the City Party Committee, so the conference needs to focus on research to continue to have stronger solutions to meet the requirements of the resolution set out by 2030. Continue to perfect the policy mechanism to call for investment to complete the urban area according to the orientation and policies set out by the City Party Committee.
Finally, regarding the results of 3 years of implementing Resolution 05 of the City Party Committee, the overall plan on COVID-19 prevention and control after September 15, 2021, the City Party Committee leader said that the City is making efforts to overcome the difficulties and consequences after the pandemic. These are difficulties that cannot be discussed superficially, but must be studied deeply, each aspect of the problem.
Promoting digital transformation in healthcare solutions to attract investment, transforming employment structures, developing security systems, solving housing and social housing problems, etc. are issues that have emerged after the pandemic, so the city has proposed immediate strategies. Now we need to discuss in depth to consider what issues need to be invested in for more sustainable development in the future.
